Minutes for meeting of: August 16, 2006
ITEM #1. Call to order.
The meeting was called to order in the City Council Chambers at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members K. Miller, R. Walia, T. Goodwin, J. Berg and
J. Hayes. Unable to attend were H. Lovelace, P. Messinger and J. Volimas. Also
present were Park Maintenance and Operations Manager John Hennen,
Environmental Resources Manager Mac Cafferty, Assistant City Engineer Jay
Rubash and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of August 2, 2006.
The minutes of the August 2, 2006 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
-John Hennen presented a PowerPoint presentation to the committee highlighting

activity of the department for the month of July. Highlights included the 4 of July
Celebration, Pan-O-Prog Run, Youth Play Day, GPS Amazing Family Race, park
reservations, Lakeville Area Arts Center theatre attendance, new playground
installations, park shelter buildings, resurfacing of basketball courts, and trail
projects.
ITEM#6. Chadwick Commercial preliminary and final plat.
Representatives of Frauenshuh Commercial have submitted an application for the
preliminary and final plat of three lots to be known as Chadwick Commercial. The
gross acreage of the property is 9.67 acres located at the northeast corner of

Jacquard Avenue and 215 Street (CSAH 70). The proposed development of
Chadwick Commercial is for a medical clinic and indoor athletic training facility.
Two outlots are being platted with this development including Outlot A (1.14 acres to
be deeded to the City) and Outlot B (4.54 acres proposed to be platted by Blue Chip
Sports Academy). A 5-foot concrete sidewalk will be constructed along the south

side of 214 Street, to a point just past the east driveway access to the clinic site. At
th
that point, the sidewalk will cross 214 Street and extend along the north side of
th
214 Street to the east property boundary. A future sidewalk connection to a future
th
trail along 215 Street is planned. There are no significant trees or wetlands on the
site. Park dedication requirements include a cash contribution of $22,132.44 (3.24
acres x $6,831.00/acre).

06.34 Motion
to recommend City Council consider approval of Chadwick Commercial
preliminary and final plat including a cash contribution of $22,132.44 (3.24 acres x
$6,831/acre) to satisfy the park dedication requirements. The developer will also be

required to install a 5-foot concrete sidewalk along the south side of 214 Street past
the east driveway access to the clinic site. A cash escrow must be submitted for a
th
future sidewalk to be constructed in conjunction with a future trail along 215 Street.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

Representatives of APPRO Development have submitted an application for the final

plat of one lot to be known as Chadwick Commercial 1 Addition. The gross
acreage of the property is 4.54 acres located at the northeast corner of Jacquard

Avenue and 215 Street (CSAH 70). The proposed development is for an indoor
athletic training facility. A 5-foot concrete sidewalk will be constructed along the

south side of 214 Street, to a point just past the east driveway access to the clinic

site, cross 214 Street and extend along the north side of 214 Street to the east

property boundary. A future sidewalk connection to the future trail along 215 Street

06.35 Motion
to recommend City Council consider approval of Chadwick Commercial 1
Addition final plat including a cash contribution of $26,162.73 (3.83 acres x
$6,831/acre) to satisfy the park dedication requirement. A 5-foot concrete sidewalk

will be extended by Blue Chip Sports Academy along the north side of 214 Street to
the east property boundary. In addition, the committee supported the
recommendation by staff to require an internal roof drainage system to flow to
stormwater drains.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #8. Shady Oak Grove 2 Addition preliminary and final plat.
Brent Crego has submitted a preliminary and final plat application for the

development of Shady Oak Grove 2 Addition. The property is approximately 2.1

acres located west of Ipava Avenue, north of 190 Street and adjacent to Irving Way.
The development is proposed to have four single-family homes. A ghost plat for the
area to the west of the four-lot plat has also been submitted indicating future street
extensions. There are 182 significant trees of which 42 will be removed for street
extension and 104 removed for grading of lots. There are no wetlands. A 5-foot
wide concrete sidewalk will be installed by the developer along the south side of
Street A. Park dedication requirements were satisfied with a combination of land
dedication and a cash fee with the first addition of Shady Oak Grove.

06.36 Motion
to recommend City Council consider approval of Shady Oak Grove 2
Addition preliminary and final plat. Park dedication requirements were met with the

1 Addition. There are no sidewalks or trails proposed with this plat.

ITEM #9. Timbercrest 4 Addition preliminary and final plat.
The Avalon Group, LLC has submitted a preliminary and final plat application and a
final stage planned unit development for one lot and three outlots on approximately

33.33 acres of land to be known as TimberCrest at Lakeville 4 Addition. The
th
property is located north of 185 Street (CSAH 60) and west of Orchard Trail. The
applicant is proposing to construct a 45,000 square foot Best Buy electronics store
on 4.73 acres of Lot 1. The remainder of the property will be platted into Outlot A
(10.93 acres) and Outlot B (12.60 acres), both future retail sites and Outlot C (5.07
acres) to be dedicated to the City as delineated wetland area and storm water basin.
There are trees on the site. No additional sidewalk or trails are required. There are
no parkland needs in the area. Park dedication requirements include a cash
contribution of $32,310.63 (33.33 acres less 28.60 acres for Outlots A, B, C).

06.37 Motion
to recommend City Council consider approval of Timbercrest 4 Addition
preliminary and final plat including a cash contribution of $32,310.63 (33.33 gross
acres less 28.60 acres for outlots A,B,C = 4.73 acres x $6,831/acre) to satisfy the
park dedication requirement. There are no additional sidewalks or trails proposed
with this plat.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #10. Kenyon Woods preliminary and final plat.
Stone Bridge Development has submitted an application for the preliminary and final
plat of one lot and one outlot to be called Kenyon Woods, a three-story apartment
building with a total of 76 units. The plat is approximately 4.39 acres located on the

north side of 185 Street (CSAH 60), west of Kenyon Avenue and Interstate 35.
The developer of Prairie Lake 1st Addition is to bench grade an 8-foot wide trail base
along Kenyon Avenue with the completion of the Kenyon Avenue road
improvements. An 8-foot wide asphalt trail will then be constructed with the Kenyon
Woods development. The developer of will be responsible for 5/8 of the construction
cost of the trail?s bituminous pavement and aggregate base, and all restoration costs.
The City of Lakeville will reimburse the developer 3/8 of the trail?s pavement sections
construction cost. Park dedication requirements were met with the plat of Prairie
st
Lake 1 Addition. The Tree Preservation Plan identifies 371 significant trees
proposing to ?save? 112 (30%) significant trees and ?remove? 259 (70%) significant
trees with a possible six additional oak trees being saved. There are no wetland
impacts expected with this plat.
06.38 Motion
to recommend City Council consider approval of Kenyon Woods preliminary
and final plat. Park dedication requirements were met with the approval of Prairie
st
Lake 1 Addition. The developer will also be required to install an 8-foot wide trail
adjacent to the site including pedestrian ramps with truncated domes and be
responsible for 5/8 of the bituminous pavement and aggregate base construction
costs and all restoration costs. The City will reimburse the developer for 3/8 of the
construction costs. The City reserves the right to construct a trail through proposed
Outlot A in the future. In addition, the committee supported the recommendation by
staff to extend the draintile piping to the center of the rain garden location.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.
