Mayor Jensen was sworn in and.Harry Clarkson was sworn in as councilman.. The invocation was given by Father Rowan. Presents Mako, Jensen, Emond and Clarkson. Also presents Robert Frigaard, Village Engineer and Dave Grannie, III, Attorney. Mako, Jensen, Emond and Clarkson "aye", motion carried. 74.2 Motion by Emond seconded by Mako to accept the minutes of the December 17, 1973: meeting as presented. Jensen, Emond, Clarkson and Mako "aye", motion carried. 74.3 Motion by Emond seconded by Mako to accept the minutes of the special meeting of December 31, 1973• Emond, Clarkson, Mako and Jensen "aye", motion carried. 74.4 Motion by Emond seconded by Mako to pay the claims against the Village. Clarkson, Mako, Jensen and Emond "aye", motion carried. The Water & Sewer minutes for Dee. 5 and Dec. 19, were presented. 74.5 Motion by Mako seconded by Clarkson to follow the recommendation of the Water & Sewer Committee and replace the "teleread" readouts with "speedread" meter readouts for ~5.t3o each. Mako, Jensen, Emond and Clarkson "aye", motion carried. The Park & Recreation minutes for December 12, 1973 were presented. 7~+.6 Motion by Jensen seconded by Emond to follow the reco~nendation of the Fark & $eereation Committee and appoint Mrs. Laney Enright to fill John I3rka1's position. .Jensen, Emond, Clarkson and Mako "aye", motion carried. The Planning Commission minutes for December 27, 1873, were presented. 74,7 Motion by Ei~ond seconded by Clarkson to follow the recommendation of the Planning Commission and grant Edwin. M. Swanson a variance to lot size for Lot Block 20, Antlers Park Addition. Emond, Clarkson, Mako and Jensen "aye", motion carried. 74.8 .Motion by E1~ond seconded by Mako to follow the recommendation of the Planning Commission and grant Edwin M. Swanson a building permit for a Wausau Home. Clarkson, Mako, Jensen and Emond ".aye", motion .carried. 74.9 Motion bg Jensen seconded by Emond to follow the recommendation of the Planning Commission and amend Ordinance No. See. 9.~+, Paragraph 3 and 4rdnanee T+To. 11 to read as follows: („where no sanitary sewer and icipal -water system is available, the following requirements shall be observeds three acres"). Mako, Jensen, Er~ond and Clarkson "aye", motion carried. Motion by Emond seconded by Clarkson to follow the recommendation of the Planning Commission and grant Jaek Fairholm a building permit for a building at 21541:Kenrch. Motion withdrawn. 74.10 Motion by Jensen seconded by Mako to continue this building permit request until Mr. Farholm returns to the council with some recommendations regarding the outside appearance of this building facing the freeway. Jensen, Emond, Clarkson and Mako "aye,', motion carried. 74.11 Motion by Emond seconded by Mako to deny the recommendation of the Planning Commission to require the filling. of cesspools where sewer and water have been installed. Emond, Clarkson, Mako anal Jensen "eye", motion carried. The purchase of Antlers Park was discussed. Mako, Jensen, Emond and Clarkson "aye", motion .carried. 7+.14 Motion by Jensen seconded by Mako to accept the resignation of Clinton Zweber from the Hunan Rights Committee. Jensen, Emond, Clarkson and Mako "aye", motion carried. 7+.15 Motion by Emond seconded by Mako to grant Va11ey Sanitation Co. a garbage license for 197+. Emond, Clarkson, Mako and Jensen "aye", motion carried. 7.16 Motion by Mako seconded by Jensen to grant Lester Frank a garbage license for 197. Mako, Jensen, Emond and Clarkson "aye", mots©n carried. 7.18 Motion by Emond seconded by Mako to grant Fischer Construction Co. an excavating permit for 1974. Emond, Clarkson, Mako and Jensen "aye", motion carried. 74.20 Motion by Mako seconded by Eattond to graft Dow Aggregates a gravel permit for 1974. Clarkson, Mako, Jensen and Emond "aye", motion carried. 7~F.21 Motion by Jensen seeondeci by Emond tc~ grant Denny Dunham a gravel permit for 1974. Mako, Jensen, Emonel and Clarkson "aye", motion carried. Letters were presented from both newspapers. A letter regarding group insurance for employees, was presented. Mr. Mako will .form a cormni.ttee to look into this matter. The continued hearing on Highview Avenue was opened at 9x34 P.M. ~rir. Frigaard gave a resume of the report he had prepared for the preliminary heari~ag . Jim Johnson asked if this road would be constructed along the section line and how it would affect the homes built on Highway 46. Mr. Dick Sexton asked if there was a Head for this road anal how much development was. proposed in this area. The research consultant for Dynasty Investment said that he felt this road should be constructed so that the different developers could plan access roads. 74.22 Motion by Mako seconded by Jensen tcj order this project and authorize the engineer to prepare the plans and epees f©r Highview Avenue. Jensen, Clarkson, and Mako "aye", Emond opposed, motion carried. 74.23 Motion by Jensen seconded by Mako to have a reciprocal agreement with the school and not ehar~e them for sweeping as they do not charge. us for using their facilities. Emond, Clarkson, Mako and Jensen "aye", motion carried. 74.24 Motion by Jensen seconded by ~,mcnd to authorize the .clerk to attend the Management Education for Supervisors seminar.. Mako, Jensen, Emond and Clarkson "aye", motion carried. 7+.26 Motion by Emond seconded by Mako to approve the plazas and specs for water and sewer extensions to Iteri and .Jacquard Avenues and to set a bid letting date of January 31. Clarkson and Jensen "aye", Emond abstained and Mako opposed, motion carried. 7+.33 Motion by Jensen seconded by Clarkson to appoint Paul Oxley Civil Defense Director for the City..
