CITY OF LA.~{EtTILLE COUNCIL MEETING
FEBRUARY-11, 197+
The meeting was called to order at 8x00 P.M. by Mayor Jensen. Flag pledge
followed. Present; Brander, Mako, Jensen, Emond and Clarkson.
Afro present; Robert Frigaard., City Engineer and Pat Farrell,. City Attorney.
7~.7~+ Motion by Mako seconded by Emond to accept the minutes of the February
197~F, meeting as corrected. Brander, Mako, Jensen, Emond and Clarkson "aye",

7+.75 Motion by Mako seconded by Clarkson to hire Scott Johnson for the clerical.

Mr. Ackerman presented his repcart for the month of January.
Mr. Farrell presented a resolution for authorizing City f`undr for the control
of oak wilt and dutch elm disease.
7+.76 Motion by A~ako seconded by Brander to adopt the resolution authorizing the
expenditure of City funds for the control of .:oak wilt disease and dutch elm
disease, copy attached. Jensen, Emond, Clarkson, Brander and Mako "aye",
motion carried.
Mr. Farrell also reported on the progress of obtaining easements for the
Qity projects.
Mr. Frigaard presented his monthly report.
74.77 Motion by Jensen seconded by Mako to adopt the resolution authorizing the
condemnation of Eleanor Sullivan and Joel Frank property for the use of
right of way and the sewer and water extensions on Jacqu~.rd Ave.
Emond, Clarkson, Brander, Mako and Jensen "aye", motion carried.
7+.78 Motion by Jensen seconded by Mako to adopt. the resolution for the appropriation
of Municipal State Aid Funds to the C. S. A. H. Project, copy attached.
Clarkson, Brands, Mako, Jensen and Emond "aye", motion carried.
The Planning Commission minutes for Jan. 31, 197, were presented by Karl
Lutgens.
7+.79 Motion by Emond seconded by Brander to follow the Planning Commission recommendation
and grant Robert D. and Yvone Hillman a conditional use permit for beauty
shop at 16366 Flagstaff Ave. for a period of two years. Brander, Mako, Jensen,
Emond and Clarkson Faye", motion carried.
7+.80 Motion. by Mako seconded by Emond to follow .the recorcnnendation of the Planning
Com~n3.sron and approve the preliminary plat of John Hrkal..wth the changer
as recommended by the council. Mako, Jensen, Emond, Clarkson and Brander "aye",
motion carried.
7+.81 Motion by Emond seconded by Brander to follow the recommendation of the Planning
Commission and appx^ove the final plat of John Hrkal with the bonding requirement
for Langley Avenue waived. Jensen, Emond, Clarkson, Brander and Mako "aye",
motion carried.
The preliminary plat for Lakeridge Addition was presented and the various
proposed requirements discussed.
7+.82 Motionn by Jensen seconded by Brander to rifer the ASC report on Lakeridge Plat
to the City Engineer for his evaluation. Emond, Clarkson, Brander, Mako
and Jensen "aye", motion carried.
7+.83 Motion by Emond seconded by Mako to write off the NSF checks as presented on
the attached list. Clarkson, Brander, Mako, Jensen and Emond "aye", motion carried.

Lakeville Volunteer Fare Departanent as shown. on the attached letter.
Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried.
7+.85 Motion by Jensen seconded by Brander to .refer the matter of .the transfer
between funds for revenue sharing to Mr. Farreli for a recormnendation.
Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried.
Mr. Robinette, Public Works Director, advised the council regarding the
kasha laws and record keeping requirements. He also made a request for funds
to install an office at the maintenance building.
7+.86 Motion by Clarkson seconded by Emond to authorize the expenditure of not more
than ~46f)Q by the Public Works Director for partitions and office equipment.
Jensen, Emond, Clarkson,. Brander and Mako "aye", motion carried.
7+.87 Motion by Mako seconded by Clarkson to appoint Mr. Robinette, City Forester.
Emond, Clarkson, Brander, Mako and Jensen "aye", motion carried.
Various future conferences were discussed by the council and the clerk was
instructed to make four reservations for a community betterment meeting on
the l~Fth of Feb.
7+.88 Motion by Emond seconded by Brander to grant NSP a utility permit to install
electric underground cable in Clay's Acres to provide feeds to new street
lighting,(permt in file) Clarkson, Brander, Mako, Jenren and Emond "aye",
motion carried.
Motion by Emond seconded by Brander to adjourn carried unanimously.
