HomeMy WebLinkAbout03-29-77 r ~ CITY OF LAKEVILLE COUNCIL MEETING MARCH 29, 1977 The meeting was called to order by Mayor Mako at 4:00 P.M. Roll call was taken. Present: Mako, Curry, Zaun, and Clarkson. Absent: Emond. Also present:. Patrick McGarvey, City Administrator; Roger Knutson, City Attorney.;.: Richard Radermacher, Chief of Police; Greg Grose, Assistant Ghief of Police; ..Darrell Schneider, Consulting Engineers Diversified, Inc. The City Council reviewed the proposed engineering agreement with Consulting Engineers Diversified. Mr. Schneider informed the Council of a major change in the contract from what they had proposed after meeting with the City Attorney. He stated that the contract now includes as a: part of the design fee the require- . ment that the Consultant,provide legal descriptions for any easements or right- . of-ways necessary far a project, under Section 3, paragraph c. The attorney pointed out that a foil preliminary report under the C.E.D. contract would cost 25% of the design fee of the estimated project cost as compared to 15% under the present Sonestroo contract. otherwise the two contracts are very similar. 77.151 Motion was made bq Zaun, seconded by Curry to approve the engineering agreement with Consulting Engineers Diversified, Inc. and authorize the Mayor and City Clerk to execute `''the agreement. Roll call was taken on the motion.. Ayes, Mako, Curry, .Zaun. Nays, Clarkson. 77.152 Motion was made; by,N,ako, seconded by Curry to adopt Resolution X77-20 author- izing a pzelimnaryreport (diagrammatic.} for,cancrete'curb and gutter and .asphalt street improvements in Lakeville Hills, Jackson Heights 1st and 2nd Additions', and Jacguard Avenue £rom 2'1Qth Street to 2Q8th Street. Roll call`was taken an the motion. .Ayes, Mako, Curry, Zaun. Nays, Clarkson. 77.153 Motion was made by Zaun, seconded by Clarkson to approve the transfer of the beer license for Lloyds of Lakeville-from Lloyd Berg to I~ir. Paul T~Talf effec- tive April 1, 1977 subject to the new owner..complying with the Sign Ordinance. Roll call was taken on the moti,q}~. Ayes, Curry, Zaun, Clarkson and Mako. At this time the Chief of Police 'and Assistant Chief of Police reviewed with the Council the 1976 Police Depaartment report, The Chief of Folice pointed out that the Department needs, in; his opinion, additional staff to handle the increasing case Load, especially in youth .work. ht was, pointed out''that the current request for C.E.T.A. positions under the new Title `VI includes a request for two youth relations officers and an additional dispatcher/clerical employee. It was decided that these additions would be the top priority requests from the City of Lakeville for the new Title VI pr©jects. ~ _ Other items discussed was the backup space for alcoholic treatment in Dakota County, and better communications between. the Police and the County -judges, and how to get more people to use Operation ID. 77.154 Motion was made by Clarkson, seconded by Zaun to adjourn the Council meeting. Motion was withdrawn. The City Attorney had requested the Council to con- sider and approve a full settlement between the City and Fisher Construction for payment to the City of $4,500 in settlement of the work to be done oa the sanitary sewer line from the Middle School to the treatment plant con- structed by Fisher. 77.155 Lotion was made by Curry, seconded by Mako to authorize the settlement with Fisher Construction for the above sewer Line in the amount of $4,500. Roll call was taken an the motion. Ayes, Mako, Curry, Zaun and Clarkson. 77.156 Marion was made by Zaun, seconded by Clarkson to adjourn the meeting. Roll call was taken on the motion.
