Planning Commisso3i, Natural ,,Resources Committee, and Park and Recreation Committee meetings. Roll call was taken on the motion. Ayes, Zaun, Clarkson, Mako. and Curry.' 77.363 Motion was made by Curry,. seconded by Zaun to-grant a conditional use ,permit to_Vernon Jensen to construct a farm building: less than 300 feet from adja- cent residential zoned property. RoII call was taken on the motion. Ayes, Clarkson, Mako, Curry and Zaun. At this time Councilman Emond arrived and took his chair. At this time Robert Rosene and-Robert Schunieht presented the storm drainage report, Phase I and reviewed the report with a slide presentation for the Gouneil. Marianne Curry stated hat.-she. felt the report needs to emphasize .quality as well as quantity of storm. water runoff. .:'She also .stated that an item that should be added to the five items lsted'on page 50 should concern the quality of,runoff. 77.364 After considerable discussion and review of 'the report, a motion was made by Emond and seconded by Zaun to=receive the.Phase I s orm drainage report. The City Administrator and Finance Director presented the bids received for the ...liquor dspensin~,system. 77.365 Motion was. made by Zaun:, seconded by Mako to receive the bids. At ahis time Mr: Sutherland was present and demonstrated gart`'of the equipment `involved with a liquor dispensing system from 'his comgang, which was the low °bidde~. Mr. Sunderland stated-that if the .City orders the 12 brand dispensing system that at_this time wo guns dispensing sax brands each are necessary. He stated there would be no labor charge. 77.366 -'Motion was made by Emond, seconded by Zaun to award the. purchase of the liquor dispensing system for .four. stations. to Sunderland, Inc. in the amount of $13,950. Zaun,..-Clarkson and Emond. 77.371 Motion was made by Clarkson, senonded by Zaun to close the liquor store. from July 24 to August ,1,, 177 to.a~aow the comtractors'to effectively work on the project and to put an ad in the two iaca~,papers. Roll call was taken'on the mot,ior.. ,Ayes, Curry, .Zaun, Clarkson, Emond-and. Mako. Items'~~17 and 18 on the agencta.wet`e"tabled as-the developer did not have his financial security available.-- At this time the Public~,Works Director and staff presented a recommendation to the Council to have .Trans-Alarm install a monitoringsystem on the various: City sewer .lift statons,...booster stations, water. system and: towers so :that any malfunction, could be immediately noted in .the Police Department, Dispat- chess and if they are off duty a phone would ring in either the Public Works Diractor and Utility Superintendent's home. It was explained .that the costs of sucha system should be substantially paid for in reduced: personnel in .checking. the ystems routinely, and on overtime orweekend'time. 77.372 Motion was_made by Emond, seconded by Zaun to approve an agreement with `Trans- Alarm for the installation of monitoring system. on the various utility-operat- ing stations to be paid out of the Utility Operating Fund. Roll call was taken on the motion. Ayes, Zaun, Clarkson, Emond, Mako and Curry. At this time the Council discussed the foul odor caused by the amount of sewage and the period.. of time it takes the sewage to move.-through theeforcemain from the Orchard_Lake station at the'Chart House to the Lake .Marion. area. It was explained that it takes almost six days at the present time from the time the sewage-enters the .force-main until it exits into the gravity system. During this time"the sewage becomes more foulas a result of hydrogen-sulfide being present. Mr. Dick Brandes was present and stated that he personally had the problem at his home and is aware of it in the neighborhood, and felt that the-..City. must do'something to alleviate it. .77:373 Motion was made by Mako, seconded by Curry to direct `the staff to report to the Council on the cause of the smell and history of spills along-with..a possible solution. Abstair_ing, Emond and Clarkson. 7.7.381 Motion was made by Emond, seconded by Zaun to approve the non-intoxicating malt liquor license for the All-Saints Church festival. Roll call was taken on the motion. Ayes ,';Curry, Zaun, ,Clarkson, Emond and Afako. 77..382 Motion was made by Curry,,seconded by Zaun to approve the appointment of three employees under the CETA .program; they are Kent Gehring and Gene Vierling in . the Utility. Department and Karen Westberg for the Clerical/Dispatch position, in the Police Department. Roll call was taken on the motion.
