Present; Brandes, Mako, Jensen, Emond and Clarkson. Also present; Robert Frigaard, City F.hgineer and Pat Farrell, City Attorney. 7~+.1~3 Motion by Eanond seconded by Mako to accept the minutes of the. March ~F, 1g7~+, meeting as presented. Brander, Mako, Jensen, Ernond and Clarkson."aye", motion carried. Mr. Ackerman presented his February permit report to the council. He also discussed other various matters. Mr. Frigaard presented his engineering report. Mr. Farrell reported on the acquisition of easements and right-of-ways for the various City projects. 7~F.12~ Motion by Clarkson seconded by Mako to authorize the payment of $1$0 to E-H, Inc. $2©©.OO to Aquarius, Inc. and 2$©.CC to_the Board of American Missions of the Luthern Church in America. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried. 7+.125 Motion by E~ond seconded by Brander to settle the balance of the account on the municipal maintenance building:4with the cheek r€~ade out to Mono Industrial and Northern Bonding Company. Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried. The Planning Commission minutes for Feb,28, 197+, were presented. 7+.126 Motion by IInond seconded by Brander to follow the recommendation of the Planning Commission to approve the final plat of Oak Hills 2nd Addition subject to current restrictions and all bond requirements. gnond, Clarkson, Brander, Mako and Jensen "aye", motion carried. 7+.1.27 Motion by E~nond seconded by Brander to follow the recommendation of the Planning Commission and approve the final plat of Oak Hills 3rd Addition subject to all the water and sewer restrictions and to the bonding requirements. Clarkson, Srandes, Mako, Jensen, Emond "aye", motion carried. The Council interviewed Dick LeRoy for the Park 8c Recreation Committee position. 7~F.128 Motion by E~nond seconded by Clarkson to appoint Dick LeRoy to the Park and Recreation Committee. Brander, Mako, Jensen, E~nond and Clarkson "aye", motion carried. Glenn Nord, representing the downtown merchants, explained to the Council that the downtown merchants were receiving complaints that there is not. enough parking to accommodate every one who wishe, to shop and that on busy nights, the liquor store customer's-ears were spilling over from that parking lot. He said that the merchants need to maintain a business community and that funds are limited for more parking lots. Mr. Farrell told the Council. .that it could create: an. assessment district spreading the cost to the downtown merchants. First the engineer should prepare a feasibility study with the description of the property to be assessed and the figures of the estimated cost-& r~hether or not the particular cites are. appropriate for establishing parking and for perimeter of assessment district. A hearing would be held upon receipt of -the report and this .would be handled the same as other City projects. The bonding would be similar to sewer and water and street improvements with no election needed. 50~ of the cost must be assessed and each parcel of land could be assessed on a certain formula which would be fair to all land owners. It was agreed. by the Council that the Liquor Store parking facilities are not large enough. Mr. Egan Anderson, Chairman of the Downtown Merchants Assn. was also present. (1> t E CITY OF LAI~TILLE COUNCIL MEETING MARCH 11, 1874 74.129 Motion by Emond seconded by Mako to authorize the engineer and attorney to prepare a feasibility study for more parking facilities in downtown Lakeville. Mako, Jensen, Il~nond, Clarkson and Brander "aye", motion carried. The sidewalk policy was discussed and Mr. Farrell advised the Council that by ordinance it is permitted to require sidewalks., in subdivisions. 74.130 Motion. by Clarkson seconded by Brander to require Parkside to install sidewalks ar©und the outside perimeter of Block 1 which is bounded by Hollins Ave., 203rd Street and Holiday Ave., a ~ foot bituminous walkway throughout Outlot B and a 5 foot bituminous walkway easement. between lots 14 and 15 in Block Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried.. Mr. .Morris Anderson of Springsted, Inc.. reviewed their suggested agreement for a five year capital improvements study. More review will be made before any decision is reached.. 74.132 Motion by Mako seconded by Clarkson to adopt the attached wage schedule and to pay the police chief X17,404 per year and to give the investigator an additional 50 per month over the schedule rate. 74.113 Motion by Emond seconded Mako to amend the previous motion and pay the police chief $17,.100. Brander and Emond "aye", Clarkson, Mako and Jensen opposed, motion failed. Roll call on motion 74.132: Emond, Clarkson, Brander, Mako and Jensen."aye"', motion carried. Mr. Jensen presented a request from the school for four lights on the road at the Orchard Lake School. 74.134 Motion by Mako seconded by Brander to refer the request for Zights at the Orchard Lake School to the engineer and Dakota Electric for a recommendation. Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried. George Grohoski appeared to request an excavating permit from the council so that he can start grading for roads. It was decided that the road grades would have to be established and the necessary bonds posted for this permit to be approved. 74..135 Motion by Clarkson seconded by Mako to authorize the expenditure of $700 .for a steam jenny with this money to be paid from the street funds acid X360 for. a generator to be paid from the park funds. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried. 74.136 Motion by Clarkson seconded by Brander to close applications for the park maintenance position. Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried. Septic tank dumping was.<dscussed. 74.137 Motion by Brander seconded by Emond to adopt the revised resolution revoking and establishing state aid highways, copy attached, Emond, Clarkson,: Brander, Mako and Jensen "aye'",.motion carried. 74.13$ Motion by Clarkson seconded by Mako to authorize the clerk to purchase two files.. Clarkson, Brandes, Mako, Jensen and Emond "aye", motion carried. 74.139 Motion by Mako seconded by Clarkson to acknowledge receipt of the additional names for the petition of those against water and sewer extensions to Iteri Avenue. Brander, Mako, Jensen, Emond and Clarkson "aye",.motion carried. Mr. Jensen reported that Bud Berres has offered X25 per sere rent for the 20 acres of Taylor property.- 74.140 Motion by Clarkson seconded by Jensen to authorize the clerk to advertise for bids the 20 acres. of Taylor property.
