PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
Minutes for meeting of: November 1, 2006
ITEM #1. Call to order.
The meeting was called to order in the City Council Chambers at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members K. Miller, P. Messinger, T. Goodwin and H.
Lovelace. Unable to attend were J. Berg, J. Hayes and R. Walia.. Also present
were Parks and Recreation Director Steve Michaud, Assistant City Engineer Jay
Rubash and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of October 18, 2006.
The minutes of the October 18, 2006 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
-Grading has been completed at King Park.
-Spyglass Park needs paving and curbing. The playground has arrived and will
be installed when the site is ready.
-The Lakeville Veterans Memorial is nearly complete. Anchors have been placed
for the roof which will be put on later this week, benches should arrive Friday or
Monday, light poles have been installed, the plaque will be placed on the rock
soon.
ITEM#6. Pedestrian Crossings ? Jay Rubash.
Assistant City Engineer Jay Rubash presented information on pedestrian crossings.
Suggestions for better pedestrian traffic control include:
Placement of a pedestrian crossing sign in the middle of the block

Bump outs which place the pedestrian closer to the street for traffic to see
o
Median in the middle of the roadway to allow pedestrian to stop between
o
lanes of traffic
Stop signals for pedestrians if warranted
o
The Engineering Department is working on a crosswalk policy. The City?s
Comprehensive Plan and Transportation Plan updates are due in 2008. The
committee inquired about right turns on red, round-abouts and problem roads
studies.

ITEM #7. Argonne Village 3 Addition preliminary and final plat.
Revestors Realty has submitted an application for the preliminary and final plat of
one lot and one outlot on approximately 3.22 acres located east of Junelle Path and
th
south of 175 Street. The legal description of the property is Outlot A, Argonne
Village. The development will include a two to three story office building that will
include offices for RHS Realty as well as additional office space for lease. A 5-foot
wide concrete sidewalk is required to be installed on the east side of Junelle Path
along the entire frontage of the site. No trail improvements are required with this
development. A major greenway corridor in this area was identified in the recent
update of the Comprehensive System Plan. The intent of the greenway is to connect
with an additional greenway identified through the conservation area presently
existing behind Target and adjacent the railroad. There are no parkland needs,
therefore a cash contribution in the amount of $21,995.82 (3.22 acres x $6,831) is
required to satisfy the park dedication requirements. The site was previously cleared
and graded with the development of Argonne Village and does not include any trees.
A double row of 8-foot tall spruce trees will be planted to screen the site. There are
no wetlands on the site.
Lakeville resident Ron Gerk spoke to the committee with his concerns regarding this
plat. His suggestions included preserving more trees and an improved landscape
plan.

06.45 Motion
to recommend City Council consider approval of Argonne Village 3
Addition preliminary and final plat including a cash fee of $21,995.82 (3.22 acres x
$6,831/acre) to satisfy the park dedication requirements. Outlot A will be dedicated
to the City with the final plat. The developer is required to construct a five-foot wide
concrete sidewalk on the east side of Junelle Path along the entire frontage of the
site.
The committee further recommends the developer be instructed to attempt to
mitigate the noise and light pollution associated with this plat through maximizing
screening of the development to the north and east.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #8. Jamesdale Estates final plat.
Tradition Development, LLC has submitted a final plat application for the

development of approximately 6.44 acres located north of 170 Street at Eventide
Way. The development is proposed to have 12 single family lots and five outlots and
will be the first addition of the Jamesdale Estates development. A five-foot wide
concrete sidewalk will be located on the west side of Eventide Way and the south

side of Evening Terrace. All sidewalks will be paid for and constructed by the
developer. The developer must construct an eight-foot wide trail along the north side

of 170 Street from the west right of way of Eventide Way to the west plat boundary.
The trails will be graded and restored by the developer. The developer and the City
will cost split the bituminous pavement and aggregate base with 5/8 of the cost being
the developer?s and 3/8 being the City cost for both trails. There are no parkland
needs associated with this plat due to the dedication of a neighborhood park within
the nearby Fieldcrest plat. Park dedication requirements of $3,995.00 per unit x 12
for a total of $47,940. There are no wetlands. The preliminary tree inventory
identifies 101 significant trees within the preliminary plat boundaries of which all 101
are proposed to be removed. The species of trees include box elder and Chinese
Elm.
06.46 Motion
to recommend City Council consider approval of Jamesdale Estates final
plat including a cash fee in the amount of $47,940 ($3,995 x 12). The developer is
required to construct a five-foot wide concrete sidewalk to be located on the west
side of Eventide Way and the south side of Evening Terrace. All sidewalks will be
paid for and constructed by the developer. The developer must construct an

eight-foot wide trail along the north side of 170 Street from the west right of way of
Eventide Way to the west plat boundary. The trails will be graded and restored by
the developer. The developer and the City will cost split the bituminous pavement

cost for both trails. The City?s Comprehensive Park Plan does not identify any park l
and needs in the area of the subject site. A neighborhood park to serve this plat was

supported the changes.
06.47 Motion
to recommend City Council considerapproval of the revisions to resolutions
establishing rules and rental fees for use of City athletic facilities; rules and rental
fees for use of City shelters/buildings; rental policies and fees for use of Lakeville
Senior Citizen Center.

ITEM #10. Unfinished business.
Staff suggested 10% vs. 5% for land dedication on commercial plats.
ITEM #11. New business.
Residents of the Chadwick farm development have expressed disappointment in the
lack of a hockey rink at Chadwick Park.
ITEM #12. Announcements.
The November 15 meeting has been cancelled due to lack of agenda items.
The next Parks, Recreation and Natural Resources Committee meeting is
scheduled for December 6, 2006 at 6:00 PM at City Hall in the Council Chambers.
