Present; Brandes, Mako, Jensen, B~nond and Clarkson. Also present; Pat Farrell and Roger Knutson, City Attorneys, Robert F'rgsard, City Engineer and Richard Hogan, City Ads<inistrator. 74.508 Motion by Brander seconded by Bmond to approve the minutes As presented. Brander, Mako, Jensen, Emernd a~td Clarkson "aye", motion carried. A discussion was held on setting an adjournment time Sor the council meetings and how this could be accomplished. Limiting discussions and earry~+stg all left over subjects until the next regallar meeting or schedules a~aapeaial meeting were souse suggestions. 74.509 Motion by Emond seconded by Brander to establish 1100 P.M. as adjourning time for the council meetings. Mako, Jensen, Emend, Clarkson and Brander "aye", motion carried. Mr. Ackerman presented the building rp!port for August. He also presented some information regarding 'building code .fees.. Mr. Alexander Walters, representing the Fist Wisconsin-Bank of Milwaukee, was present to aalk if some work could be d®ne to two homes this week. A letter was read to then council by Mr. Farrell from the Milwaukee bank stating that the lienst are being cleaned up on the homes and the completion of the, homes should. be started s©on. Mr. Jensen asked that the. attorney prepaY'e a v~ritten report try next week concerning this matter and thst a meeting be set up fmr the 30th of September at Parkview Schsol to inform the residents about this mattn~r. Mr. Frigaard presented his engineering report. He discussed the ditch in Valley Park and the possible soluti®n to the gas main problem. Martha Erickson appeared in regard to the Park and Recreation ~am~nittee's desire to begin a strong bicycle safety program. The Planning Commi.ssic~n minutes fbr August 29 mere presented. 74.510 Lotion try Mako seconded by Clarkson to follow the Planning Cammi.ssion nee tion and grant First Federal Savings do Lean Assn. a variance to side-yard as to drainage e nt for the following legal description: Lot 5, Block 2, Forest Hills. Jensen, EmDnd, Clarkson, Brander and ~lako "aye", motion carried. Mr. Jensen turned the chair over to Mr.Mako, Acting Mayor at this time as he is a neighbor to Mrs. Seeley who is asking for renewal'of a special use perrmit to operate a hcmne. Mrs. Seeley. stated that her homme is state inspected. 74.511 Motion try Emend seconded by Brandea to follow the rec ndation of the. Planning Commission and grant Mrs. Seeley a special use.. permit to operate a home thha one year time limit. Emond, Clarkson,Brandes and Mako "aye", motion carried. The chair was returned to Mr. Jensen. 74.512 Motion by Make seconded by Brander to follow the recommendation of the Planning Comm3.asion and grant the rezoning from R 1C to B ~ for "all that portion of-the SE-~ of See. 12, T114N, R21W". Clarkson, Brander, Mako, Jensen and Emond "aye", motion .carried. 74.513 M©tion try ~mnd seeondeci by Brander to follow the recc~nendation of the Plating Com:ission at~d grant Dougla$ A. Tarbet at 9968 Oak Shores a variance to garage size.. Brander, Mako, Jensen, Er~ond and Clarkson "aye", motion carried. 74.514 Motion tyy Mako seconded by E~ond to follow the Plarmi.ng Commission recommendation and grant R3.ehard J. Gadbtris a ~rariance to garage size. Mako, Jensen, Emond, Clarkson. and Brander "aye", motion carried.. 74..515. Motion by Mako seconded by Clarkson to follow the Planning Commi.asion recoam:endation and grant Mrs. R. Nelson a special use permit for a child leaning center in her home at $440 207th St. W. Jensen, Emarnd, Clarkson, Brandesand Mako "aye", motion carried. Fred Fredrickson explained tc3 the residents of Sehweich's Addition that the ~l) CITY OF t•et:~ C(3tJNCIL MEE'TINa spy' 9, 1974 Water and Sewer Cvmmi.ttee had felt that the sewer a=tension tQ this: addition was not economically feasible at this time as there are not enough homes to stand the high cost of the prm~ect and store than likely the line would have to be abandonaed when the trunk lines are installed. Mr. Frigaard explained the. way each area is severed.,' George Boss asked it it would help if a shopping venter would go into this area and tail Davis asked if the road would be paved.. 74.516 Irtotion by Mako seconded by Brander not to proceed with the sewer pro3ect to Schviech's addition at flair time. Hamad, Clarkson, Brander, Make Jensen "aye", motion carried. The developers of the Woadbwcy plat appeared .before the Council for their final plat approval. .They are requsatiag that the City install water and sewer and assess this back. to .the property. Bo policy decision has been made at this time but it is felt that 3 to 5 years would be long enc~u,gh;. to pay for these aaaeasments. Aqr. Mako feels that it would be to the community's advantage to encourage development in platted erase by short term assessment programs. Mr. Brander said he is in favor of this if evezgthiag is do~® px~+perly. Mr. Jensen and Mr. Ha~ond feel that this should wait until all the information is i.n from the attorney and administrator. 74.517 lotion by Clarkson seconded by Brander to approve the Woodbury final plat subject to the, bond requirement as set forth in the engineer's letter and the preparation of -and the developer entering into the development contract with the City. Clarkson, Brandea, Mako, Jensen and Ehioad "aye", motion carried. There vas a discussion about a policy of certain items appearing on the agenda for a second sad third ties after they have once been acdtied on. 74.518 Motion by Jensen seconded by ~ko to set the policy of not accepting items back on the agenda that have been acted on for a period of three months except upon the passage of a, proper motion to reconsider at the next regular council meeting. Brander, Mako, Jensen, Msond and Clarkson "'aye", motion carried. 74.519 Action by Mako'ceeoaded by Clarkson to follow the recd tion of the Pablic Works Director and increase Royle Huber's salary monthly for operating heavy equip~ent and making this increase retroactive to July 1, 1974. Mako, end, Clarkson sad Brandea "aye", Jensen „nay"~ motion carried. Mr. Jensen wants the record to ah~T that he is not opposed to the incresse iaz salary but did not feel the retroactive pay was accessary. >74.524~ Motion by Brander seconded by Makc> to appoint Tlizabeth Hullett to full time status with a probationary period of one year. Jensen, Emond, Clarkson, Brander and Mako "ayre", motion carried. 74.521 Motives by Fad aecoaded by Clarkson to reappoint the elexk, Fuel Coordinator. }fond, :Clarkson, Brander, ASako anti Jensen "aye", motion carried. Mr. Hogan discussed the proposed newsletter and stated that a tentative figure of ~25~ had. been placed in the budget for this purpose. Mr. Mako presented a report regarding the expansion of the liquor store and the acquiring of land for extra parking. At this time they are recomuaendi.ng the purchase of the lot north of the store and the Heller property. 74.522. Motive by Clarkson seconded by Brander to e~ower the attorney to have the necessary appraisels made on all the property on the remainder of the liquor store block and the Heller property. Clarkson, Brander, Mako, Jensen and F.~ond "aye", motion carried.. 7+.523 Motion by Clarkson seconded by Bmond to enpower Arr. Martin and the liquor ci.ttee to meet with Mr..Ackerberg to draw..nP apreliminary-.contract. Brander, Mako, Jensen, ~aond sea Clarkson "aye", motion carried. 74.524 .Motion by 1~ond seconded by Make to authorize Mr. Martin to pay up to for the purchase of a piano. Jena~an, hmand, Clarkson, Bratades and Make "aye", motion carried. 74.526 Motion by Emc>nd seconded by Clarkson to hire Steve Michaud as Park do Recreati+~n Director at the salary of ~?t90 per tenth f©r the remainder of 1974 with l~r. Michaud on probation for one year. Emond, Clarkson, Brander, Mako and Jenseg "aye", mption carried. 74.527 Motion by Es~ad seconded by Brander tq adapt the resolnticn as prepared by the attorney tc request a lower speed limit on County Road ~'j0 from Dsdd Blvd. to 500 feet west of Jacquard Av4.
