Present; Brander, Mako, Jensen, Mond and Clarkson. Also present; Robert Frigaard, City Engineer. 74.89 Motion by Brander seconded by Emond to accept the minutes of the February 11, 1974, meeting ar presented. Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried. 74.90 Motion by Emond seconded by Mako to pay the claims against the City, list attached. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried. 74.91 Motion by Mako seconded by Brander to pay the claims against-the Liquor Store, list attached. Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried. 74.92 Motion by Clarkson seconded by Mako to hire Thomas Erickson as a police officer. Emond, Clarkson, Brander, Mako and Jensen "aye", motion.carred. Mr. Thomas Erickson war sworn is as a police officer on the Lakeville Police Departanent. Mr. Radermaeher, Police Chief, presented a resolution for criminal ,justice law enforcement and requested that it be approved and that the council appoint one member of the council to serve with the chief. 74.93 Motion by Jensen seconded by Brander to adopt the resolution for law enforcement and appoint Mr. Ed Mako to serve on a committee with Mr. Radermaeher. Clarkson, Brander, Mako, Jensen and Emond "aye", motion carried. Mr. Oxley, Civil Defense Director, appeared before the Council to request' authorization for a purchase. 74.94 Motion by Emond seconded by Clarkson to authorize the expenditure of up to $1000.CC? by Mr. Oxley for the equipment as described on the attached list. Brander, Mako, Jensen, Emond and Clarkson "aye",.motion carried. Mr. Fri~aard presented his report of his review of the S.C.S report on Lakeridge Plat, copy attached. Mr. Don Witt asked the council if this plat would not affect the lake level and that his home is built below the high water level. He also stated that some of the residents had asked the conservation department to come out and make a study. Mr. Donald Clarke was also,-.ec~neerned about this plat affecting the ecology of the lake. John Huber said that he would give some land for a walkway and easement with the understanding that this would remain in its natural state. 74.95 Motion by Clarkson seconded by Mako to deny the Lakeridge Flat approval until such time as roads can be established throughout the plat so that no variances ass ne~eessary. Clarkson "aye", Mako, Jensen, Emond and Brander opposed, motion failed. It was felt that if no homes were built on lots 4 & 5, Bl. 3, a temporary cul-de-sae placed on the end of the long street, a permanent cul-de-sac on the short street and consideration of the Planning Commission recommendations, S.C.S. recommendations and engineer's recommendations followed, this plat could be approved. 74.96 Motion by Jensen seconded by Mako to approve the preliminary plat of Lakeridge Addition with a temporary easement provided for a temporary eul-de-sae at the .end of Jersey Avenue, a permanent cul-de-sae on Java, redrawing of lots 4 & 5, B1oek 3 to one lot with no building on low area and the recommendations of the Planning Commission, Soil Conservation Service and the city engineer bring followed. Emond, Clarkson, Brandes, Mako and Jensen "aye", motion carried. A letter from I~SP regarding street lights in Airlake Industrial Park was discussed. 7.98 Motion by .Tenser seconded by Brander to appoint the four members to the Planning Commission as recommended by the Planning Commission. Copy of list attached. Brander, Jensen and Emond "aye", Clarkson and Mako opposed, motion carried. 7+•99 Motion by Emond seconded by Clarkson to follow the recommendation of the Public Workr Director and purchase a tractor from the Deer Trail at the quoted price of ~~F641.27 plus a sunroof for $lOC, Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried.. All quotations on file in clerk's office, 74.100 Motion by Emond seconded by Brander to approve the appointment of Robert Raymond, Jr. on the payroll temporarily for 30 days and authorize the clerk to advertise for a full time man. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried. .74.101 l~~otion by Brander seconded by Mako to authorize the signing of agreement with NSP for the extension of 3 phase power to the lift station No. 1 at Lake Marion The estimated cost it ~34DO to be chargeable to the pro,jeet. Jensen, Eanond, Clarkson, Brander and Mako "aye", motion carried. 74,102 Motion by Jensen seconded by Mako to authorize the clerk to make reservations for Mr. Mako, Mr. Jensen and Mr. Clarkson to the legislative meetings on the 28th of February. Emond, Clarkson, Brander, Mako and Jensen "aye", motion carried. Mako 74.103 Motion by Clarkson seconded by/to authorize, .the City Engineer to do a survey and make a preliminary report for the improvement of the drainage ditch in Valley .Park which lies between Cedar Ave. to Dodd Road. Clarkson, Brander,. Mako, Jensen and Emond "aye", motion carried. zt was decided to check with New Market, Eureka and Elko to find out the latest assessed valuation for the fire department. The clerk was also requested to send a letter to Northfield. to see if they would like to renew the mutual aid. agreement. The clerk was instructed to make reservations for the council members and their wives at the state convention. Motion by Emond accorded by Clarkson to adjourn carried unanimously.
