Present; Brander, Mako, Jensen, Emvnd and Clarkson, Also present; Robert Frigaard, City Engineer and James Taurinskas, substituting for Pat Farrell, City Attorney. 7~+.25~+ Motion by Nlakv seconded by Emond to accept the minutes of the May 6, 197+, meeting as presented. Brander, Mako, Jensen, Emond and Clarkson "aye", mc~tivn carried. The building inspector presented his.. report for April. ~e engineer presented his report and reviewed the status of the City projects for .the Council. The Sewer and Water minutes for May 1, 197~F, were reviewed and the recommendation Yor the assessments to be charged for the new high school are to be presented tv the school board for recommendation. 7+.255 Motion by Emond seconded by Brander to postpone action on the'~assessments to the school recommendation;until after the special meeting with the school board on May 22. Mako, Jensen, Emond, Clarkson. and Brander °"aye", motion carried. .The representative from Northwest Bituminous did not appear as he had: been requested to do. ~aek Pavlike and Mrs. Thelma Geier, 'residents near this oper~:tion, said that they could verif~r the fact that Northwest Bituminous begins its. operation before 6:00 A. M. Mr. Ackerman will check with Northwest Bituminous and have their representative appear at the next council meeting. The hearing on the water and sewer extensions to North Lake Marion was opened at 8:30 P.M, After the Notice of Hearing was rasa, Mr. Frigaard reviewed his preliminary report for the interested persons present. A list of these persons is attached to these minutes. Mrs. Evelyn Holmberg asked how this sewer and water extension would affect the sale of her property. Marianne Curry asked if there is a proposed timetable for this project and how is the lift station..to be financed. It was explained that the lift station is financed as part of the trunk cost. Mr. Don .Witte. asked if the treatment plant would be able to handle all these connections and was told that there will be a new plant built to handle this. She also asked what the population projection for the future is and if this project is based on that projection. Mr. Mike Dannaher asked how the cost for each parcel and lot would be determined as the lots are not all the same size. Mr. W. E. Sabatka asked iY the .size of this trunk would handle-this complete area and why the area to the east is excluded from this assessment. It was explained that the area. to the east is another drainage area. Mr. Ron Ley asked what services are provided Yor in Suburban Acres. Mr. C. Busharel asked if there is a Yront footage charge as well as this area charge and was told there was. Marianne Curry asked if this project was according to-the Metropolitan Guide. policy and. if there is any federal money available. Ella Fvlkrod wanted tv lrnow why she ds included i.ri this project and how the lines were decided. It was explained that this is .all in this particular drainage area that would be picked up by this sewer. Mr. Sabatka felt that he should not have to pay far something that he would. not be using i~n~the foreseeable future. Glen Nord speaking for Dr. Lester Gallett said that his client would disapprove. of this project if the lapel is not sold to George Grohoaki but on the other hand his client, Mr. Grohoski, is greatly in favor of this project.. Tom Ras~.ssen asked if all the Orcharc'l Lake sewer and water would be extended from the Lakeville system and was assured that it would. Ron Ley asked .how he could be assured oY not paying another area charge `when the project is extended. to a-hard Lake. George Handel asked how the trunk extensions would be paid for if only an area charge is assessed. He was told that this-had been worked out in adgance by the Council and the financial consultant and engineer. Rage • Sather asked what had been done as far as storm sewers are concerned and i a lake study had been started yet. Mayon Jensen replied that the :City is - ~ ~ process of working out some agreement with the Department of Natural Reso ees to get a study made. John N~ber asked how the Oak Knolls area could be included in this project.,, and was advised that a petition is needed from the residents of this development. Mayon Jex'~sen told. the audience that he felt that other people should be allowed enj~ Lakeville as much as the present residents. and that this project is a proffer developmentfor this. 74.256 Motion by'.Mako seconded by Clarkson to approve. the water and sewer extensions. to North Lake Marion and to order the plans and specs to be prepared. Jensen, ~mond, Cl~kson, Brander and Mako "aye", motion carried. Fred Fredrickson, Chairman for the Water and Sewer Committee, asked the residents of Suburban Acres whether or not they would like sewer installed at the. same time as the water. It was decided that this committee would publish its agenda so these residents could attend that meeting to discuss this matter. The Peddler's prcli-nance_will be reviewed by the Council and police chief ..,.and will be brought before the Council again on the. 20th of May. 74.257 Motion by Emend seconded by Clarkson to approve the amendment tc~ Ordinance No. 17, an c~rd.inance regulating the parking and storing of junk cars,. etc. Emend, Clarkson, Brandea, Mako and Jensen "aye", motion carried. The rubbish ordinance was discussed and it was decided to have a hearing on this .ordinance on the 3rd of June and the clerk was instructed to send all the licensed gar~aage haulers a letternotif~ing them of this meeting. The time is set for 9:00 P.M 74.258.. Motion by Mako seconded by Brander to authorize the clerk to purchase copy paper of her choice as long as the quotes were the'same. Clarkson, Brander, Mako, Jensen and Eynond "aye", motion carried. 74.259 Motion by Mako seconded by Clarkson to establish the position of seargeant in the polies department at the rate of $75.00 over the top patrolman's pay which is 1,015.00. The total pay will be 1,090.00 with Greg Grose starting at this pay on the let of May. Brands, Mako, Jensen, Emond and Clarkson "aye",emotion carried. The Council recommended that if the taxes are paid and the deed signed the money can be paid to Mr. Grohoski for the two lots. 74.26c~ Motion by Brander seconded by Mako to refund the J, C's X90.00 on each license that was returned and accepting the return. of the licenses. Mako, Jensen,. Emomd and grandee "aye", Clarkson abstained, motion carried. 74.261 Motion by Clarkson seconded by Brander to adopt the resolution as prepared by the attorney requesting the county to install warning lights and an overhead flasher at Dodd Boulevard and Foliage Avenue for controlling school,traffic. A letter will also be forwarded to the school district. Jensen, E~ond, Clarkson, Brander and Mako "aye", motion carried, 74.262. Motion by Mako seconded by E~nand to authorize the purchase of uniforms for the Liquor Store waitresses at a cost of $1$O. Emond, Clarkson, Brandea, Mako and Jensen "aye", motion carried. Mayor Jensen said that he had been i..n contact with the Department of Natural .Resources and they would like to cooperate with Lakeville in the study of Lake Marion drainage and `that the DNR would like Lakeville tc> provide the countour maps for this project. The street lights at the Orchard Lake school were discussed and it was decided to hold this ofd' until the meeting with the school board. 74.26 Motion accept 3 by E~ond seconded. by Brander to /street light;ng plan fart..@ak gills Addition as recommended by the engineer.
