Flag pledge. followed, Present; Zaun, Brandes, Mako,Emond and Clarkson. Also present; Richard Hogan, Administrator, Roger Knutson and Pat Farrell, City Attorneys. and Robert Erard, City Engineer. A motion to accept the January 6 minutes was withdraam, 75.x+3 Motion by Clarkson seconded by Brandes to rescind motion 75,41. faun, Brandes, Mako, Edmond and Clarkson "aye", motion .carried. 75.44 Motion by Emond seconded by Zaun to accept the January 6, 1975 minutes as correctead, Brandes, Mako, F.~nd, Clarkson and Zaun "aye", motion carried, 75.x+5 Motion by Emond seconded by Zaun to authorize the expenditure of ~~,4t~a less'- ~7v5 trade-for a total of X3595 to purchase a 75 Plymouth from Sunnyside Chrysler Plymouth. The trade in is a`1972 Dodge Coronet 4drsed, serial nr. WK4IGZG169255. A9ako, fond, Clarkson,'Zaun and Brandes "aye", motion carried. Mr. Ackerman presented his mthly report and his yearly report for 1974, He also presented a new permit fee schedule, 75,46 Motion by Clarkson seconded by Brandes to adopt this fee schedule as pressed and changing the older home conversion fee 'to X6.54., copy attached. Emond, Clarkson, faun, Brandes and Mako "aye",.motion carried. There was a discussion regarding the special use permits. A recommendation ,a:ill be requested frroffi the Planning Comm:i.ssion concerning specialuse permits.. Mr. Craig Loftquist of P3aegele Sign Co, appeared to request. permission to erect three signs along Aighway # g5 between County Rd. 74 and Countg Rd. 64, He fee3s that Naegele has a right to do this as this is a business and they would not be interfering with anything there now. The signs would be 12' x 25'. Mr. Brandes said he would like to get some input from the planner concerning .these signs. It was also stated that there should be the issuance of a hold harmless letter from this company to the City before the issuance of any permits. 75•x+7 Motion by Brandes seconded by Zaun that the Naegele xequest for three sign permits be submitted to the Planner for his perusal and recommendation and to table these requests until the planner returns with. his recommendation. Mr. Farrell advised the Council that because a trailer is rented is not a rational basis for denying a trailer permit nor was it a legal basis. 75•x+$ Motion by Clarkson seconded by Emond to place the three tabled mobile home permits, motion 75;19, on the table tonight, Zaun, Brandes, E~?nd, Clarkson "aye", Mako opposed, motion carried. 75.49 Motion by Emend seconded by Brandes to approve a mobile home permit for John Raplinger for a period of one year. Brandes, Mako, E~aond, Clarkson and Zaun "aye", m~ation carried. 75.54 Motion b~ Emend seconded by Brandes to..approve a mobile home permit f©r Jerry ~ left Co. Rd 74 and Lucerne Trail fora period of one year. Brandes,. Mako, ~3nond, Clarkson and Zaun "aye", motion carried. 75,51 Motion by Emond seconded by Brandes to approve a mobile home permit for. Walter King, Sr. on property located at 175th 3t, and Dodd Blnd for a period of one year. Erscand, Clarkson, Zaun, Brandes and Mako "aye", auction carried. 75.52 Motion by Clarkson seconded by Emond to direct the Planning Commission to take action on a recommendation to the Council in, regards to the need for trailer permits outside of trailer parks-this recommendation to be for or against the permits. f~~` "~~i3 Motion by Mako seconded by Zaun to amend the above motion to include that this. be done by June 1, 1975 and to be on the Council agenda at that time. Clarkson,..Zaun, Brandes,..Mako and Emond "aye", motion carried. ~1) S~. ~ • Y CITY 4F LAKE'VILLE COUNCIL MEETING JAN[JARY 1~ 1975 Roll call was then taken on motion 75.52: which is as ~ollowr: Zaun, Brander, Mako, ~aond and Clarkson "aye", motion. carried. 75.5+ Motion by EY~ond seconded by Brander to follow the recoma~endatinn of the Planning Commission and grant Francis,Rittenhouse a renewal of his special use permit for a period of one year on property located on 172nd St. in the orchard Lake area. Brander, Mako, E~mond, Clarkson and Zaun "aye",emotion carried. The continued hearing Qn the downtown improvement was opened. Mr. Glenn Nerd thanked the Council for advising him on the new course of action in advance of this meeting. He stated that there is a little'eonfusion in his mind on why the City is asking a new planner his thoughts on this district. He also hoped. that the planner would have. this completed in a Bet time limit. He feels. that this is a good plan that had been prepared. and. would be afraid have..a long waiting period. He also advised the Council that it was not Lakeville Parking'r intention of driving anyone out of business. Mr. Nord hoped #;hat the new Lakeville planner will reinforce Lakeville Parking~as planner. It was felt that it is time for the community to take a position on this and .that input from the planner is needed to do this. 75.55 Motion by Clarkson seconded by Zaun to adopt the resolution "Regarding the Declaration of a Moratorium on Downtown Renewal, etc.", copy attached. Ma&o, end, Clarkson, Zaun and Brander "aye", motion carried. 75,56 Motion by Zaun seconded by Clarkson to adopt the resolution regarding the proposed development framework guide, cope attached. E?~nd, Clarkson, Zaun, Brander and Mako "aye", motion carried. Motion by Clarkson to deny the x-~com~nendation of the Planning Commission to amend ordinance #2, Sec. 1~F was withdrawn. 75.57 Motion by'Clarkson seconded by Mako not to follow the recommendation of the Planning Commission to amend Crd. ~+2, Sec. l~ to allow recreational campgrounds as a conditional use permit in R 3C areas. .Clarkson, Zaun, Brander, Mako and II~ond "aye", motion .carried. 37a:e inspector presented a report on the Lakeville gravel pits. 75.58 Motion by .Clarkson seconded by Emend to table the Dow Aggregate gravel permit until the City inspector brings in a recommendation regarding .the conditions of the pit and the ar~unt that w3.11 be taken out this year. Zaun, Brander, Makes, ~nond and Clarkson "aye", motion carried. 75..59 Motion by E~nond seconded by Brander to renew the gravel permit for Nordic Square. Brander, Mako, 8mond, Clarkson and Zaun "aye", motion carried. 75.60 Motion by Brander seconded b9 Zaun to renew the gravel permit for Qsear Ramberg. Zaun, Brandee, Mako, Fond and Clarkson "aye", motion carried, ~'he Administrator reported that the City could obtain funds for one position with the<all©estion tc~ be ~78QC~ and the County to pay all fringe benefits. There is also the posaibility'of getting l or ~ more. This position mould be from January l~, i97g through: February l~, 1976. The person hired must have been unemploged 'for 3@ days and the ..position.. must be filled within a month. The department heady will be contacted to see where the need is. 75..69. motion by-Brander seconded. by Zaun to authorize the Mayor and the Clerk to e~tectute Agreement for Professiona].Consulting Services. Brander, Mako, Emend, Clarkson and Zaun`"aye", motion carried..... Motion. by Mako seconded by Zaun tv suthori$e the .administrator to attend the Community Development meeting was yrithdrawn.
