CITY OF LAREVILLE SPECIAL COUNCIL MEETING

The meeting was called to order at 4:30 P.M.'bq Mayor Mako. .Roll call was taken.
.Present: Mako, Zaun, and Curry. Absents Clarkson and Emond.
Also present: Patrick McGarvey, Citp Administrator; Patrick Farrell, City Attorney.
76.670 Mo ion was made by Curry, :seconded by Zaun to approve the Sunday and On-sale
liquor licenses for the Lakeville V.F.W.-Club.
Roll call was taken on the motion. Ayes, Zaun,,Mako and,. Curry.
76.67 Motion was made by Zaun, seconded by Curry to approve an On-sale and Off-sale..:
beer .license for Lloyd's of Lakeville..
Roll call was taken on-the motion. Ayes, Mako, Curry and Zaun.
At this time the Council zeviewed a letter from the City Attorney concerning _
information on insurance liability payments under State Statutes and a tabula-
tion of insurance proposals received from three .agents on various insurance
coverages for the City of Lakeville. Each type of coverage was reviewed and
the premiums for the coverage. Comgarisons were made between the three agents
making. the proposals and the premium paid for the same coverage during 1976.
The City Administrator recommended that the Council ..delete .the purchase of
the $1,000,000 Umbrella coverage 'because of the high ,increase in premium:
compared to 1976 premium of $2,500. It was also pointed out that the present
insurance company, Midland, has until May 12, 1977 on the .current policy. The
-City could save money by letting that policy run its course until May 12, 1977.
It was recommended that the Council direct the successful agent to continue
his inquiry with other insurance companies in an effort to obtain an Umbrella
policy for a lower premium, or obtain an overlapping coverage of $500,000 for`
the liquor liability insurance only.. The Council 'decided to follow this re-
,commendation.
Mr. Brian-Lundquist and Mr. Vic:Kohlnhofer discussed with the Council their
proposals and reviewed eight items listing the service they-would provide
the City as appointed insurance agents. The Administrator pointed out-that
the insurance proposal .required each ,.agent to list who and what thep-would
do to provide various services to the City that would result in the best
coverage for the. lowest premium and help to reduce this coverage which
would. hopefully Lead to lower premiums in the future. Zt was a matter of
making ,the successful agent perform in accordance with their proposal.
Green Tree Agencp,'Inc. was the low bidder on the various insurance :coverages'
by-over $5,.000 over the next proposal from Mr. Lundquist and Mr. Kohlnhofer.
Mayor Mako explained that in today's times it would be very difficult 3ust
to try and explain to the public why a higher price was paid, even though
the specifications allow the Council to award a purchase to other than the
lowest bidder.
During the course of the discussion on insurance, the Council .directed-.the
City Administrator to have the insurance agent selected to include the
auxiliary police force under the Workmen's Compensation coverage and to
see if a similar..coverage.,that is provided the volunteer firemen can also
be provided to the auxiliary policemen.
The Council,.: Attorney, Administrator and agents .present also discussed the
need for an errors and omission coverage on elected and appointed City.-
officials. The Administrator was directed to begin the process to obtain
a quotation from he successful agent for this type of-insurance coverage.
76.67`2 Motion. was fade by Mako, seconded by Curry to award the purchase of he various
insurance coverages to the Green Tree Agency, Inc. for he coverages and premiums
shown on the tabulation amounting to $51,300.64, not ncluding the Umbrella
coverage."

76.67 Motion was made by Zaun, seconded by Mako to approve an On-sale Iiquor~license'
for RicharQ E. Lewis.

Council discussed with the"Administrator and the Attorney the requirements under
the Open Meeting Law-as it pertained to meeting with-employees-concerning salary
negotiations,-Nand he Administrator on the .method and procedure in reviewing and
deciding various salaries for City employees. No specific salaries were dis-
cussed for any employee `at this time. It :was decided that the Council should
meet during 1977 on the. 5th Monday of each :month in those months that have 5
Mondays, and that January 3I might be the.`appropriate time to pick up the matter
of.' alaries for employees for 1977.
76.674 Motion. was made by Mako, seconded by Zaun ~to adjourn the Council meeting.
