The meeting was called to order in the City Council Chambers at 6:00 PM. ITEM #2. Roll call. Present were Committee Members K. Miller, T. Goodwin, H. Lovelace, J. Hayes and R. Walia. Unable to attend were P. Messinger and J. Berg. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Karla Hartmann. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of December 6, 2006. The minutes of the December 6, 2006 Parks, Recreation and Natural Resources Committee meeting was presented. Steve Michaud noted that under Item #6, the date of the next Parks, Recreation and Natural Resources Committee meeting should be noted as February 21. The minutes were approved as amended. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. -An update on activities of Administration, Recreation Division, Senior Center and the Arts Center was provided to the Committee. -The biggest challenge for Staff in recent weeks has been that the weather has not been conducive to building ice. rd ITEM#6. Heritage Commons 3 Addition ? Mac Cafferty. Heritage Commons, LLC and Supervalu, Inc have submitted a preliminary and final rd plat for Heritage Commons 3 Addition which consists of a 69,680 square foot Cub Foods store and two additional future buildings which collectively equal 118,180 square feet of new retail commercial space. The project is located at the northeast corner of Heritage Drive and Dodd Blvd. The site is in the South Creek Management area and therefore is subject to the requirements of the South Creek Management Plan. The developer is proposing to meet these requirements by constructing two underground stormwater treatment and infiltration systems. The developer is required to have these systems inspected a minimum of two times per year. rd 06.53 Motion to recommend City Council consider approval of Heritage Commons 3 Addition preliminary and final plat subject to the recommendations of the planning and engineering report, in particular the regulation and maintenance of storm systems. In addition, the developer is required to construct a ten-foot wide concrete Parks, Recreation and Natural Resources Committee Page 2 December 20, 2006 sidewalk along the east side of Dodd Boulevard, a six-foot wide concrete sidewalk along the private drive connecting Idealic Avenue and Heritage Drive, and a concrete sidewalk along the front line of the Cub Foods store and Retail Buildings B and C that connects to the trail to be constructed along Dodd Boulevard. A signed easement agreement for the sidewalk along Dodd Boulevard must be submitted prior to City Council consideration of the preliminary and final plat. Park dedication fees were previously paid as part of the parent parcel and final plat associated with the redevelopment agreement and the administrative subdivision for the library and Heritage Square sites. Ayes ? 5 Nays ? 0 Motion passed. ITEM #7. Unfinished Business ? Miracle League field update. This item will be placed on an upcoming agenda for review. Representatives will be present to review the concept plan. A preliminary site plan drawing was provided to the committee members for informational purposes. ITEM #8. New Business. The City Council approved the East Lake Park Master Plan at their December 18, 2006 meeting. ITEM #9. Announcements. The January 3, 2007 Parks, Recreation and Natural Resources Committee meeting has been cancelled. The next meeting is scheduled for January 17, 2007 at 6:00 PM at City Hall in the Council Chambers.
