s . ~ . CITY OF LAK~'VILLE COUNCIL MEETING FEBRUARY 2, 1976 The meeting. was. called to order by Mayor Mako at 8:00 P.M. Flag pledge followed... Present: Clarkson, Zaun, Curry,. Mak o and Emond. Also present: Robert Rosene, City Attorney, Roger Knutson, City Attorney and Pat McGarvey, City Administrator. 76.61 Motion by Zaun seconded by Emond to accept the minutes of the January 19, 1976 meeting as presented. Clarkson, Zaun, Curry, Mako and Emond "aye"', motion carried. 76.62 Motion by Emond seconded by Zaun to pay the claims against the City. Zaun, Curry, Mako, Emond and Clarkson "aye",.motion carried. Mr. Knutson reported that the Valley Park parks and pools matter would soon be cleared up as to deeds being recorded, etc. Mr. Frigaard reported that the Orchard Lake trunk was proceeding satisfact©rily and the preliminary report for .the laterals around the lake would be ready about March 1. 76.63 Motion by Emond seconded by Curry to reduce the security the City is holding for storm sewer work in Woodbury 1st Addition by $16,000. Curry, Mako, Emond, Clarkson and Zaun "aye", motion carried. Several residents who had requested a vacation of Judicial Road were present to discuss this matter with the Council. It was felt that a serious study should... be made as the. Council felt the road should be located where it would do the most good. Mrs. Curry felt that the two issues involved are traffic and liability.. 76.6+ Motion by Curry seconded by Zaun to direct the engineer to do a feasibility study to relocate the road and to include the portion continuing north to where it intersects with 166th Street on the north side of the .lake and to have this ready.. by the next meeting. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried. Policing of the road is to be reviewed with the proper personnel and a plan setup. The Planning Commission ordinance was reviewed. Mrs. Curry still feels .that a nine member commission is necessary as this would best suit the needs of Lakeville. -76.65 Motion by Emond seconded by .Clarkson to approve pay request#3-for Richard Knutson, Inc. in the amount of .$10$,122.58. Elnond, Clarkson, Zaun, Curry and Mako "aye", motion carried. After some discussion regarding the agreement with the U. S. Geological Survey Department, Mrs. Curry still felt that a fall leaf runoff study should be included,.. 76.66 Motion by Clarkson seconded by Emond to approve the agreement with the U S. Geological Survey Department as presented. Clarkson, Zaun and Emond "aye"a Curry and Mako "nay", motion carried.. 76.67 Motion by Curry seconded by Emond to approve the letter to be sent to the Metro Council regarding the Metropolitan Investment Framework and to authorize the. Mayor to sign the same. Zaun, Curry, Mako, Emond and Clarkson "aye", motion carried. An area for a skating rink in the Orchard Lake district was discussed. 76.68 Motion by Emond seconded by Curry to contact the school to work out a place to install a skating rink in the Orchard Lake School district. Curry, Mako, Emond, Clarkson and Zaun "aye", motion carried. Motion by Clarkson to direct the Public Works director to have by March 1, 1976, an updated cost for repairing the pools in Valley Park. Motion failed for lack of a second. ~l) • • • CITY OF LAKEVILLE COUNCIL MEETING FEBRUARY 2, 1976 76..69 Motion by Curry seconded by Zaun to authorize the Public Works Department to prepare a package of information by March 1, 1976 on the following: 1. cost of repairing the pools in Valley Park 2. cost of operating the pools 3. .cost of mann;ng the pools 4. the revenue alternatives. 76.70 Motion by Mako seconded by Curry to amend. the above motion to read that this information;.: be presented to the Council by the next meeting. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried. Vote was then taken on motion 76.69 which is as follows: Fanond, Clarkson, Zaun, Curry and Mako "aye", motion carried. 76.71 Motion by Mako seconded by Curry to follow the Planning Commission recommendation. and giant Imperial Plastics a permit to erect two silos at their plant in Airlake .Park. Zaun, Curry,_Mako and Ernond "aye", Clarkson "nay", motion carried. 76.72 Motion by Emond seconded by Zaun to approve the Fire Department Officers. as presented. Zaun, Curry, Mako, Emond and Clarkson "aye", motion carried. 76.73 Motion by Clarkson seconded by Emond to approve the leave of absence for Mrs. Janice Graff as recommended. Curry, Mako, Emond, Clarkson and Zaun "aye" motion carried.. 76.7 .Motion by Emond seconded by Zaun to approve the sanitation license for Knutson Rubbish Service, Inc. Mako, Emond, Clarkson, Zaun and Curry "aye", motion carried. The matter of changing voting preci~.cts was discussed and a request was made to obtain a computeri2ed list of registered voters. .76.75 .Motion by Zaun seconded by Curry to acknowledge receipt of the disclosure statement presented by Mr. Mako. The statement is attached to these. minutes. Emond, Clarkson, Zaun and Curry "aye", Mako abstained, motion carried. Motion by Emond seconded by Curry to adjourn carried unanimously.
