Members present; Brander, M~so, Jensen, E~aond and Clarkson. Also present; Robert Frigaard, City Engineer and Pat Farrell, City Attorney... 7+.159 Motion by Mako seconded by fond to accept the minutes of the March l8, 1g74, meeting.waa presented. Brander, Mako, Jensen,. Emond and Clarkson rays", motion ..carried. 74.160 Motion by Mako seconded by Branates tm pay the claims against the City.. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried:. List attached. The Park and Recreation minutes for March l3, 197, were presented. It was noted for future xeferenee that the Park Committee recommends a $1320 park donation in lieu of land for Logarto Second Addition. 7.161 Motion by Emond seconded by Mako to follow the recommendation of the Park & Recreation Committee and apply the X2500 Ritter Park rental. fee to Ritter Park improvements. Jensett, fond, Clarkson, Brander'and Mako "aye", motion carried. The Plarmng Commission mixnttes for March 14 were presented. 7+.162 Motion by Mako seconded by Brander to table a decision on the Art Leibfried revised shopping center plan until 8x30 P.M. on the 8th of April at which time .the engineer will return with information from the state regarding the highway access e3~r~.~eways. Haond, Clarkson, Brander, Mako and Jensen "aye", emotion carried. The March 20 Water and Sewer Committee minutes were presented 7+.163 Motion by Ensond seeonded,by Clarkson to adopt the resolution approving water and sewer rates, resolution attached. Mr. Swanson of N.S.P., presented information regarding the high pressure sodium lights and the costs of the same to the Council. 7~+.16~+ Motion by Haond seconded by Brander to approve the installation of the high pressure sddiu~ Sights from the corner of Holyol~e and 202nd Street-to .the corner of Holyoke and 210th Street, the nstallatiom'of lights in ,Ai.rlake_ .Park as shown on the revised plan which was recommended by the Engineer and ' two lights at the corner of'.Dodd Boulevard and 21Uth Street. Mr. ~i.chard Todd appeared to request information as to what further action he would have to take to get the roads iaa his plat approved. Trio bids mere rsceived and are _attached to°-=these minutes. 7+.171 Motion by Mako seconded bg ~mond to accept the bid"of C=eorge Warweg,which is in the amount of $~+l per acre,upom the subma.tting of one half the rent in advance. Jensen, E,mond, Claxkstrn, Brander and Mako "aye", motion carried. Mr. Farrell and Mr. Frigaard presented the feasibility study for the acquisition of certain land for parkixgg lots. Mr. Farrel told which lots should be purchased.,. the two ad~aeentlots to the liquor store and the Heller. property on the. corner of 207th St. and Holgoke Ave. He said that the- estimated cost of this project is $125,QC© and showed the cotancil on the city Wrap wh:i.eh lots, parcels ar~d blocks would be benefitted bg th:~s improvement. 7.172 Motion by Ind seconded bg Clarkson tc3 set the hearing Por the acquisition ®f the property for parking lots fmr the 15th of April at 9:€>o P.M. nnond, Clarkson, Brander, Mako ax?d Jensen "ays" motion carried, Jim Ballinger, Dave Erstad and Jim Allman were interviewed by the ;council for the open positions on the Park & Recreation Comani.ttee. Mr. Mako reported that he would like to send out letters to varioua groups to find out which ones would be interested in serving on file Bicsntenr~i.a1 Committee. Mr. Robinette reported on the new signs that are required and said.. that state funds n~.ght be available to replace signs now in use. A survey `is being made of the signa now in use in Lakeville. 7.173 Motion bg Ep~ad seconded by Brander to fallow"..the recommendation of the public works director and authorize him to proceed as per his report on Antler's Park.. A meeting has been set .for Tuesdag, the 9th of Aprii, to review the audit report with the auditor axid to discuss reconanendations for the hiring of an administrator..
