CITY OF LAI~'VILLE CGUNCIL"MEETING FEBRUARY 18, 1975 The Lakeville City"Council meeting wascalled to order at 81~© P.A+I, by-Mayor Mako. Flag pledge followed, Present; Zaun, Mako, Emond and Glarkson. Brandes absent. Also. present; Richard.Hogan,. City Engineer and Roger Knutson, City Attorney. 75.19 Motion by Mako seconded by Zaun to accept the minutes of the ~~s~~10, 1975 meetingas corrected. Zaun, Mako, Emond and Clarkson "aye", motion carried. Member Brandes arrived at. 8:05 P.M. 75.1~o Motion by Mako seconded by Emond to .pay the claims against the, City. Brandes, Mako, Emond, Clarkson and Zaun "aye", motion carried. 75,11 Motion by Emond seconded by Mako to pay the claims against the Liquor Store. Mako, Emond, Clarkson, Zaun and Brandes "aye", motion carried. Karl. Lutgens was sworn in as a member of the Planning Commission, Glen Miller was sworn in as a new police officer, Five bids were received and opened for the sale of ~320,DD© General Obligation Water Revenue Bonds of 1975. Copy. of bids attached. 75.1~F2 Motion by Emond seconded by Brandes to accept the bids. Emond, .Clarkson, Zaun, Brandes and Mako "aye", motion carried. 75.13 Motion by Brandes seconded by Clarkson tc~ adopt the resolution authorising the selling and establishing the terms of the sale. of the ~324,~DO General Obligation; Bonds of 1975 and awarding the bonds to the low bidder, First'National Bank of Minneapolis whose bid was at a net interest dollar cost of ~1:68,672.5E`and at a net interest rate of 5.7963. Glarkson, Zaun, Brandes, Mako and Emond "aye", motion carried. The seco~.d reading on the amendment for ordinance X42 was gv~n. 75.14 Motion by Clarkson seconded by Zaun to adopt Ordinance No. 79, being An Ordinance Amending Ordinance No. 42 of-.the City of Lakeville Being the_Zonng Ordinanee'of the City of Lakeville, Minnesota. Zaun, Brandes, Mako, Emond and Clarkson "aye", motion carried. The second9.reading of an ordinance to extend the corporate limits. of the City was_ghven. 75.145 Motion by Emond seconded by Brandes to adopt Ordinance No, 8a, being"An Ordinance Extending the'Corporate'Limit~~of the City of Lakeville to Include Certain Unplatted Land not Exceeding 200'Acres Abutting Upon the City Limits." Brandes, Mako, Emond, Clarkson and Zaun "aye", motion carried. The. first reading of the amendment to Ordinance No, 7C1 was given. The first reading of the .amendment to ordinance. No. 31 was.`given. A discussion took place regarding HF bill no, 54 and it wag. decided to send letters to the legislators to let them know that Lakeville is aware of this bill and will be taking a formal presentation on this. A discussion took place between. the Council and_Greg Grose regarding his salary increase request.. It was decided to have this go baelc:.to the committee for further review. 75.146 Motion by Emond seconded by Mako to adopt "Goals, Policies etc" of the Park and Recreation. Committee was withdrawn..` Mr. Zaun will review the old resolution and the new and come up, with a recommendation to incarparate he two. 75,17 Motion by_E~nd seconded by. Zaun to approve the signing of the Electro Rust-Proofing contract with W~.llace Bc Tiernan for the 6(~,QOO gallon standpipe. Mako, Emond, Glarkson, Zaun and Brandes "aye", motion carried. ~1) CITY OF LAKEVILLE COUNCIL MEETING FEBRUARY 18, 3.975 The clerk was instructed to look up the motion approving the payment of X1700 to Clint Zweber-and mail them to the Council.:.:. 75.1+$ -Motion by Clarkson. seconded by Emond to table the Clint Zweber request for. payment of an easement and request the Clerk to provide a copy of the matter dealing with this subject. Errand, Clarkson, Zaun and Brandes "aye", Mako opposed,.. motion carried. 75.1+9 .Motion by Clarkson seconded by Brandes to table ..Sgt. Grose' salary request until 14;00 P.M.on March 3rd. Clarkson Zaun, Brandes, Mako and Emond "aye", motion :carried. 75.15© Motion by Clarkson seconded by Brandes to authorize the Mayor to send a letter to the real estate agent handling the Heller propert~r that the Council is going to continue with the condemnation of said property thru the City Attorney. Zaun, Brandes, Mako, Emend and Clarkson."aye", motion carried. 75.151 Motion by Niako seconded by Emond to grant the Lions International permission tohold a bingo night, March 8, 1975 at the Lakeville V. F. W, Club. Brandes, Mako, Emond, Clarkson and Zaun."aye", motion carried. Mr. Errand recommended the name of John Baumgartner for the Planning Commission and Ronald Carrick for the Park & Recreation Committee. The first meeting in March was established as the date for the names t;o be in. A letter from. the Fire Department-was read, 75.152 Motion by Clarkson seconded by Emond to instruct the staff to work with the Volunteer-.Fire Department in drawing up plans and specs for 1.1,000 gallon pumper truck and 1 quick response truck. Mako, Emond, Clarkson, Zaun and Brandes "aye", motion carried. 75.153 Motion by Mako seconded by Zaun that the Council will make every effort to see that sufficient water pressure is provided to the"Lakeville Haigh School as of August 15 if the lines are in. Emond, Clarkson, Zaun, Brandes and Mako "aye", motion carried. 75.15+ Motion by Clarkson seconded by Emond'to extend this meeting as long as it takes for Mr. Hogan to make his presentation. Clarkson, Zaun, Brandes, Mako and Emond "'aye", motion carried. The Council was requested tp present the names of persons to participate on the Central Business District project before April 1. administrativ 75.155 `Motion by Brandes seconded by Zaun to adopt the~polieies as s~.own on the attached motion.- 75.156 Motion by Clarkson seconded by Mako to amend the above motion to ne3+ude- that. copies of both pages of these policies will be posted. in all work areas. Zaun, Brandes, Mako, Emond and Clarkson "aye", motion carried. Roll call was then taken on motion 75.155 which is as follows: Brandes, Mako, Emond, Clarkson and Zaun "'aye", motion carried.
