.CITY OF LAKEVILLE SFECIAL COUNCIL MEETING'
OCTOBER 12, 1976
The meeting was called to°order at .4:00-P.M. by Mayor Mako. Roll call was
taken. Present: Emond,`Mako, Curry,-Zaun and Clarkson. Also present:
Patrick McGarvey, City Administrator; Pat Farrell, City Attorney; Robert
Pulscher; Financial'Gonsultant from the firm of Springsted, Inc.
At this time, Mr.<Pulscher opened six bids on the sale of General Obligation
'Improvement Bonds in'the amount of $630,000. The low bid was received from
the"First National Bank of St. Paul with a net interest cost of $406,328.45
at a net interest `rate of 5.8527%.
Mr. Pinscher commented that the bids were very close and competitive and re-
presented a very favorable interest rate to the City at this time.
76..526.. Motion was made by Emond,' seconded by Curry to accept the bids.
Roll `call was taken'on the motion. Ayes, Emond, Mako, Curry, Zaun and Clarkson.
Mr. Pinscher recommended that the Council award the "sale of the bonds to the
First National'Bank of St. Paul.
76.527.. Motion was made by _Emond, seconded by Zaun to adopt Resolution 76-61 authoriz-
ing the sale of $630,000 General Obligation Impravem+~nt Bonds to the First
National Bank of St: Paul.
'Roll call was taken on the mot on: Ayes, Emond, Mako, Curry, Clarkson and Zaun.
At this time the Council held a brief, final review of the proposed 1977 City
budget, ,and answered questions concerning the budget from some citizens pre-
sent at the meeting: Gerry Whittier asked .the Adminis rotor how much was in
the budget for Engineering Consultants n 1977 and the answer was $7:,200 for
technical assistance. This does not include any projects that maq occur in
1977. She questioned how the Engineer was paid '$232,000 during 19?5 and the
answer was given that the vast majority ,of that money was for several construe-
tion projects for which the City Engineer 'was paid based on a percentage of
.the contract~~of the_ cons ruction" company. The larger the
`dollar amount of the construction contract, the lower the percentage figure
for the engineering services.
Other citizens questioned the cost of engineering, inspection, and whether
the results of the 'work have been entirely satisfactory.
Marianne Curry stated that the Council had reached a consensus during abud-
get review meeting ;,being held on October 7, 1976 to consider 'retaining other
engineering consultants in 1977. She also stated that-due to the large
Orchard Lake sewer and water project and the, problems :encountered with getting
the sewer portion into operation in accordance with the specifications that
in. order to. protect the public's investment in that project, a qualified
registered engineer who 'had no relationship to the project should be retained
by the City to make the inspection near the end of.the one year maintenance
bond.
X76.528 >Motion was made by Curry, seconded by Mako that in order to protect the
$1,SQ6,904.09 public investment of the Lakeville citizens in-the Orchard
Lake project,`that the services of,a qualified, registered engineer, who
has no relationship to this or any other project in. the City, to conduct
the final inspection and review of the Orchard Lake project with the Public
Works Director before the maintenance bond expires be retained.
Roll call-was-taken on the motion. Ayes, Curry, and Zaun.' Nays, Emond,
Mako and'Clarkson,
76.529 The motion was then made by Curry, seconded by Mako to place the question
of considering the obtaining bf other engineering consultants for contracts
on future projects placed on the October 18, 1976 Council agenda for con-
sideration. _

Nay, Emond..
Councilman. Emond stated that he is not against placing it on the agenda
but. thought the October 18th date was too soon.
Approval of the insurance specifications was tabled,

76.530 Motion was made by Clarkson, seconded by Emond to adjourn the Council meeting...,
