HomeMy WebLinkAbout03-02-78 • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING< r~RCH 2,.1978 . The meeting was called `to order at 7:30 P.r~. by Mayor Lekson. 'Roll call was taken. Present,: Councilmembers'Spande, Gurry, Zaun,Nelson and Mayor Lekson. Also present:< Patrick Farrell, City Attorney; Darrell Schneider! City Engineer; Patrick McGarvey, City AdminstratorjClerk; Richard Radermacher, Chief of,Pblice; James Robinette,. Public-Works Director. Mayor Lekson explained to the citzens'present that the Special Council meeting was called for the purpose of conducting a public improvement hearing on the proposed 175th Street .;improvement project. Patrick Farrell attested to the mailing of the official notice to the, property owners and stated there was a question about he .number of publications in ahe' official newspaper. He'stated that the hearing could go forth but th$t the. Council should take no .'action. on .the project at this meeting: At this time Darrell Schneider presented the proposed project to the citizens present.- Thee estimated cost for the project'is $371,500. He stated the pro- ject could be constructed in-1978. The Engineer then: explained the .type of road. being constructed at both the .west and east end of the project and further explained.what'the State`Aid Street System consisted of in the City, of Lakeville and how 'the State Aid financing is obtained and used. The Engineer explained that Lakeville has 19.3 miles bf State Aid designated roadway in the City at the present time and it is'estimated to cost 5'~ million dollars to build the roads at today's prices. He further stated that the ; State Aid fund presently. has approximately $367,000 available for use'in 1978. He_further stated that the most costs which the 175th Street project would. qualify for the use of State Aid funds is $325,000. The Engineer tated that the road has been designed for up o a 40 mile an hour speed limit-but that the speed limit would be posted at 3D miles per hour. At his time the .Engineer presented slides showing how the area adjacent_to. IfiSth Street will eventually be served with water and sewer utilities. He explained that the construction ,of the road at this time would include the ;placement of sleeves across theroad so that..future cuts in the road would not be necessary to install the utilities. The Engineer then explained the area and front foot assesnt rates proposed fora the project. At !his aims the Mayor called on. the CYty Attorney to review t~t~3 assessment' .procedure for.. the project. Mr. Farrell indicated that the notice sent to the, property-owners also ins--' eluded a letter Which provided the property owners with a proposed assess- went figure. He further stated `there ~rould be an assessment hearing at the conclusion of. the prcaject and that;;the...figure at ghat"time is what .the final assessment would-actually be Mr. Farrell further stated., that the property owner could .pay his assessment within- the firstthar~t~ d~.ys after the :assessicnent roll was approved and elim- irate a~ng, interest costs. 'Tf'fihe project is 'built in 2978 the first assess- meat. payment would appear on the, 1979 tax statement. Mr, Farrell further stated that there are property owners in the project araa who would be eligible for green acredeferment, Senior Citizen deferment, At this 'time Mayor Lekson recognized the following eitizens who read petitions and presented ,them to he Council. Renee Lindquist, Mr. Louie Helkenn, Mx. Dean Undesser Mrs. Colleen Fowler. At this time Mayor Lekson recognized several citizens who askad questions or made comments'cox~erning the proposed project. Roll call. was,: taken on the motion. Ayes,. Spande, Curry, Zaun, Nelson-and Lekson. Mayor Lekson announced 'that the hearing would be continued to March 27th, at 7:30 PM. in-the Orchard .Lake Elementary School .gymnasium. 78.81 Motion was made by-, Spande,'seconded by Curry, to continue the public hearing on the proposed 175th_Street improvement project to March 27, 1978 at 7:30' P.M. in the Orchard Lake Elementary School gymnasium.
