HomeMy WebLinkAbout03-01-77 • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING MARCH 1, 1977 4:00 P.M. Mayor Mako called the meeting to order at 4:00 P.M. Roll callwas.taken. Present: Mako, Curry, Clarkson and Zaun. Absent: Emond. Also present: Patrick McGarvey, City Administrator and Mr. Sandy Ackerberg and Mr. Douglas Watschke of Ackerberg and Associates architectual firm: A discussion was held. an the idea of a new City Hall. Councilmembers dis- cussed various site locations ncluding he present City Hall site, Jaycee Fark and Aronson Park. After discussion it was the consensus of the members present thaa the Aronson Park site had the most advantages and the least dis- advantages of the sites. Council members discussed with Mr. Ackerberg ideas for a new City Hall that would conserve energy and reduced operating .costs. Mr. Ackerberg then re- vietaed two preliminary f lacer plans for a building at the Aronson Park loca- tion on the. east side of the park. <In.addition, Mr. Ackerberg gave a review of his firm's efforts in regard to a new City Hall going back to 1975. He explained that he had become involved with the project as they were working with the `City on the Liquor Store project at that time. In 1975 a study was conducted comparing Lakeville with certain other metropolitan area communi- ties of equal size and larger size that Lakeville's projected to become within the next"five to ten years. -The former...City Administrator partici- pated in that study and the City staff had. some input into what the current space `needs are with the present City staff size. Mr. Douglas'Watschke reviewed the requirements for the City to make an apgli- eation to the Energy Research Development Administration in Washington for a<grant to cover the added. cost that a solar system would require over con- ventionai heating and cooling for such a facility. Mr. Watschke pointed . out that the grant would not cover the total cost of the building but only the added construction, engineering, architectual casts for solar system vs. aconventonal system. The Council agreed that any new building operating overhead and energy costs must'be a top priority in the designing"of the building. The building must be so designed to reduce these costs as much as possible. pf the two preliminary plans submitted by Mr: Ackerberg for the Aronson Park site, the Council felt tYie~L shape plan was superior to the rectangular. Mayor Mako stated that Irlr. Ackerberg had worked~off~ and on, on the City Hall .planning the past trtro years and he-~elt;that'.the firm was as well qualified ss any to handle such a,project for the City and that they should be officially retained by the Council at a future meeting. Mr. ~,ckert~erg was requested to prepare an outline of steps fnr the project to take snd submit the draft `to the .City Council~.^and staff for review. 77.104 Motion was made by Mako, seconded by Zaun to`adjourn the meeting at 6:30 P.M. ~ Ro11 call was taken on the motion.
