JUNE 10, 1974
The meeting was called to order at 8:00 P.M. by Mayor Jensen. Flag pledge
followed.
Present; Brander, Mako, Jensen, Emond and Clarkson.
Also present; Robert Frigaard, City Engineer.
74.319 Motion by Brander seconded by Emond to accept the minutes. of the June 3,.1974,
meeting as corrected. Brander, Mako, Jensen, Emond and Clarkson "aye",
motion carried.
The Mayor read and signed a"Proclamation of Lakeville Day with the Twins."
Copy attached hereto.
Mr. Frigaard presented his report. He also presented the preliminary report
for the extension of water and'sewer to Schweieh's Addition. It was decided
that Mr. Frigaard would investigate the possibility of extending the water
and sewer up Highview Avenue.
Mr. Ackerman presented his May building report. He also discussed various
City problems with the Council.
No Council action was needed on the Water & Sewer report for May 28,.1974•

The Planning Commission minutes for May 30 were presented by Joel Haglund.
74.321 Motion by Mako seconded by Emond to follow the recommendation of the Planning
Commission and grant National Polymers a build:i.ng permit for an addition to their
building in Airlake Parka Jensen, Emond, Clarkson, Brander and Mako "aye",
motion carried.
74.322 Motion by Emond seconded by Brander to follow the recommendation of the
Planning Commission and grant David Fritz a variance to sideyard set-bask for
a garage, 4 ft. variance. Emond, Clarkson, Brander, Mako and. Jensen "aye",
motion carried.
The hearing on the vacation of the alley was called and Mr. Jensen recommended
a motion was in order to continue this until later in the meeting.
74.323 Motion by Clarkson seconded by Brander to continue the hearing on the vacation
of the alley until later in the meeting. Clarkson, Brandea, Mako, Jensen.
and Emond "aye", motion carried.
74.324 Motion by Mako seconded by Brandea to follow the recommendation of the Planning
Commission and grant John T. Kellinton a variance to build a garage .over 600 sq.
ft. at 162nd. and Judicial Rd. in Orchard Gardens. Brander, Mako, Jensen,
Emond and Clarkson "aye", motion carried.
74.325 Motion by Cla n seconded by Emond to follow the recommendation of the
Planning Corc~'s3on and grant ISD #194 a special use permit for underground
tank (2000 gal) at 8670 210th St. W. Mako, Jensen, Emond, Clarkson and Brander

Planning Commission and grant NW Service Station Equipment a special use

74.327 Motion by Clarkson seconded by Brander to follow the recommendation of the
Planning Commission and grant Mr. R. Raines a permit to move a barn. Emond,
Clarkson, Brander, Mako and .Jensen "aye", motion. carried.
74.328 Motion by Emond seconded by Brander to follow the recommendation of the
Planning Commission and. grant a building permit to the Minnesota Highway

Department to erect a storage shelter for calcium chloride. Clarkson,
Brandes, Mako, Jensen and Emond "aye", motion carried.
74.329 Motion. by Emond seconded by Mako to follow the recommendation of the Planning
Comrnisaion and grant Denny Dunham a building permit at 215th St. and the 35W
service lane. Brandes, Mako, Jensen, Emond and Clarkson "aye", motion carried.
All die motions from 74.321 thru 74.329 were :Wade after the Mayor asked if there
were arty objectors and there were none.
Thehearing on the rezoning for an addition to the Gephart warehouse waa opened.
Mr. Gephart advised the Council that this land was purchased by him in 1967
and he would like to extend the building so as to keep his operations all in
one unit.
Mr. James VanValkenberg, attorney representing some of .the .adjacent landowners
asked various persons to give their reasons opposing this rezoning.
Mrs. Wright said she felt any more commercial traffic would make this street
{ more hazardous than it is at present and that the. traffic is increasing since
the street had been opened up.
Mr. vanValkenberg stated that a fair amount of trucks use. this street and he
commented on the first rezoning of this land.
Myrtle Sorenson stated that the first warehouse had obliterated her view of
Hollins Ave. and she objected strenuously to trucks being parked on theeast
end of the. building as this .would spoil the view.
Dr. O'Brien said that he is concerned about tt~e traffic and felt it is not
consistent to build a warehouse of this size.
Mr. VanValkenberg made some comments regarding the zoning ordinance in reference
to this. building. _
'Mr. Clint Cross said that he has lived in this area many years and had been.
advised that this warehouse would depreciate the value of the homes.
Greg Johnson felt that the old Village is distinctive .should be kept this way.
George Beaumaster said that it was unfortunate that the first rezoninghad occurred.
Larry Austed;did not feel that the trains brought much furniture to this warehouse...
Mrs. Curry said that the idea of spot rezoning is frightening.
Mr. Mako asked when the land had been bought. He felt that there is not undue
hardship which would warrant a rezoning.
Mr. Brandes objected to the spot rezoning.
Mr. Jensen referred to the Planning Consultant's recommendation.
74.330 Motion by Mako seconded by Clarkson tcj deny the rezoning for Gephart's warehouse
addition. Mako, Clarkson and Brandes "aye", Jensen and Emond opposed,
motion carried.
A short recess was taken.
The hearing on the closing of the alley was. opened. The legAl notice was
read.
Mr. Glenn Nord,: representing the Enggrens, reviewed the reasons for the request
to close the__alley and also explained-the plans for future of downtown Lakeville.
Mr. John Enggren felt this alley closing would be good for all the downtown
businesses.
Mr. Vai~Valkenberg referred to the heari ng of the request for alley closing in
197. It was mentioned that only that part of the alley behind the Enggren
property is on this request for closing.
74.331 Motion by Mako seconded by Emond to grant the request for the vacation of the
alley as described on the following legal: That parcel of land bounded on the
South by 20$th Street (formerly known as Spruce Street), bounded on the West
by Lots 1, 2, 3, 4, and 5 of Block 13, Original Town of Fairfield, bounded on the
East by Lots 9, 8, 7 and 6 of Block 13, Original Town of .Fairfield, and. bounded
on the North by a line connecting the Northerly boundary lines of Lots 5 and
6 of Block 13, .Original Town of Fairfield, all according to the plat thereof
on file and of record within and for said. County and State."
Jensen, Emond, Clarkson, Brandes and Mako "aye", motion carried.
Sealcoating of some of the City. Streets was discussed. There are six miles of roads..
to be sealcoated and this will take about X20,000.
74.332 Motion by Emond seconded by Clarkson to authorize the engineer to prepare the
specs for the sealeoating project and the bidding date. Emond, Clarkson, Brandes,
Mako and Jensen "aye", motion carried..

74.333 Motion by Emond seconded by Clarkson to grant .the Orchard Lake 'Pavern a set-up
license. Clarkson, Brander, Mako, Jensen, and Euu~nd "aye", motion carried.
74,334 Motion by Emond seconded: by Brander to grant. the Sea Girt Inn aset-up license.
Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried.
Mr. Grohoski's excavating bond was discussed as to the run off on the land.
74.335 Motion by Jensen seconded by Brander to authorize the Public Works Director
to contact the City attorney about taking the necersary action to take. care
of the problem at Lakeridge Plata Mako, Jensen, Emond, Clarkson and Brander
"aye,', motion carried.
74.336 Motion by Mako seconded by Clarkson to authorize the attorney and the Public
Works Director to take the necessary action to correct the run off problem
on lots 19 and 20, Block 2, Lakeville Hills. Jensen, Emond, Clarkson, Brander
and Mako "ayes,, motion carried.
Mr. Rudiger requested some information regarding the water ~ sewer lines
at Marion Lake and a meeting was set up for Tuesday at 4;3o P.M. with the engineer
and two members of the Council.
Mrs. Laon Hammer requested a letter Prom the Council that she could present
to the Metro Council saying that Lakeville is interested in money for the
Parks and Open Space program in connection with land at Lake Marion.
74.337. Motion by Mako that we consider further Mrs. Hammer's request for a letter.
The motion died for the lack of a second
Mrs. Slette requested that the Council advise the police not to operate their
sirens as soon as they leave the. station as this frightens sleeping residents..
This matter will be discussed with the police chief.
Motion by Clarkson seconded by Mako to adjourn carried unanimously.
