The meeting was called to order in the City Council Chambers at 6:00 PM. ITEM #2. Roll call. Present were Committee Members K. Miller, R. Walia, P. Messinger, T. Goodwin, J. Berg, H. Lovelace and J. Hayes. Unable to attend was J. Volimas. Also present were Environmental Resources Manager Mac Cafferty and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of July 19, 2006. The minutes of the July 19, 2006 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. -Representatives from concrete companies will meet with staff concerning the Lakeville Veterans Memorial next week. -Many projects are underway throughout the park system. -The Lakeville Area Arts Center playbill for the 2006-2007 season is near completion. ITEM#6. Hunting Subcommitee report. Sergeant John Kornmann of the Lakeville Police Department presented to the committee the proposed change in the annual hunting map. The new site of St. nd John?s Lutheran Church located north of 202 Street and east of Holyoke Avenue is proposed to become a no-hunting zone. Kornmann further suggested the area be extended to Cedar Avenue. There were no incidents or complaints to report on. The continued development is making it harder to hunt within the City limits. The committee supported the recommended change to the hunting map for the 2006-2007 season. rd ITEM #7. Morgan Square 3 Addition preliminary plat. Representatives of Morgan Square LLC have submitted an application for the preliminary plat of 35 townhome units on 39 lots and one outlot to be known as Morgan Square Third Addition. The plat consists of 6.73 acres and is located along th Keystone Avenue, south of 205 Street. There is one outlot consisting of 1.81 acres within the preliminary plat, which satisfies the 10% park dedication requirement, that will be maintained as open space within the development and is to be maintained by Mo Parks, Recreation and Natural Resources Committee Page 2 August 2, 2006 the homeowner?s association. The tree preservation plan identifies 175 significant trees within the preliminary plat boundaries with a proposal to save 122 trees, while 53 are proposed to be removed. There are no wetlands on the site. Sidewalks five feet in width will be constructed along both sides of Keystone Avenue to the temporary cul-de-sac. rd 06.32 Motion to recommend City Council consider approval of Morgan Square 3 Addition preliminary plat including a cash contribution of $122,150 ($3,490 x 35 multi-family lots) to satisfy the park dedication requirements. The developer will also be required to install sidewalks on both sides of Keystone Avenue to the temporary cul-de-sac. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. ITEM #8. Curren final plat. Conrad Curren, James Curren and Harlan Miller have submitted an application for the final plat of 10 single-family residential lots to be known as Curren Addition. The plat consists of 8.7 acres located east of Iteri Avenue, north of Iteri Court East and west of Paradise Hills. There are no sidewalks or trails proposed with the Curren Addition final plat. The tree preservation plan identifies 424 significant trees with a proposal to save 349 (82%) of the significant trees. A wetland has been identified near the northwest corner of Lot 1, Block 1 with no proposed impacts.A cash contribution of $39,950 ($3,995.00 x 10 lots) is required to satisfy the park dedication requirement. 06.33 Motion to recommend City Council consider approval of Curren final plat including a cash contribution of $39,950 ($3,995.00 x 10 single-family lots) to satisfy the park dedication requirement. There are no sidewalks or trails proposed with this plat. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable.
