Minutes for meeting of: June 14, 2006
Prior to the official meeting, the Annual Spring Park Tour began at Ritter Farm Park at
5:00 PM. Transportation was provided by Schmitty & Sons. Sites visited on the tour
included: Chadwick neighborhood park, Village Creek bridge/trail/park, Spyglass
neighborhood park, Spirit of Brandtjen Farm, East Community Park grant land
purchase, Creekside bridge and trail, Central Maintenance Facility, Quail Ridge trail,

Prairie Lake neighborhood park, 185 Street trails. The tour concluded and returned to
Ritter Farm Park approximately 6:55 PM. Pizza and refreshments were then served to
all present.
ITEM #1. Call to order.
The meeting was called to order in the Ed Mako Environmental Learning Center at
7:20 PM.
ITEM #2. Roll call.
Present were Committee Members K. Miller, R. Walia, P. Messinger, J. Hayes,
H. Lovelace, and J. Volimas. Unable to attend were T. Goodwin and J. Berg. Also
present were Parks and Recreation Director Steve Michaud, Environmental
Resources Manager Mac Cafferty, Environmental Specialist Ann Messerschmidt
and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of May 17, 2006.
The minutes of the May 17, 2006 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.

The committee has agreed to consent to the following three agenda items with

ITEM#6. Quail Ridge 2 Addition final plat.
D.R. Horton, Inc. - Minnesota has submitted a final plat application for Quail Ridge
nd
2 Addition consisting of approximately 38 acres located west of Ipava Avenue,
thth
south of 178 Street and north of 185 Street (CSAH 60). The development is
proposed to have 29 single-family homes. The site contains an existing
single-family home and outbuildings that will be removed with the development of
the property. The site also includes a designated wetland area along the west
property line that will remain undisturbed. Access to the development will be from

the extension of the existing streets in the first addition and from one new public
street onto Ipava Avenue. Two outlots include Outlot A which will be developed into
a future phase of Quail Ridge and Outlot B encompassing the regional storm water
basin that will be deeded to the City. A five-foot wide concrete sidewalk is to be
constructed on one side of all internal streets within the development by the
developer. Sidewalks will connect to the trail system along Ipava Avenue. An
off-street eight-foot wide asphalt trail along Ipava Avenue connecting to the existing
off-street trail to the south and to the future off-street trail will be constructed with the
first addition to the north. There are no parkland needs in this area. A cash fee of
$115,855 (29 units x $3,995) is required to meet the park dedication requirements.
Developer will receive credits towards the park dedication fee for trail construction as
estimated by Lakeville Engineering. The final plat plans include a wetland
delineation that indicates the location of one wetland within Outlot C of the first
addition located along the west property line that must be preserved and buffer area
maintained as indicated in the May 26, 2006 Engineering Report. The tree
preservation plan identifies 1,975 significant trees within the plat. The revised tree
preservation plan indicates that 722 (37%) of the trees in Quail Ridge development
will be saved. With the relocation of the stormwater basin, 27 trees that were
originally designated as saved in the Quail Ridge plans were removed and the
developer is required to plant 54 replacement trees.

Motion to recommend City Council consider approval of Quail Ridge 2 Addition final
plat including a cash contribution of $115,855 (29 units x $3,995) to satisfy the park
dedication requirements. The developer is required to construct five-foot wide
concrete sidewalks on one side of all internal streets within the development. The
internal sidewalk system will connect to the trail system along Ipava Avenue. The
final plat includes an off-street eight-foot wide asphalt trail along Ipava Avenue
connecting to the existing off-street trail to the south and to the future off-street trail
that will be constructed with the first addition to the north. The developer will pay
100% of the costs of grading and restoration and share cost the Class 5 aggregate
base and bituminous mix 5/8 developer and 3/8 City.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #13. Crescent Ridge 2 Addition final plat.
LaFavre/Miller Development has submitted a final plat application for the

development of approximately 74.85 acres located north of 195 Street and east of
th
Holyoke Avenue and south of 190 Street. The development is proposed to have 75
single-family homes and will be the second addition of the Crescent Ridge
development. The second addition will include the realignment of Holyoke Avenue
th
and realign the intersection of 190 Street at Holyoke Avenue. The proposed
Holyoke Avenue alignment will be a parkway design including trails, street trees and
landscaped center medians. The proposed final plat also includes the easterly
th
extension of 195 Street from the Donnelly Farm plat. All internal local streets will

have 5-foot wide concrete sidewalks on one side and 195 Street will have a 5-foot
wide concrete sidewalk constructed on the south side. All sidewalks will be paid for
and constructed by the developer. A 10-foot wide asphalt trail will be constructed
on the east side of Holyoke Avenue with the realignment of the road (a 10-foot wide
asphalt trail will be constructed on the west side of Holyoke Avenue when the
adjacent property develops in the future). An 8-foot wide asphalt trail will also be

constructed on the north side of 194 Street. An 8-foot trail will be constructed on
th
the south side of 190 Street at a future date. The City and developer will share the
thth
cost of the installation of the trails (3/8 paid by the City and 5/8 paid by the
developer). The developer will be 100% responsible for all trail grading and
restoration. There are no wetlands or significant trees with this plat.There are no
parkland needs in the area. Park dedication requirements are to be satisfied as a
cash fee in lieu of land in the amount of $299,625 ($3,995.00 per lot x 75 single-
family lots).

lots x $3,995) to satisfy the park dedication requirements. The developer is required

ITEM #14. Trinity Evangelical Church of Lakeville final plat.
Representatives of Trinity Evangelical Free Church of Lakeville have submitted a
final plat application and plans for the development of a 37.78 acre parcel located

south of 210 Street, west of Lakeville South High School and north of Juniper Way
(CSAH 70). The church will include an 888 seat sanctuary church. Trinity
Evangelical Free Church is currently located at 16165 Kenwood Trail in Lakeville. A

pedestrian trail is planned along the south side of 210 Street. The developer will
grade the trail for the future 8-foot wide bituminous trail. There are 360 significant
trees on the site with 291 that will be ?save trees? and 69 significant trees will be
?removed?. There are no wetlands on the Trinity Evangelical Church Addition site.
Park dedication requirements include the fee for one single-family residential lot fee
of $3,995. Future platting of any of the Outlots must meet the park dedication
requirements in effect at that time.
Motion to recommend City Council consider approval of Trinity Evangelical Church
of Lakeville final plat including a cash contribution in the amount of $3,995 (1 single
family lot x $3,995) to satisfy the park dedication requirements. The developer is
required to grade an 8-foot wide bituminous pedestrian trail along the

ITEM #7. Lord of Life Church preliminary and final plat.
Representatives of Lord of Life Lutheran Church have submitted an application for
preliminary and final plat to be known as Lord of Life Lutheran Church Addition to be
located south of Dodd Boulevard (CSAH 9), west of Pilot Knob Road (CSAH 31) and
east of extended Dodd Lane. Lord of Life Lutheran Church proposes a two phase
building project. There is one outlot proposed with this plat which is approximately
.68 acres to be deeded to the City for use as a future 8-foot wide bituminous
pedestrian trail to be constructed along the south side of the plat. Dedication of this
outlot satisfies the park dedication requirement in lieu of one single family lot fee.
Lord of Life Lutheran Church must construct an 8-foot wide bituminous trail along
Dodd Boulevard from Dodd Lane to the east plat boundary. The City will reimburse
the church for 3/8 of the cost of the trail construction. The City will construct a future
10 foot wide pedestrian trail adjacent to the DNR Watercourse when the DR Horton
owned Fieldstone Creek Outlot A develops. There are no significant trees and no
wetlands on the site.

to recommend City Council
consider acceptance of Outlot A by Lord of Life Lutheran Church for future
pedestrian trail purposes in lieu of the single unit ($3,995.00) park dedication
requirement. Lord of Life Lutheran Church must construct an 8-foot wide bituminous
trail along Dodd Boulevard from Dodd Lane to the east plat boundary. The City will
reimburse the church for 3/8 of the cost of the trail. The developer will be fully
responsible for the grading and restoration of the trail. The construction cost of the
bituminous surface and gravel base for the trail shall be divided 5/8 developer and
3/8 City. Construction of sidewalks will be 100% cost of the developer.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #8. St. John?s 1 Addition final plat.
Representatives of St. John?s Lutheran Church have submitted a final plat application

and plans for the development of a 34.91 acre parcel located north of 202 Street (TH
50) and east of Highview Avenue for the construction of a new 519 sanctuary church

with seating for 78 overflow totaling 597 seats. There is one lot and one block in the St.
John?s First Addition final plat. There are also four outlots totaling 24.55 acres in the St.
Outlot A
John?s First Addition final plat as follows: ? 19.05 acre outlot owned by St.
OutlotB
John?s Lutheran Church for future development, ? 3.86 acre outlot will be
deeded to the City of Lakeville by St. John?s Lutheran Church for stormwater purposes,
Outlot C
? 0.291 acre outlot will be deeded to the City of Lakeville by St. John?s
Outlot D
Lutheran Church for future road right-of-way, ?1.351 acre outlotowned by St.
John?s Lutheran Church for future development. The proposed future Aronson Park

driveway connection to Heath Avenue will occur in conjunction with the 202 Street
(CSAH 50) road improvements. The future road improvements are not currently
scheduled in the Dakota County and City of Lakeville Capital Improvement Plans. The
developer must rough grade for the future construction of a 10-foot wide bituminous trail

along the north side of 202 Street which will be constructed at the time that 202
Street is reconstructed into an urban roadway. An eastbound bypass lane will be
required by the County at the access point identified as the new Heath Avenue. The
plat will require use of existing City right-of-way and park property for this bypass lane.
An 8-foot wide bituminous trail along the east side of Highview Avenue will be
constructed. The tree preservation plan includes 161 significant trees within the plat
boundaries. There are no anticipated impacts on trees and any trees damaged will be

replaced at a 2:1 ratio. There are no wetlands on the St. John?s First Addition siteA
single residential unit park dedication fee of $3,995 is required to satisfy the park
dedication ordinance. In lieu of the required by-pass lane that utilizes approximately ¼
of an acre of City park property, the developer will be required to grade the new
proposed driveway into Aronson Park as designed by the owner?s engineer and
approved by the City, and construct the trail on the east side of Holyoke Avenue at the
developer?s cost 100%.

to recommend City Council

consider approval of St. John?s 1 Addition final plat including a cash contribution in
the amount of $3,995 (1 single-family lot x $3,995) to satisfy the park dedication
requirement. The first phase development of St. John?s First Addition will include the
construction of an 8-foot wide bituminous trail along the east side of Highview
Avenue to the northern boundary. The developer shall pay 100% of the costs of
grading and paving. Future outlots will be charged a park dedication fee at the going
rate at the time of platting. A future trail escrow will be required for the north side of
County Road 50.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #9. Tullamore preliminary plat.
Insignia Development LLC have submitted an application for the Tullamore plat
consisting of 81.03 acres and proposes to plat 148 single-family lots. The plat is

located east of Harris Acres, north of 170 Street and west of Pilot Knob Road.
Coordination has taken place to accommodate required pedestrian sidewalks,
greenways and the proposed Fieldcrest neighborhood park recently dedicated as
part of the D R Horton plat located to the north. Five-foot wide concrete sidewalks
th
will be constructed on the south side of 169 Street, north sides of Eventide Way,
th
167 Street, and Street A, and the west sides of Street B, C, and D. A five-foot wide
concrete sidewalk will also be constructed around the entire block created by the
loop of Streets F and G. An 8-foot wide bituminous trail will be constructed on the
north side of Outlot A from the west property boundary to between Lot 10, Block 6
th
and Lot 1, Block 7, connecting to 167 Street. The trail will be graded and restored
by the developer. The developer and the City will cost split the bituminous pavement
and aggregate base with 5/8 of the cost being the developer?s and 3/8 being the City
cost. With the dedication of a 10-acre neighborhood park as part of the Fieldcrest
plat, park needs have been met in this planning district. The developer will be
required to install sidewalks on all residential streets and grade future corridor trails
where designated on the plat.

consider approval of Tullamore preliminary plat including a cash contribution in the
amount of $591,260 (148 single family lots x $3,995) with approval of final plat to
satisfy the park dedication requirements. In addition the developer will be required
to install sidewalks on all residential streets. The developer will be required to
grade future corridor trails where designated on the plat. The construction cost of
the bituminous pavement and aggregate base of trails will be divided 5/8 developer
and 3/8 City. Installation of trees around the stormwater basins is required with the
final plat. Saving of additional trees may be possible if the proposed berm is
removed from the plan.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #10. Jamesdale Estates preliminary plat.
Tradition Development Corp. has submitted an application for the preliminary plat of
74 single-family residential lots and four outlots to be known as Jamesdale Estates.

The property is located on 38.9 acres north of 170 Street and west of Pilot Knob
Road (CSAH 31). The tree inventory identifies 101 significant trees within the
preliminary plat boundaries of which all 101 significant trees are proposed to be
removed. Installation of trees around the stormwater basins is required with the

final plat. There are no wetlands on the site. Five-foot wide concrete sidewalks will

be constructed on the south side of 169 Street and Evening Terrace, the west side

ITEM #11. Curren Addition preliminary plat
Conrad and James Curren and Harlan Miller have applied for an administrative
subdivision, preliminary plat and easement vacation to allow the preliminary plat of
10 single-family residential lots on 8.7 acres to be known as the Curren Addition.
The preliminary plat includes the platting of three existing parcels and the
administrative subdivision of a portion of the Miller parcel to create the proposed
Curren Addition. Harlan Miller owns a 3.7 acre parcel on the south side of Iteri Court
East. Conrad Curren is proposing to acquire a 9,148 square foot portion of the Miller
property for his plat. The administrative subdivision will allow the creation of a third
parcel on the south side of Iteri Court East. There are three single-family homes on
the Curren properties and one on the Miller property. The homes east and north of
Iteri Avenue and Iteri Court East (future Iteri Lane), will be remain within lots
proposed with the Curren Addition. The Curren house on the south side of Iteri

Court East will be removed to accommodate the creation of a third parcel. The Miller
house will also remain. The proposed Curren Addition preliminary plat is located in
an area that has 424 significant trees with plans to save 349 significant trees (82%).
Three small wetlands lie within the preliminary plat boundaries and wetland areas
that lie within the shoreline of Lake Marion. The saved wetlands and the wetland
buffer areas are included within Outlot A which will be deeded by the developer to
the City with the final plat. There are no parkland requirements for this area. Park
dedication requirements include a cash contribution of $27,965 (7 single-family lots x
$3,995 per lot).

in the amount of $27,965 (7 single family lots x $3,995) to satisfy the park dedication
requirements.

ITEM #12. Airlake South Creek Business Park preliminary and final plat.
Representatives of APPRO Development Inc. have submitted an application for the
preliminary and final plat of one industrial lot to be known as Airlake South Creek
Business Park. The gross acreage of the property is 6.74 acres located at the

northwest corner of Cedar Avenue (CSAH 23) and 215 Street (CSAH 70). The
property is zoned I-2, General Industrial District. In conjunction with the preliminary
and final plat, the applicant is requesting a conditional use permit to exceed 25%
impervious surface coverage within the Shoreland Overlay District and to vacate
several roadway, drainage, and utility easements. A future 10-foot wide greenway
trail is anticipated along the south side of South Creek. A future trail is anticipated

along the north side of 215 Street. There are no significant trees or wetlands
located on the site. Plantings are proposed for all ponding, infiltration and restoration
areas. A cash contribution of $26,569.08 is required to satisfy the park dedication
requirement (6.74 acres x $3,942.00/acre)
06.30 Motion by Walia and seconded by Lovelace
to recommend City Council consider
approval of Airlake South Creek Business Park preliminary and final plat including a
cash contribution in the amount of $26,569.08 (6.74 acres x $3,942 per acre) to
satisfy the park dedication requirements. A future 10-foot wide greenway trail is to
be built along the south side of the South Creek. The developer must bench grade
the ramp for the trail along Cedar Avenue at the edge of the plat at a maximum
grade of 5%. An additional future 10-foot wide trail is proposed along the north side

of 215 Street.

In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
