Also present: Richard Hogan, City .Administrator and Reith Gordon, City Engineer. 75.117 Motion by ~nond seconded by Brander to accept the minutes caf the Februazg 3 1975 meeting as prese~xted. Zaun, Brander, Mako, Emond and .:Clarkson-"aye", motion carried.. 75.11$ Motion by Emond seconded by Brander to accept the. petition. from the residents on Iteri Avenue for blacktopping of the street. Brander,'Mako, E,tnond, Clarkson and Zaun. "aye,,., emotion carried, 75.119 Motion by Brander seconded by Clarkson to instruct the City Engineer to prepare a prelianinary reports ~ blaektoppng of Iteri Avenue from 210th Street to 20$th Street. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. 75.12© -Motion by Emond seconded by Zaun to create the position of assistant forester, adopting the job description as presented by the PWD and with evaluation of the positon;;nafter one year. Emond, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.121- Motion by Brander seconded by Zaun to appoint John Hoger on a probationary status from February 15 to December 31, 1975• This is s parttimeper~an who is being promoted to full time status. The position will be reevaluated during the 1976 budget session, Clarkson, Zaun, Brander, Mako and 13nond Faye", motion carried.. 75.122 Motion by Zaun seconded. by Emond to rescind motion 75.120 dealing with, the- forester position. Zaun, Brander, Mako, E~nond and Clarkson "aye" nu~tion carried, 75,123 Motion by Emond seconded by Zaun to crea"the position of assistant forester, adopt the job description and have 'an evaluation of the position during the_ 1976 budget session. Brandes,,Mako, Emond, Clarkson and Zaun "aye", motion carried. The ..Building Inspector presented his report for January 1975• The Water and Sewer Committee minutes for January 28 were presented. 75.12+ Motion by Clarkson; seconded by Brander to follow :the recommendation of, the Water. and Sewer Committee and reappoint Nick DeGross, Leonard Quist and,Larxy Hazel to three year terms on the committee and reappoint Mr. Fredrickson to finish his term which expires in 1977, Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried, Mr. Clarks©n felt that the attendance-recordr and roll, call vote of the members of ~ommittees..should be available to all council members. The Park & Recreation Committee report for January 29 waa presented. The purchase of the pools in Valley Park was discussed. 75.125 Motion by Mako seconded by Zaun to authorise the .City Attorney to enter into neg©tiatons with. First Bank of Wisconsin for the purchase of the. two swimming poolr'in ~Ta11ey Park and other recreational facilities in the College Park Addition. Emond,C?_arkson , Zaun,. Brander and Mako "aye", motion carried. The minutes of the Planning Commission. for January 30 were presented. 75.126. Motion by Emond seconded by Zaun to follow the recommendation of the Planning Commission and authorize Steve Ryan of Midwest. Planners to review and prepare `an amendment to the sign ordinance.. Clarkson, Zaun, Brander, Mako and Emend "aye", motion carried. 75.127 Motion by Emond seconded by Brander to follow the recommendation of the Planning Commission and deny the request for a special use permit for Mr. Robert Rystrom of 11325 172nd St. W. to operates print hop in his home. Zaun, Brander, Mako, Emond and Clarkson "aye",.motion carried. ~1) M' CITY OF LA.KEVTLLE COUNCIL MEETING . FEBRUARY 1©, 1975 ,The Clerk read the amendment to Ordinance 42 for the first time, The ordinance to extend the corporate limits of the City of Lakeville to include certain unplatted land was read for the first time. 75.128. Motion by Emond seconded by Zaun to authorize the Mayor and the Clerk to execute the preapplicaton of the 'Community Development Act. Brandes, Mako, Emond, Clarkson and Zaun "eye", motion carried. The Clerk was instructed to write the scavenger license holders to come in to the next meeting to discuss the amendment to the ordinance with the Council. Mr. Robinette presented ~•letter.with his and the engineer's recomffiendations to'the Council concerning rusty. water. A letter.to home owners was also presented and will be included in the newsletter. 75.129 Motion by Mako seconded by Zaun that the question of a formal Council policy concern~:ng rusty water be turned aver to the Water and Sewer Committee for their donsideration and recommendation and the Public Works Director meet with them to assess them of the problem. Mako, Zaun and Brar~de~ "aye", Emond and Clarkson .opposed, motion carried. 75.130 Motion by Mako: Whereas, the Council has done as much as was in their power to control the rust that was in the water of the Whittlers and the E~nds~homes & the City Engineer and Public Works Director have recommended that there be n© reduction in the water bills to compensate for rust in the water in homes; I move the City will not reduce the current water bill but will continue to work with the Whittlers and the Emonds on the problem. Emond, Clarkson, Zaun, Brandes and Mako "aye", motion carried. :.:..75.131 Motion by Ea~nd seconded by Zaun to follow the recommendation of the Administrator and follow alternate No, 1 in paying the Larsons for their cleaning duties at .the Liquor Store which will be at an hourly rate of ~4,7p beginning February 15, 1975 with this pay not retroactive to January 1. Clarkson, Zaun, Bi"andes, Mako and Emond "aye", motion carried. 75.132 Motion by Mako seconded by Zaun to table the matter of the pay increase for Sgt, Grose until February 18, 1975• Zaun, Brandes, Mako, Emond and Clarkson "aye", motion carried, 75.133 Motion by Emond seconded by Zaun to adopt the proposed policy for appointments to committees and to send this. notice to all committees and papers. Brandes,. Mako, Emond, Clarkson and Zaun "'aye", motion carried.. 75.134 Motion by Clarkson seconded by Emond to accept the resignation of Arthur Christoffe~sen from the Water and Viewer Committee and send him a letter eommending~?~"or his service to the co~nunity and enclose a City flag. Mako, Emond, Clarkson, Zaun and Brandes "aye", motion carried. 75.135 Motion by Emond seconded by Brandes to approve the elected Fire Relief Association as presented in their letter. Emond, Clarkson, Zaun, Brandes and Mako "aye", motion carried. A motion by Mako seconded by Zaun to publish-:that there=are five openings vn -the Human Rights Commission was withdrawn. 75.136 Motion by Clarkson seconded by Emond to thank the Public Works Department, the City police force and the police reserve for their help during the 1975 SnoFest, Clarkson, Zaun, Brandes, Mako and Emond "aye", motion carried. 75.137 Motion by Emond seconded by Zaun to instruct Mr. Farrell to proceed with the condemnation of the Heller property. Zaun, Brandes, Mako, Emond and Clarkson "aye", motion carried. 75.138 Motion by Emond seconded by Zaun to authorize the Public Works Director to participate in the Federal Work program and hire the available help which. will. be at no cost to the City, This person will help wherever he is needed.
