CITY OF 7 AKE)tTIT•T~~' COUNCIL MEETING JANUARY 5s 1976 The meeting was .called to order by Mayor-Mako at 8:00 P.M. Flag pledge followed.' Present; Clarkson,. Zaun, Brander, Mako and Emond. Also present;, Robert Rosen, City Engineer, Pat Farrell,'City At-tarney and Pat McGarvey, City Admisustratc~r. Pastor Trued and Mayor Mako gave the invocation. Mayor Mako, Councilmen Zaun and Emond and Councilwoman Curry were sworn in for their 'new terms of office... Mr. Brander stepped down and Councilwo~ Curry. then .took her place at the council table.. 76.1 Motion by Mako seconded by E~ondawe recognize the wonderf~.i.T service Mr. Brander has given the communityanc~?~-~-1 be sorrily .missed for his wisdom and his humor... and -t© present hi.m with a Lakeville flag, when one is available. Clarkson, Zaun,:.Curry, Mako and.Emond "aye", motion. carried. 76.2 Motion by Emond seconded by Mako to accept the minutes of the December 15, 1975 meeting as-presented. Curry,,Mako, Emond and Clarkson "aye", Zaun abstained as he had not reviewed the minutes, motion carried. 76.3 Motion bY'Zaun seconded by Emond to accept the minutes of the special December 29, .:.1975. meeting as .presented. Curry, Mako, Emond, Clarkson and Zaun "aye", - motion carried. 76.x+ Motion by k~nond seconded by Zaun to pay the claims against the'City and also the cheek made out in November .for the payment of Chief Radermacher~:s shoes. Ntako, Emond, Clarkson, Zaun and .Curry "aye", motion carried. Jerome Clay, Charles Hess and Bill Stackhouse presented a resolution which proclaims the 2~+th day of January as "Snow~nobilers for Lakeville Day".which was read by the Mayon. 76.5 Motion by Mako seconded by Etncjnd to adopt-the resolution "Snowmobilers for Lakeville Day" as presented. Emond, Clarkson, Zaun, Curry and Mako "aye", motion carried'. 76.6 Motion by Zaun seconded by Curry to adopt resolution 76.1 designating the depositaries of city. funds. Clarkson, Zaun, ;Curry, Mako ~~.ra~? Ftnond "aye", motion carried. 76.7 Motion by Curry seconded by Zaun to appoint tta:e "Lakeville Times" the official newspaper i'or the City off' Lakeville. Zaun, Curly, Mako and Clarkson "aye", Emond abstained, motion carried. 76.8 Motion. by k~ond seconded by Zaun to adopt .resolution 76.2 which sets the dates of the regular meetings for the City .:beginning in.February but keeping the starti.~,g time of 8:00 P.M Curry,` Mako, Eanond, Clarkson and Zaun "aye°' motion carried. 76.9 Motion by Mako seconded by Clarkson to adopt resolution 76-3 which sets the Council eom~a~:ttees with the exception of the health officer. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried, 76.10 Motion.. by Emond seconded by Curry to appoint Grannie & Grannie City. attorney for the. year .1976. E~nond,:Clarkson, Zaun, Curry and Mako "aye", z~ation carried.. 76.11 Motion by Ecnond seconded by zaun to appoint Midwest Planners City planner. Clarkson, 2aun, Curry, Mako and Ernond "aye", moticm carried. 76.12 M©tion by Elmond_seeonded by Curry to appoint Bonestroo, Rosene, Anderlik & Assoc. City Engineer. Zaun, Curry, Mako, Frnond and Clarkson "aye", motion carried,. 76.13 Motion. by Clarkson seconded by Zaun to appoint Mr. Hazel'to the Planning .Commission-force three year term..: Curry, Mako, E~nond, Clarkson and.Zaun "aye?', motion-carried. 76.1+ Motion by Zaun seconded by Emond to appoint John Antolik to the Planning Commission far a three year .term. Curry "aye"~ motion carried. ~1) } CITY OF LAKEVILLE COUNCIL MEETING JANUARY 5~ 1976 76.:15 Motion by Emond seconded by Zaun to reappoint Jason LaMont and Pastor Trued to the Park and Recreation Committee for threeyear terms. Emond, Clarkson, Zaun, Curry and Mako "aye", motion carried. 76.16 Motion by Emond seconded by Zaun to pay Burnsville the sum of $6866.57 on the Crystal Lake project. Clarkson, Zaun, Curry, Mako and Emond "aye.", motion caxried. 76.17 Motion by Emond seconded by Zaun to approve the gravel pit permits for the following firms: Denny Dunham, Dow Aggregates, Chas.. M. Freidheim Co and Midwest Asphalt. Zaun, Curry, Mako, E~nond and Clarkson "aye", motion carried. 76.1$ Motion by Curry seconded by Zaun to approve the following sanitatis~n licenses: Nisgoads, Bruce's, D & M and Atlas Disposal. Curry, Mako, Emond, Clarkson and Zaun "aye", motion ca~eried. Mr. Clarkson felt that a reminder should be sent to the rubbish haulers that they are supposed to have an orderly method for pickups. 76.?-9 Motion by Fond seconded by Curry to approve the following On and. Off Sale Beer licenses: .Sea Girt Inn and Lloyds of Lakeville. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried. 76.2c~ Motion by Emond seconded by Mako to pay Knutson Construction Co. the following amount: $73~51Q.2Q. Emond, Clarkson, Zaun, Curry and Mako "aye", .motion carried. 76.21 Motion by Emond seconded by Zaun to authorize the signing of .the interceptor agreement for 1976. Clarkson, Zaun, Curry, Mako and Emond "aye", motion carried. .76.22 ~ ?~?otipn by Zaun seconded by Curry to authorize the Mayor and Clerk to sign the contract between thecities of Apple Valley, Farmington and Lakeville for the .ambulance service. Zaun, Curry, Mako, Emond and Clarkson "aye", motion carried. 76.23 Motion by Zaun seconded by Curry to authorize the Mayor and Clerk to sign the contract between Midwest Med-Kab, Inc. and Lakeville. Curry, Mako, Emond, Clarkson and Zaun "aye", motion carried. 76.2- Motion by Mako seconded by Zaun to adopt. the resolution of the salary schedule for City employees with the exception of the Park & Recreation Director, the assistant managers of the Liquor Store and leaving the Fire Chief's salary at the same level it is at present. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried. 76.25 Motion by Mako seconded by Curry to follow the recommendation of the Administrator and pay the Park and Recreation Director as shown on the salary schedule. Mako, Ernond, Curry. and Mako "aye", Clarkson "nay", motion carried. 76.26 Motion by Mako seconded by Curry. to table the decision on the assistant Liquor Store managers until next week for a research on their salaries. Clarkson, Zaun, Curry, Mako and Emond "aye", motion carried. .76.27 Motion by Clarkson seconded by Emond to approve the contract between Lakeville ` and the Teamsters Union. Zaun, Curry, Mako, Emond and Clarkson "aye", motion carried.. Mrs. Whittier's rust problem was discussed. The engineer will review this problem. Mr. Farrell reported on several hearings coming up.
