Also present; Robert~Frigaard, City Engineer and Pat Farrell, City Attorney. 7+.142 Motion by Brander seconded by Clarkson to accept the minutes of the March 11, 197, meeting as°,presented. Brandea, Jensen, Ei~nd and Clarkson "aye", motion carried. 74:143 Motion by Clarkson reeonded by Brander to pay the claims against the City, list of elgims attached. Mako, Jensen, Emond, Clarkson and Brander "aye", motion... carried. 74.144 Motion by end seconded by Mako to pay the claims against the 1iQuor store, list of claims attached. Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried. John Wren and Russ Tripp of the V. F. W. presented flags to the City Council for the maintenance building and the City ..Hall. Mr. George Groht~ski appeared before the Council to request an excavating permit. 74.145 Motion by Mako eeconded by Jensen to adopt the resoleion prepared by the. attorney granting G 8c G Builders an excavating permit subject tca certain conditions, copy attached. Emond, Clarkson, Brander, Mako and Jensen "aye"', motion carried. 74.146 A~toton by Mako recorded by Emond to acknowledge receipt of the petition for water and sewer extensions to the Schweich Addition, copy attached. Cla rkson,..Brander, Make, Jensen and Emond "aye",.motion carried. 74.147 Motion by Emond seconded by Mako to authorize the engineer to prepare a feasibility. study for sewer and water extensions to the Schweich Addition and to turn the study over to the Water and Sewer Com+~i.ttee for a recommendation. Brander, Mako, Jensen, Hmc:nd and Clarkson "aye", motion carried. 74.148 Motion by Mako seconded by Brander to acknowledge receipt of the petition for water and sewer extensions to the Lakeridge Addition. Mako, Jensen, Emond, Clarkson-and Brander "aye", nyotion carried. 7+.149 .Motion by Clarkson seconded by Brander to authorize the engineer to prepare a feasibility report on water. and sewer extensions to Bassett's Addition, Lake€ridge Addition and the new school site. Jensen, Emond, Clarkson, Brander and Mako "aye",motion carried. Mr. Farrell will cheek with the County regarding .the tax forfeited lands. Mr. Dave Seppelt, the City Ixisuranee Agent, reviewed the insurance coverage with the Council. Mr. Farrell reported on the progress of the acquisition of the Quist property. 74.150 Motion by Jensen seconded by Emond to hire John Graff for the position aian the park depax^tment to start about A~aril 1. end, Clarkson, Brander, Mako and Jensen "aye", motion carried. 74.151 ..Motion by Mako seconded by Brander to authorize the Mayor and Civil Defense aireetor to attend the Governor's Conference on National Disaster on Thursday. Clarkson, Brander, Mako, Jensen .and Emond "aye", motion carried. Mr. Jensen reported that a National United Nations Day chairman should be appointed. ~1) • CITY OF LAKEVILLE CDIINCIL MEETING • MARCH 18, 197+ 7+.152 Motion by Mako seconded by Baond to change the starting salary for the beginning maintenance men to X766.00 per month. .Clarkson, Brandes, Mako, Jensen and.~ond "aye", motion :carried. Mr. Frigaard gave a report on the Crystal Lake Drainage area showing the area involved on the map he has prepared. Z'bte written report is not ready at this time. He showed the Council and the homeowners from Crysta]. Lake the area, 9$3.~ acres, which is involved and the different drainage ways to the lake. ,He also showed where the water could be ponded to slow the drainage. It was felt treat the engineer should meet with Burnsville regarding the different figures involved and to put together a criteria on which to base arty future participation by the City. There was a discuasion by the council regarding the method of appointing members to: the various committees. It was felt that some guide lines were nea~cied for this . Mr. Mako reported on the proposed rate increases by Metro Cable, Inc. 7.153 Motion by Mako seconded by Emond to adopt the resolution approving the rate increases for Metro Cable, Inc., copy of resolution attached. Brandes, Mako, Jensen, Emond and Clarkson "aye", motion carried. Mr. Mako reported to ~e Council on a proposed committee to ,loin with a national committee to celebrate the bicentennial of the country. $e felt that trii.a program should be provided for in. the budget.. Mr. Jensen appointed Mr. Mako temporary chairman of the bacentexmial group to head up the ..committee. Mr. Brandes reported on votematie voting machines which sell for $221)0. Mr. Robinette requested funds for an extension to the sidewalk in front of the Council chambers and to install a flag pole.. 74.15+ Motion by Mako seconded by Brandes to authorize the expenditure of up to $300 to extend the sidewalk and to install.. a flag pole. Mako, Jensen, ~aond, Clarkson and Brander "aye", motion carried. Mr. Robinette reported on the light for the corner of county Raad 6~ and State Highway #50. He said that the utility companyy had recommended installation of a light on each side of the reed to give better illumination.. 74.155 Motion by Emend seconded by Clarkson tc3 approve the installation of two Zights at tree career of County Road 64 and State Highway ~'j0. Jensen, E~ond, Clarkson, Brander and Mako "aye", motion carried. The clerk was instx~aeted to notify the utility company of this motion. A recommendation for "NO Parking" signs was referred back to the police for their recommendation. 74.156 Motion by Agako seconded by Brander to follow the recommendation of the Public°. Works Director and purchase a trailer for the park departanent from Hayden- Murphy at the cost of ~1,875.OC. Emond, Clarkson, Brander, Mako and Jensen "aye", motion carried. 74.157 .Motion by Clarkson seconded by Emend to authorize the electric company to move the poles and bury the cable in Antler's Pang and to waive the excavating permit fee. Clarkson, Brander, Mako, Jensen and Emond "aye", mcation carried. i • CITY OF LAKFJVILLE COUNCIL MEETING M~cx 18, 1g7~+ Faith McCagey presented a list of expenditures which the Civic Theatre Group would like approved for payment. 7+.158 Motion by Clarkson seconded by Emond to authorize the expenditure of up to ~10D4 as budgeted for the Lakeville Civic Theatre Group.
