The meeting was called to order in the City Hall Council Chambers at 6:00 PM. ITEM #2. Roll call. Present were Committee Members K. Miller, R. Walia, P. Messinger, T. Goodwin, H. Lovelace, J. Berg and J. Volimas. Unable to attend was J. Hayes. Also present were Parks and Recreation Director Steve Michaud, Assistant City Engineer Jay Rubash and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of May 3, 2006. The minutes of the May 3, 2006 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. -Staff report will stand as presented in the committee?s packets. Additional items included: Bids will be opened next Wednesday, May 24 for the project consisting of o shelter buildings at Valley Lake Park, Prairie Lake Park and King Park. Staff will present the Parks, Trails and Open Space Plan update to the o Planning Commission May 18. ITEM#6. Valley Lake Park project. The Valley Lake Park/Liquor Store Project held a second neighborhood meeting on Monday, May 8 at Parkview Elementary. The architect has made modifications per requests of residents. Changes included relocating the trail behind the beach, shifting the park shelter building to the east, locating the beach centrally, extending the berm toward the parking lot. On Monday, May 15, City Council authorized the preparation of detailed plans and specifications for Valley Lake Park improvements and the design of the liquor store. Design samples of picnic shelters were presented to the committee. There will be a main shelter and two smaller shelters. A design which will coordinate with the liquor store design is desired. New signs designating trails and additional park information will be located throughout the park. Additional improvements discussed included planting of prairie grasses with wildflowers, lighting throughout the park (100 watt on 18-foot tall poles along Gerdine Path), possible overlay of older trails. ITEM #7. Lifetime Fitness preliminary and final plat. Representatives of Lifetime Fitness were in attendance to present proposed plans for a Lifetime Fitness Center including health club, tennis center and outdoor pool on Parks, Recreation and Natural Resources Committee Page 2 May 17, 2006 th 19.51 acres at the northwest corner of Dodd Boulevard and 185 Street. Lifetime has 49 fitness centers nationwide with 15 in the Minneapolis area. The Lakeville site will be the largest one Lifetime has built from the ground up. Amenities will include tennis, basketball, volleyball and racquetball courts; teen center; rock climbing wall; men?s, women?s and family locker room; child activity center with outdoor fencing; deli-style café for members only; Aveda spa; two indoor pools with whirlpool and sauna; outdoor leisure pool and lap pool. Amenities on the second floor include a fitness studio, cycling area, cardiovascular area, mind/body studio (yoga, pilates). The plat will be presented to City Council June 5. It is expected to take 12 months to build with an expected opening of summer 2007. Hours of operation will be 24/7 with the exception of the café, spa and pool. Park dedication is required at the commercial rate of $6,138 per acre calculating to a total of $122,146. Payment of the park dedication fee is deferred and will coincide with the payment schedule for the land acquisition. The first payment will be due on or before July 1, 2010 and the second payment due on or before July 1, 2013. The committee questioned the reason for deferring payment of the park dedication fees. The concern is the possibility of other commercial developers wanting similar agreements. Staff responded that City Council authorized a business incentive to accelerate Lifetime Fitness coming to Lakeville by deferring acquisition payments. Further, Lifetime Fitness would not have considered building in Lakeville for approximately three years based on current market studies. When complete, Lifetime Fitness would be one of Lakeville?s largest taxpayers. This site, known as King Creek Greenway Addition, consists of a total of 100.8 acres. The plat also includes the Water Treatment Facility, Fire Station No. 4, a possible Police Station site and the City?s wetland bank. The City also has greenway corridors identified on the north side of the existing water treatment facility from Ipava Avenue easterly through the Lifetime Fitness site following the natural creek and wetland area to Dodd Boulevard. The developer will be required to grade the trail corridor as part of his mass grading effort. The City will be constructing 183rd Street from Dodd Boulevard westerly to the Marsh View plat located just south of Eastview Elementary School. 06.20 Motion to recommend City Council consider approval of Lifetime Fitness preliminary and final plat including a cash contribution of $122,146 to satisfy the park dedication requirements. Payment of the park fees are deferred and will coincide with the payment schedule for the land acquisition. The first payment will be due on or before July 1, 2010 and the second payment due on or before July 1, 2013. The developer will be required to grade the greenway trail corridor at the rear of the Lifetime Fitness building as part of the mass grading effort. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. D R Horton, developer for Chadwick Farm, is required to grade for a future trail extension to the south side of the plat along the east side of the City park property as part of the fourth addition. The trail connection will cross South Creek and th connect to a future trail along 215 Street . Crossing the creek will require the placement of fill within the floodway and the installation of two 60-inch culverts. The DNR requires work within the creek to be completed between April 15 and September 15. 06.21 Motion to recommend City Council consider approval of Chadwick Farm Conditional Use Permit (CUP) subject to the requirements and stipulations of the Planning and Engineering reports. Ayes ? 6 Nays ? 0 Motion passed. ITEM #9. Marsh View final plat. Manley Brothers Construction has submitted a preliminary and final plat known as th Marsh View consisting of 15 single-family homes located on 10 acres north of 185 Street, east of Ipava Avenue and south of Eastview Elementary. There are no park requirements in this planning district. Park dedication requirements include a cash contribution of $59,925 (15 x $3,995). The developer will be required to construct 5-foot wide concrete sidewalks and 10-foot wide bituminous trails as outlined in the Planning and Engineering reports. Tree preservation plans include saving 8 of 20 significant trees (40%). The plat includes two wetlands which will be dedicated to the City, preserved and enhanced with wetland plantings. 06.22 Motion to recommend City Council consider approval of Marsh View final plat including a cash contribution in the amount of $59,925 to satisfy the park dedication requirements. The developer will be required to construct 5-foot wide concrete rd sidewalks along the north side of Imagery Lane and on the south side of 183 Street rd between Ipava Avenue and 183 Court. The developer will also be required to grade and construct a 10-foot wide bituminous trail along the east side of Ipava Avenue between the City of Lakeville Water Treatment Facility driveway and the Eastview Elementary School?s northern access driveway at Ipava Avenue.The developer will rd also construct an 8-foot wide bituminous trail along the north side of 183 Street per cost sharing as outlined in the Engineering report. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Spirit of Brandtjen Farm 3 Addition preliminary plat. rd Tradition Development, LLC has submitted plans for the 3 Addition of Spirit of Brandtjen Farms consisting of 90 single-family lots. This is a change from the original concept of townhomes for this area of the plat. There is no affect on the trails, sidewalks, ponds or green space. There is an addition of 20 miles of irrigation. There are no park dedication requirements for this phase as credits still exist from st the initial park land dedication from Spirit of Brandtjen Farms 1 Addition. Park dedication fees will be calculated at $2,250 per lot at the time of final plat approval. The developer is required to construct sidewalks on both sides of interior streets. Private trails will also be constructed within outlots D, E and G. The developer will th also be required to construct a 10-foot off-street trail along 170 Street from Diamond Path to Pilot Knob Road and the west side of Diamond Path consistent with the Parks, Trails and Open Space Plan. The developer will be responsible th 100% for constructing the trail along 170 Street. Committee members expressed concern over the changes to the plat from the original concept plan including narrow streets, density changes, smaller lots, etc. The Spirit of Brandtjen Farm concept plan was represented as a unique upscale neighborhood the City of Lakeville could be proud of. The changes proposed in the phases being presented appear similar to the development nearby within Apple Valley. Tradition Development has asked for approval of modifications to the plat and the committee has approved the parks and natural resources aspect of the plat. Members of the committee spoke of disappointment in the way the plat has evolved. rd 06.23 Motion to recommend City Council consider approval of Spirit of Brandtjen Farm 3 Addition preliminary plat. Park dedication requirements have previously been met for Spirit of Brandtjen Farm. The developer will be required to construct sidewalks on both sides of interior streets. Private trails will also be constructed within outlots D, E and G. The developer will also be required to construct a 10-foot off-street trail along th 170 Street and the west side of Diamond Path consistent with the Parks, Trails and Open Space Plan. The developer will be responsible 100% for constructing the trail th along 170 Street. A 5/8 ? 3/8 share cost will be required for the Diamond Path trail. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable.
