The meeting was called to order at 8:00 P.M. by Acting Mayor Edward Mako.
Flag pledge followed. Present; Brander, Mako, Esmond and Clarkson. Absent;
Jensen. Also present; Robert Frigaard, City Engineer, Pat Farrell.. and Roger
Knutson, City Attorneys and Richard Hogan, ,City Admi~strator.
74.577 Motion by ~nond seconded by Brander to accept the minutes of the October
1974 meeting ar prerented. Brander, Mako, Esmond and Clarkson. ":aye", motion
carried.
The building inspector presented has report and also reported that almost
all the .easements. for. .the Orchard Lake Road were signed. The proposed
assessing for these lots was discussed and it is the general coneensus that..
.these lots wi11 be assessed equally..
The Esngineer presented his report. An assessment meeting for the committee
was set up for 7:30.P.M. on thel6th of October.
Mr. Wetencamp of Metro Cable T.V. informed the Council that the system has
been completed and could now hook up subscribers at the initial rate with
the installation. cost to be waived and giving new subscribers a period of
15 tcc> 3o days tc>;try out this system.. .Metro Cable: would like aletter from.
the council that would inform the public that they. had fully cooperated with
the City, that they have their franchise and that they are marketing the service.
Mr. Farrell advised the Council that it could make a recommendation.
74.57$ Lotion by Esmond seconded by Brander to appoint a committee of Mr. Hogan, Mr. Mako
and Mr. Farrell to draw up a letter and report back on this the 21st of October.

74.579 Motion by Brander seconded by Esmand that the City supports the "County Abondoned
Moi:or Vehicle Program." Esmond, Clarkson, Brander and Mako "aye", motion earrieci.
74.580 Motion,by Emond seconded by Clarkson to authorize the City Administrator to prepare
a letter to send to the local ..Boy Scout troops advising them to contact the county
office in connection with the Motor Vehicle Program.. Clarkson, Brander, Mako
and F~nond "aye", motion carried..
Mrs. Nan McKa' of the Dakota HRA gave a report on low cost housing for Dakota
C®unty and asked for a resolution to be adopted by the City as it now has ne
HRA.
74.581 Motion by Emond seconded by Mako to .adopt the :resolution for communities
without existing housing and redevelopment authorities, copy attached.
74.582 Motion by Clarkson seconded by ESnond to amend the above resolution as follows:
Be It Further resolved that all unity placed in the City of Lakeville be
.inspected by the Building Inspector and the Fire Chief. Brander, Mako, E~tond
and Clarkson "aye", motion carried.
Roll ca11 was then taken on 74.581 which is as follows: Mako, Esmond, Clarkson

The Planning Commission minutes for September 26 were presented.
74.583 Motion by Emond seconded by Brander to follow the Planning Commission recommendation
and grant Mr. Richard L. Hanson at 166~+Z Gannon Ave. a vaxiance to sideyard set-
back of 3'~' to build a garage. Emend, Clarkson, Brander and Mako "aye", motion
carried.
74.5$4 Motion by des seconded by Hnond to follow the Planning Commission recommendation
and graaat Mr. Richard. L. .Hansen avariance to garage size at 16642 Gannon Ave.
Clarkron, Brander, Mako and Esmond "aye", motion carried.
74.585 Motion by fond seconded by Brander to follow the Planning Commission recommendation
and grant Renee Fuchs ;a conditional use permit for the period of one year to operate
a ceramics shop s~zbjeet to the following conditions: that the shop be on the
first floor of the home .and that the doorway between this room and the kitchen
meets the specificationr of the state building code. Brander, Mako, Elncnd and
Clarkson "aye", nation carried.'

74.587 Motion by Esmond aeeonded by Clarkson to adopt the budget as corrected, copy
attached. The tree levy will be ~10,50C and the Fire Protection will be
increased to 45,c>fl4. Esmond, Clarkson, Brandes and Mako "aye", motion carried..
74.588 Motion by E~nond seconded by Brandes to adopt the resolution reducing certain
.levies to nil and certify this to the County Auditor. Clarkson, Braades, Ma1co
and Esmond "aye.", motion carried.
74.589 Motion by Emond seconded by Clarkson to adopt the resolution certiFying certain
unpaid utility bills to the County Auditor and to establish the policy of
certifying delinquent water. bills to the county auditor for the purpose of
having them put on the tax roll and establish the turnoff procedure.~policy to
be utilized during year on all delinquent water and sewer bi11s as described
in administrator's recommendation of October 15, 1974, on file at the City Hall.
Brandes, Mako, Eraond and Clarkson "aye", motion carried.
~'Iotion `by Mako to place the question of a decision on policy for water and sewer
extensions to developments on the agenda for next week at 9 P.M, died for lack
of a second.
74.590 Motion by Mako seconded by Emond to direct Mr. Rogan, Mr. Friga,ard and Mr. Farrell
to draw up a preliminary statement For consideration concerning the financing
of internal sewer and water improvements in developments to be rerouted through
the Planna.ng Comiaission and back to the Council by the lst meeting in November.
Mako, Esmond, Claxksoa axed Brandes "~qe", motion carried.
74.591 Motion by Mako seconded by Clarkson to approve the amendment to Ordinance No. 73.

74.592 Motion by Emond sec®nded by Clarkson tc~ approve the amendment to Ordinance No. 33-
Clarkson, Braandes, Mako and Effiond "aye", motion carried.
?4.593 Motion by E~aond seconded by Mako to adopt the Iist of election judges as presented,
Brander, Mako, Hnond and Clarkson "aye", motion carried.
Motion by Clarkson seconded by Malco to adjourn carried unanimously.
