HomeMy WebLinkAbout06-15-76 • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING JUNE 15,.1976 The meeting was called to order at 4:15 P.M. by Mayor Mako. Roll call was taken. Present: Emond, Mako and Curry. Absent: Zaun and Clarkson. Also present, Pat McGarvey, City Administrator, Robert Rosene, City Engineer, and Robert Schunicht, of .the Engineering Consultant firm, James Robinette, Public Works Director. Mr. Rosene presented the bid tabulation on bids received for the improvements to the streets in Dakota Heights-Oak Hills Additions. Bids were received from 8 firms with the low bid coming from Minnesota Valley Surfacing, Inc. in the amount of $188,052.30. The Engineer recommended the Council award the contract to Minnesota Valley Surfacing, Inc.... 76.313 Motion was made by Emond, seconded by Curry to receive the bid tabulations. Roll call was taken on the motion.. Ayes, Emond, Mako and Curry. 76.314 Motion was made by Emond, seconded by Curry to adopt Resolution 76-31 awarding the contract on the Dakota Heights-Oak Hills street project to Minnesota Valley Surfacing, Inc. in the .amount of $188,052.30. Roll call was taken on the motion. Ayes, Emond, Mako and Curry.` At":this time, Mr. Rosene and Mr.Schunicht presented the criteria under which they will proceed to prepare the storm. sewer drainage plan £or the City of Lakeville.> Mayor Mako emphasized to the Engineers that the Council's policy is to put water overland rather than through pipes where at all possible. It is also the policy to use drainage right-of-way to serve as a trail system where at all possible. The policy is also to maximize holding .areas for storm water. Mr. Rosene stated that the policy by the firm in preparing the storm drainage plan would be to .keep as much water on site and get it back into the water table as possible. The City Administrator explained that the City had been informed that we would not be receiving the Metropolitan Systems Statement for the Citp of Lakeville. from the Metropolitan Council until December of this year which s five months dater -than we expected. This would .cause a delay in completing the storm drain- age plan in that the Systems Statement is necessary before the Citp can proceed on the Land Use Comprehensive Plan, and that plan is necessary before the Engineer can complete the work on a storm. drainage plan. It was decided to get a meeting arranged with the Metropolitan Council to see why we cannot get our Systems Statement. sooner than December of 1976. It was .pointed out that the contract completion date for this storm drainage study was set for September of 1976- and that because of the October testing of the. lakes by the U.S.G.S., the completion date would have to be moved to January, 1977 barring any additional delay caused by the Metropolitan Council.
