Minutes for meeting of: May 3, 2006
ITEM #1. Call to order.
The meeting was called to order in the City Hall Council Chambers at 6:01 PM.
ITEM #2. Roll call.
Present were Committee Members R. Walia, P. Messinger, T. Goodwin,
H. Lovelace, J. Berg, J. Volimas and J. Hayes. Unable to attend was K.Miller. Also
present were Environmental Resources Manager Mac Cafferty, Environmental
Resources Specialist Ann Messerschmidt, Recording Secretary Pat Vinje and guest
Steve McComas of Blue Water Science.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of April 19, 2006.
The minutes of the April 19 2006 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
-There was nothing to add at this time.
ITEM#6. Public Hearing ? SWPPP/Wellhead protection and annual
report.
Chair Walia called the public meeting to order at 6:04 p.m.

to open the public hearing for
SWPPP/Wellhead Protection.

Motion passed.
Ann Messerschmidt, Environmental Resources Specialist, presented the Wellhead
Protection Program annual report.
The City of Lakeville utilizes the following management strategies associated with
wellhead protection:
-Potential contaminant source database
-Management of underground and aboveground storage tanks
-Management of leaking underground storage tanks
-Management of dumps and landfills

-Management of wells
Well inventory

Promote sealing of unused, poorly maintained, damaged and abandoned

wells
Identify new and changes to existing hi-cap wells

The Storm Water Pollution Prevention Plan (SWPPP) was presented next by Ann.
The City of Lakeville is required to develop and implement a SWPPP that covers
public education and outreach, public participation/involvement, illicit discharge,
detection and elimination, construction site runoff control, post construction site
runoff control and pollution prevention/good housekeeping.
Ann Messerschmidt presented the Environmental Resources 2005 Annual Report.
Highlights included volunteer projects, water projects, grant projects, monitoring,
development review and education.
Steve McComas of Blue Water Science then discussed proposed lake projects for
2006.
Valley Lake: Conduct bluegill removal, continue use of crushed corn, remove
excessive Eurasian watermilfoil.
Orchard Lake: Continue Curlyleaf pondweed control, use of herbicides or harvesting
to control Eurasian watermilfoil, stock pan fish, continue plant surveys, conduct
photographic inventory of all shoreland parcels, continue lake testing program.
Lee Lake: Continue use of barley straw applications, remove excessive pan fish.
Lake Marion: Continue plant surveys, use of herbicides to control Eurasian
watermilfoil,

ITEM #7. Fieldstone Creek 1 Addition final plat.
D R Horton, Inc. has submitted an application for the final plat of Fieldstone Creek

1 Addition. The plat consists of 78 single-family lots and seven outlots located
south of Dodd Boulevard and west of Pilot Knob Road on 104.21 acres. A 10.6 acre
neighborhood park is proposed within Outlot D. The developer will grade the park
for future development. Five foot concrete sidewalks will be constructed at the

developer?s expense on both sides of Dodd Lane from Dodd Boulevard to 165
th
Street and on 165 Street from Fairgreen Avenue to Pilot Knob Road. The
remaining local streets are required to have sidewalks on one side. The developer
must also construct a sidewalk on the west side of Fairgreen Avenue from Fallbrook
Drive to Fieldcrest Avenue. An eight-foot wide bituminous trail must be constructed
by the developer along the southern right of way of Dodd Boulevard between
Fairgreen Avenue and Dodd Lane. The costs will be shared 5/8 ? developer and 3/8
? City. There are no significant trees on the site. Trees and are proposed to be
planted along the stormwater basins and infiltration basins. A wetland is located
within Outlot A. All impacts to the wetland will be mitigated by the restoration of the
existing wetland. Member Lovelace asked if prairie plantings will be placed in the
waterway? Staff replied a grant has been received and this project will take place in
2007.
06.19 Motion by Goodwin and seconded by Hayes
to recommend City Council consider

approval of Fieldstone Creek 1 Addition final plat including a park land contribution
of 10.6 acres to satisfy the park dedication requirement. The developer will be
required to grade the park for future development. Five foot concrete sidewalks will
be constructed at the developer?s expense on both sides of Dodd Lane from Dodd
thth
Boulevard to 165 Street and on 165 Street from Fairgreen Avenue to Pilot Knob
Road. Sidewalks are required on one side of remaining local streets. The developer
is also required to construct a sidewalk on the west side of Fairgreen Avenue from
Fallbrook Drive to Fieldcrest Avenue in addition to an 8-foot wide bituminous trail
along the southern right of way of Dodd Boulevard between Fairgreen Avenue and
Dodd Lane. The cost is to be shared 5/8 developer and 3/8 City.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #10. Announcements.
A special meeting of the Parks, Recreation and Natural Resources Committee will
be held at Parkview Elementary School Cafeteria at 7:00 PM on Monday, May 8,
2006. Valley Park neighborhood residents have been invited to discuss the latest
revisions to the site master plan for Valley Lake Park improvements and the
construction of a liquor store in the area.
The next regular meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for May 17, 2006 at 6:00 PM at City Hall.
