t._ .CITY ~F L~~LLE k SPECIAL COUNCIL MEETING x FEBRUARY 19, 1975 The meeting was called to order by Mayor Mako at 8:QO`P.M. at the Orchard . Lake School. Flag pledge followed. Fresent; Zaun, Brander, Mako, Emend and Clarkson.: Also present;.:Richard Hogan, .City Administrator and Robert Rosene, City Engineer and Roger Knutson, City Attorney. Mayor Mako explained that this was a continued meeting to make a decision regarding the hearing for Trunk Sewer. and Water Extensions to orchard Lake District and Sewer and Water Laterals for Lakeville HiI1s,-Jackson Heights, Jackson Heights 2nd and Gola Heights. which. had been held on the 22nd of January. The Engineer reviewed the posed project. Steve Johnson .asked if the. lift station is not where his building is standing and .was assured not... Mr. Stohowiak asked.. how: many homes had only lOC ft. of frontage. Mr. G. C. Streefiand asked if the-end of the.: trunk line was behind his property and was told it was temporarily. Mr. Steve-Johnson felt that the assessment for this project is too high but was told it was in line with other..projects that .had been installed... Mr. Louis Helkenn asked if the Council had approached every resource on govern- went monies allocated for such projects and was told that the government had not approved the Lakeville requestfor a grant. Mr. Christiansen asked why water is needed on old Highway #65 and felt that" this project is unwise from the economic anal pollution standpoint, Mr. Patenaude asked why only water is going in on Ixonia. He also felt this .project should be postponed for at least two years, Mrs. Coram asked if the impounded federal funds would be available for this` project. She was told that .these funds are being usedfar suer plants. Mr. Lau asked when the services would be available. Will enough water be avaiiable~ ' to this area. Dan Ahman of the Chart House asked if anyone knew how much the insurance rates would be reduced due to the availability of water. Mr. Glen Klotz did n©t think the insurance saving would be significant. Mr. Robert Peterson asked how big the Lakeville disposal plant is and will it provide for the immediate needs of the area, Mr. Gordon Lexson said he had a basic quarrel with the term"benefitted area" and said :that the money problem is a serious matter and this project could , bankrupt all the home owners.. 75.157 Motion by Brander seconded by Mako to approve the Trunk Sewer and-Water Extensions to Orchard Lake District and Sewer and Water Laterals.for Lakeville Hi11s, Jackson Heights, Jackson..Heghts 2nd Addition and Gola Heights as presented. Zaun,_ Brander, Mako, Emond and Clarkson "aye`", motion carried. Mr. Rosene explained that they would anticipate service to some areas by next fall but the general .cleaning. up would not be finished ~zntil next spring. It was felt that the assessment would be on the tax rolls by next fall. Mrs.. Marilyn Schneider. of the Gauntry Kitchen said she. is speaking fore. the Country: Kitchen and they are in favor of this project.: Mr. Emond said that a high percentage of peopi.:e in this area in favor of this project. A petition f©r the extension of water and sewer laterals around the lake was presented. bar Faye Gralow~ (1) • CITY OF LAKE)VILLE SPECIAL COUNCIL 1+'~ETTNG FEBRUARY 19, 1975 A letter petitioning for water and sewer to be'e~tended tc~ the Chart House, Orchard La(k1e School and Queen Anne Trailer Park and Orchard Lake was read. 75.158 Motion by seconded accept the letter from the Orchard Lake Improvement Association for the records. Brandes, Mako, Emond, Clarkson and Zaun "aye':, motion carried. 75:159 Motion by Emond seconded by Brandes to accept the petion for laterals around Orchard Lake, Mako, Emond, Clarkson, Zaun and Brandes "aye", motion carried. 75,16 Motion by Clarkson seconded by Zaun to forward .the petition to the Water and Sewer Ccsr~nittee so that. they may make a recommendation to the Council on the action ' to take, Er~nd, C]a rkson, Zaun, Brandes and Mako "aye", motion carried. 75.161 Motion by Brandes seconded by Etnond to pay the claims against the City which are on the attached list. Clarkson, Zaun, Brandes, Mako and ~4nond "aye", Motion. carried. The Council discussed rental of space .for offices in the Johnson:Building, fire service tv Eureka and the architect's drawing and set a meeting to review the drawing.
