The pledge of allegiance to the flag .was ,given. Ro11 callwas-,taken. Presente Councilmembers Spande,. Curry, Zaun, Nelson and Mayor Lekson. Also present: .Roger Knutson, City :Attorney; Darrell Schneider, City Bngineer; Patrick McGax~ey, City Administrator/Clerk. 78.428 Motion was made by Curry, seconded by Zaun to approve the minutes of the Septem- ber 5, 1978 Council meeting:. Roll..call`was taken-on the motion. Ayes; Lekson, Curry, Zaun, Nelrso~ and-Spande. 7$.429 Motion was'made by Nelson, seconded. by Spande to approve the claims for payment as presented. Roll-call. was taken on the motion. Ayes, Curry, Zaun, Nelson, Spande~and Lekson,: At this time Mr.,Victor Kohlnhofer presented a report from the youth Advisory Board to the City.-Counc3;L on that Advisory Committee's activities and requested a meeting with~the City .Council.. The Council decided to set the meeting for October'11, 1978 at, 7:30 P.M.` Staff reports. Mr. Darrell S~hneidergave a status report on the 175th Street improvement project. 78.430 .Motion was made by Spande, seconded by Zaun to receive the minutes from the four Advisory ..Committee meetings. . Roll°`call was taken on 'the motion. Ayes, Zaun, Nelson, Spande, Lekson and Gur~y. The Counc l discussed the'recommendaton from:-.the Natural: Resource Committee that new plats'be referred to the Dakota ..County Soil and Conservation Commie= sion for`revew before they make a reccymmendation to the Planning Commission. .The +~ouncil deferred~:a judgement on the procedure. At thin time Mr. Kenneth Larson presented the final. plat of Lidca Addition and explained that Lots ;1, 4:and 5 were proposed for double bungalows and Lots 2 and'3 for fourplex units. The property is present y zoned R-1C,'single'fami2y. At this time she City Council discussed the .concerns of the citizens in the area` far this ,proposed development~.}~d rezoning change:. Councilman Zaun asked about the possibility of making 205tk~.Street and Hughes afour-way stop intersection, rather than the. two-way atop it presently is. Marianne Curry stated she couldn't support the request for rezoning from-the R-1C to the zoning being requested by Mr. Larson at this tisae. Councilman Zaun stated that he could possibly support it after taking a look at the averail plan for the area and what traffic improvements might be able to be made. Councilman Spande stated he believes the req~iested rezoning is a proper buffer zone between the types6'df landsu$es.already existing in the area. Several citizens were present and some questioned the traffic in the area and what the traffic could become with increased housing.'` k - Mr.-Larson stated -that he felt,, enforcement s9as ~ac~re of an answer to the traffic problems rather than limited housing. He stated that he has lived in"the she nei~hbe?rhood for 18 years. 78.431 Motion was made by Curry, seconded by Zaun to-direct. the City staff to aas.ke a traffic study of this area including a~gning,and traffic counts and, report to the Council. by October 2._ ~ ' Ro11 call w;as taken; on the motion. Ayes, Spande, Lekson, C~xrry, Zaun and Nelson. ~1- ~ CITY OF-LAKEVILLE COUNCIL MEETING SEPTEMBER 1$, 1978 The City Council set a'special work session for yep-tember~2b'at 4:00 P.M. to review the land use'in,the Iberia and 205th Street area of the City. 78.433 Motion was made by Curry, seconded by Zaun to approve the payment `of $687.24 in Gity funds to the Communitq Action Council as requested. Rolf call. was taken on the motion. Ayes, Lekson,.:Curry,. Zaun,. Nelson and Spande. 78.434 Motion was made by .Curry,. seconded by Spande to table to the.-.October 2; 1978. Council meeting request. of Wren, Inc. to rezone from $-4 commercial to R-3A multiple family a parcel of land on`the<west side of iberia`Avenue. Roll calf was taken `on the motion. Ayes, Curry, Zaun, Nelson, Spande and Lekson. 78.435 Motion was made by Curry, seconded by Spande to table to Oc ober 2, 1978 considera-- tion of the request of Bill Jackson to rezone a part of Jackson lst Addition from 'R-1C single family to B-4 commercial on the request of his attorney, Mz. Ayes, Lekson, Curry, Zaun, Nelson and Spande.. 7$.439 Motion was: made by Curry, seconded by Spande to consider this. the first reading of an ordinance amending Ordinance,_~642 Section. 15.4 pertaining to. the design and operaton_standards of mobile home .parks within. the 'City and appealing prior ' inconsistent ordinances 'and place the item of `the October 2 agenda for the second reading and adoption: Roll .call `was taken'. on the motion. Ayes, Curry, Zaun, Nelson, Spande and Lekson. 78.440 Motion was made: by Nelson, seconded by Zaun `to release. the erosion. control bond on the Lakerdge Addition as recommended by .the Public Works Director.' `Roll call was taken on the motion. Ayes, Zaun, Nelson,-Spande, Lekson :and Curry. '78.441 Motion was made by Curry, seconded by Nelson to approve the George M. Hansen Co. -agreement for ;the 1978 audit of the. City records. Nelson, Spande., Lekson, Curry and Zaun. 78.442 Motion was made by Curry, seconded by;Zaun to set September 26 and 27 at 4:04 P.M. as the next budget work sessions. Z$.443 Motion was made.. by Zaun, ;seconded by Nelson to approve an amendment in the City lease with Gephart's to increase the rent from. $400 to $425 per month for the. City's rental .of space in the new addition. Roll call was taken on the motion.` Ayes, Lekson, Curry, Zaun, Nelson and Spande. 78.444 Motion was made Zaun, seconded by Curry to direct the Fire Committee of the City Council, City Administrator and City Attorney to review and. recommend,'and rrwi- • CITY OF T.AKFVILLE COUNCIL MEETING SEPTEMBER 18 1978 signs to bxdnance.~33 including a resolution set ing forth the operating rules' of the Fire Department and to review' the: Relief Association By-Laws and make anq recommendations on the revisions and report `back to the City Council. by November 6, 1978. At this time Couneilman,`Spande brought up the proposal of. the Gitp of Burnsville to put in a well which would supply water to augment the Crystal'Lakelake level, Councilman ,Spande stated that-he had visited:.most 'of the property owners in the`City of Lakeville who owned Lakeshore property. He stated that most of theme. indicated support for improving the lake level. " The'City Engineer ,brought up_the problem involved in the Cedar Highlands Ist and 2nd Additions development.- He stated it was the City staff's ;opinion that.- the City was'not in°a position, and did not want to get. into the position, where it ;would be charged with making the improvements. The City Attorney stated he would direct a letter to`the'developer pointing out provisions of the development contrac . ..78.445 -Motion was made by Nelson, seconded-by Zaun,to adjourn the Council meeting.
