Present; Zaun, Brandea, Mako and Emond. Clarkson absent. Also present;s~' Richard Ho~an,,City Administrator, Robert Frigaard,-City Engineer and Roger Knutson, City Attorney. 75.2~G7 Motion by Brandea seconded by Emoncl to approve the minutes of the March 1G, 1975 meeting as presented. Zaun, Brandea, Mako and II~nd "aye", motion carried. 75.2 ~8 " Moticn by Emond seconded by Brandea. o pay the claims .against the City with :the exepton of 11836, ,which will be held for an explanation, Brandea, Mako, Emond and Zaun "aye", motion carried. ...;75.2,49 Motion by Em©nd seconded by Zaun to pay the claims against the Liquor More. Mako, Emond, Zaun and Brandea aye", motion carried. Mr. Ed Wallin and Mr, Jim Alln?an presented a proclamation to be signed by the Mayor. 75.2`1© Motion by Emond seconded by Zaun to approve the signing of the "Proclamation.. of Minnesota Twins Baseball Clinic Day" which will be May 2, 1975• end, Zaun, Brandea.. and Mako "aye", motion carried. Mr. Clarkson arrived at 8:14 o'clock P.M. 75.211 Motion by Emond seconded by Zaun to approve .and adopt the resolution for Lakeville to join the Dakota County Civil Defense.~rganization. Zaun, Brandea, Mako and Emond "aye", Clarkson opposed, motion carried. Most cif the Council isembers thought they should go with this organization and: .see what develops, Mr. Rraig Lofquist of Maegele Sign Company had withdrawn his request to appear at this. meeting and will be placed on the. agenda later. 75.212 Motion by Emond seconded by 7,aun to set the 24th of June from 3;tK? o'clock P.M. to 7s~ o'clock P.M, for the Board of Equalization. meeting. Brandea, .Matra, Emond,.Clarkson and Zaun "aye", motion carried. Mr. Roger Knutson, Attorney, reported to the Council that Instant Homes had presented him with'a cheek for~;;5,(~ and w©u.ld be making the remaining two payments v~3.thin ~5,days for the bills owed the City. No agreement will be signed or trailors placed in the park until the complete bill is paid. 75.213 Motion by Brandea seconded bq Clarkson to aelmoWledge receipt of the cheek for ~5,t~d from Instant Homes as one of .three payments for outstanding bills to flee City. Mako Ess~nd, Clarkson, Zaun and Brandea "aye", motion carried, 75.~1~+ Motion h9 Mako seconded by E~nond to instruct.. the Clerk to hold this cheek .until after April 17. Various matters were discussed such as the purchase of the swimming pools in tTalley Park,. the signordinan~e and an. emergency tralor permit for a burned out resident. '75.2:15 Motion by Mako seconded by Brandea to acknowledge receipt. of the..l~tter of ;application for Fire Na.rshall fromaWayne Kelly. Clarkson, Zaun, Brandea, Mako,and Emond "aye", motion carried... Mr. Mako presented: a Declaration of Rights of Counties and Local Governments for discussion. This is regarding .the Fiscal Disparities Act,: the Metro Council overtaxation and the Metro Transit tax. Mr. Mako stated that they would like to form a Dakota County League of Municipalities.. {1) i - CITY CF LAKEVILLE COUNCIL NIEETTNG MaxcH 17.1975 75.216 Motion by Emond seconded by Clarkson that Lakeville is in favor of .supporting the Declaration of Rights of Counties and Local Governments. Zaun, Brander, Makes, Emond and Clarkson "aye",.motion carried. Steve Michaud presented his report on the Fishing Bridge on 01d Highway No, 65. He reviewed the events which had led up to°this report and``the various methods ..that would be used to control the traffic and people who wish to fish in this area. A copy of .this report is on file. 75.217 .Motion by Mako seconded by Clarkson to adopt the Fishing Bridge plan in concept and authorize S~-.eve Michaud to pursue the question of .coat and .responsibilities with the State Departments. Brandss, Mako, 3~mond, Clarkson and Zaun "aye", motion carried. Mr. Don Witt asked if there will be any provisions to take care of the litter left by the people fishing in this area. Barrels will be provided for this, The amendment td ordinance No. 74 was read for the first time.... 75.218 1?~tion by Clarkson seconded by Emond to place the fishing bridge report on the agenda of the 14th oP April, 1975 at 8:45 P.M. Mako, Eaaond, Clarkson, Zaun and Brander "aye", motion-serried. Mr. Kmatson advised that Steve Ryan of Midwest Planners is drafting the. amendment to the sign ordinance. The recommendation from Mr. Ackerman regarding hookups was reviewed. Mr. Knutson will prepare a resolution to take care of this matter. Mr. Frigasrd presented the plans and specs for Dakota Heights, He advised that the expected:.°.oompletion date for the water loop ir.August 15 and the project completion date is Oct. 1, He also sdivaed that he had set up an alternate to salvage some of the gravel. It was decided that a resolution is needed to change a street name. in this addition. 75.19 Motion by Emond seconded by Zaun to accept the plans and epees for Dakota Heights and authorize the engineer to advertise for'bida with the bid letting date to be ~.pril 11 at 11: DO A. M. Emend, Clarkiec>n, Zaun, Brander and Mako "aye", motion carried. A possible deficit in the trunk fund was discussed and the Mayor, Engineer and Administrator will work on a policy? to report back to the Council. 75.2;20 Motion by Emond seconded by Brander to order the plans and specs for the t?rchard Lake Project. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.2 21 Motion by Emond seconded by Zaun to appoint John Baumgartner to the Planning Commission. Zaun., Brander, Mako, Emond and Clarkson "aye", t~tion carried. 75•~~22 Motion by Mako seconded by Clarkson to appoint Pastor Clifton E. Trued to the Park and Recreation Conmaittae to complete Jim Ballinger's term, Brander, Mako, Emcand, Clarkson and Zaun "aye", motion carried. 75.2.23 Motion by Emond seconded by Clarkson to appoint Don Peterson to the Water and Sewer Committee to finish up the term of Art Christofferson. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. The Clerk was instructed to keep the names of Bill Moebius, Ron Carrick, James Allman and James Steele on file for future appointments to committees. 75.224 .Motion by Mako seconded by Eammd to authorize the Administrator tc> go after ..state. grant money fmr reimbursement for the ski trail system and authorize the Mayor and the Clerk to sign all necessazy documents.I~nond, Clarkson, .Zaun, Brander and Mako "aye", motion carried. t2) . ~ • czar of ~z~ cov~cn, ~n~G MARCH 17, 1975 Possible purchase of land and park improvement in Oak Shores was discussed.
