Also present; Pa.t Farrell, City Attorney and Robert Frigaard, City Engineer. 7~+.~5 Motion by Emond seconded by Clarkson to accept the minutes of the January~l~+, 197+, meeting as presented. Jensen, Emond and Clarkson "aye", motion carried. 7~+.~+6 Motion by Clarkson seconded by Emond to pay the claims against the City. Emond, Clarkson and Jensen "aye", motion carried. Mr. Mako arrived at $ao5 P.M. 7~+.~+7 Motion by Emond seconded by Clarkson to pay the claims against the Liquor Store with the exception of 5385. Clarkson, Mako, Jensen and Emond "aye", motion carried. 7~+.~+8 Motion by Emond seconded by Jensen to adopt the resolution authorizing the acquisition, installation and leasing, etc. re Barry S. Johnson Land Surveyors, Inc., copy attached. Mako, Jensen, Emond and Clarkson."aye", motion carried. Layne Esswein, representing the Valley Park Snow Festival presented a procl~nation .which was signed by Mayor Jensen. Festival buttons were also presented. to the council, Mr. Sam Lien, chairman of the Industrial Commission, presented a report on the Comm3.ssion's activities to date. He also presented his letter of resignation. 7~+.~+9 Motion by Mako seconded by Etnond to accept the resignation of Sam Lien from the Industrial Commission. Emond, Clarkson, Mako and Jensen "aye", motion carried. 7~+•5a Motion by Jensen seconded by Mako to appoint Gail Davis to replace Sam Lien on the Industrial Com¢ni.ssion. Ecnond, Clarkson, Mako and Jensen "aye', motion carried. The Park and Recreation minutes for Jan. 9, 197+, were presented. A preliminary plat of Lakeridge Addition with park designation as approved by the Park and Recreation Committee was presented for the City files. A letter from the City of Burnsville in regard to the Crystal Lake Drainage plan. was discussed. 7+.51 Motion by Mako seconded by Emond to table a decision on the Crystal Lake Drainage problem until the lst meeting in March for more information from the engineer. Clarkson, Mako, Jensen and Emond "aye", motion carried. The Planning Conuni.ssion minutes for Jan. 10, 197+, were presented. 7.52 Motion by Mako seconded by Emond to approve the preliminary plat for John Hrkal with the following conditions 167th St. to be deleted, $60o park donation be presented, the dedication of 30 feet of easement on Langley Ave., the City foregoing the Bond & Lots 1 and 2 will be combined. Mako, Jensen, Emond and Clarkson "aye", motion carried. 7+.53 Motion by Emond seconded by Jensen to grant Art Liebfried a building permit for an office building sub,jeet to the engineer's signature and if the complete building is not finished in one year, the unfinished end must be bricked up. Jensen Etnond, Clarkson and Mako "aye", motion carried. 7~+.5~+ Motion by Emond seconded by Jensen to appoint Grannis & Grannis City attorneys and Bonestroo, Rosene, Anderlik and Assco., City engineer. Ernond, Clarkson, Mako and Jensen "aye", motion carried. It was decided that in the future the attorney would resign from any case where two comamanities~4d~.i~/sagree. < CITY OF' I~AKEt~T,T,F COUNCIL MEETING JANUARY 21, 197~F 7+.55 Motion by E~nond seconded by Clarkson to grant a building permit to Mr. Fairholm ..subject to the following of the artst~sconcept of the building. Eanond, Clarkson, Mako and Jensen "aye", motion carried. Mr. Clarkson felt that something should be done about tornado shelters in new buildings. Mr. Clarkson was appointed to follow this matter up with the Planning Commssio n, Civil Defense and other affected persons. Mr. C~.ley reported about the fuel crisis. in the City. 7+.56 Motion by Mako seconded by Clarkson to authorize the mayor to sign the form .for f~.iel allocation. Clarkson, Mako, Jensen and E<nond "aye''', motion carried. 7+.57 Motion by Clarkson seconded by Mako to accept the letter of resignation presented by James Robinette who. is ©n the Park and Recreation Committee. The Council commends Mr. Robinette for an excellent year as chairman of the Park & Recreation Committee. M,ako, Jensen, E~ond and Clarkson "'aye", motion carried. 7+.58 Motion by Clarkson seconded by Emond to hire James Robinette as Public Works Director at a salary of $12,aQG yearly starting on Feb. 1, 197+. ~ Jensen, E~nond, Clarkson and Mako "aye", motion carried. ~ ~ 3 ~~ss~ I' 7+.59 Motion by Mako seconded by Jensen to acknowledge receipt of claim against 'Vern Donnay and the City. Eanond, Clarkson, Mako and Jensen "aye", motion carried. 7~+.6o Motion. by Mako seconded by Clarkson to instruct the clerk to send a letter to the snowmobile Club for its cooperation in observing the ordinance and handling of problems and to the snowmoblers in the City for their cooperation. Clarkson, Mako, Jensen and Emond "aye", motion carried. 7+.61 Motion by Emond seconded by Jensen that Mr. Clarkson attend the seminar for .newly sleeted officials with his registration. being paid by the City.
