Brander, Mako, Jensen, end and Clarkson. -Also present; Roger Knutson, City Attorney, Robert Frigaard, City IIzgineer and Richard Hogan, City Administrator. 74.615 Motion by Brander seconded by k~uond to accept the minutes of the October 21, 1974 meeting as presented. Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried.. 74.616 Motion by Mako seconded by Brander to pay the claims against the City copy attached. Mako, Jensen, Elaond, Clarkson and Brander "aye", mcation carried. The Dark and Recreation minutes for Cetober 23 ~xere presented. 74.617 Motion by .Jensen seconded by Mako to transfer $2000 from the Liquor Fund to the. General park. fund to pay:.~2000 to the LAA to assist them in the expansion of their program. Jensen Etnond, Clarkson, Brander and Mako "aye"a motion carried. The naming of Ritter Park will be checked out. 74.618 Motionby mnond seconded by Brander to accept the resignation of Martha Erickson from the Park and Recreation Committee. ~nond, Clarkson, Brander, Maka and Jensen "aye", motion carried. • 74.619 Motion by Jensen seconded by Brander to have the clerk write a letter of thanks to Martha Erickson for her service to the co~n~ty and attach a City Flag to the letter. The Water and Sewer minutes for Oct. 22 were presented. 74.620 Motion by Mako seconded by Clarkson to authorize the Water and Sewer Committee to hold an informational meeting for water and sewer extensions tc> the area south of 214th Street and Wert of Holyoke Avenue. Brander, Mako, Jensen, Emond and Clarkson "aye", motion.. carried. The Planning Com~.ssion minutes for October 24 mere presented, 74.621 Motion by Mako seconded by Brander to follow the Planning Commission recommendation and grant J. Gannon a conditional use permit to install an underground tank of 8,Otxj gal on Lots 1, 2 and 3, corner of 210th St. and Holyoke Avenue. Mako, .Jensen, Emend, Clarkson and Brander "aye", motion carried. A meeting has. been set to meet with Eureka, Airlake officials and. the Lakeville Council on the 14th. at 8:00 P.M, at the Airlake Terminal. A wage meeting has been set for Thursday at 4:p0 P.M. Bill Johta.son, Vice Pres~.clent of Audio Research, Al Hitch of CMZ and Warren Preeshl, Bonding c©nsultant, appeared to request the passage of preliminary approval for the sale of Industrial Bonds for Audio: Research in Airlake Park. 74.622 Motion by Mako seconded by Clarkson to table action on this request until the 18th of November. Emond, Clarkson, Brander and Mako "aye", Jensen "nay", motion carried. 74.623 Motion by Mako seconded by Emcand to acknowledge receipt of the petition for annexation from Maynard Johnson in regard to a portion of Airlake Parka Emond, Clarkson, Brander, Mako and Jensen "aye", motion carried. 74,624 Motion by Emond seconded by Clarkson to continue the hearing on the establishing of a Traffic Violation Bureau until 8:15 P.M. on the 12th of .November. Clarkson, Brander, Mako, Jensen and Emond "aye", motion carried. 74.625 Motion by Mako seconded bar Clarkson to follcw the police chief's recommendation and adopt the Peddler's Ordinance. Mako and Clarkson "aye", Brander, Jensen. and Emend "nay", motion failed. 74.626 Motion by Emond seconded by Brander to transfer the surplus funds from the 66 Bond tc> the General Fund to make the 9ronson Park payment. A motion by Jensen seconded by Brander to accept the'resignation of Faul Oxley was withdrawn. 74.629 Motion by Mako seconded by Clarkson to table consideration of Mr. Oxley's resignation for twt> weeks. Clarkson,. Brander, Mako, Jensen and ~3nond "aye", motion carried. 74,630 Motion by Jensen seconded by Brander not to support the proposal of the League of Municipalities on the Fair Labor Law. Brander, Mako, Jensen, Emend and Clarkson "aye",motion carried. 74.631 Motion by Emond seconded by Brander to authorize the administrator to participate on behalf of the Council to oppose utility rate increases by NSP. Mako, Jensen, Emond, Clarkson and Brander "aye", motion carried. 74.632 Motion by Emond seconded by $randes to accept the petition from Enggrens Inc, Gephart Inc., Lakeville Parking Inc, Erickson, Inc. and Kohnholfer Agency, Inc. for additional public parking facilities. Jensen, Emend, Clarkson, Brander and.Mako „aye", motion carried. 74.633 Motion by Agako seconded by Emond to change the hearing for the HRA to December 2, 1974. Emond, Clarkson, Brander, Mako and .Jensen "aye", motion carried. 74.b34 Motion by Jensen. seconded by Mako to establish December 2, 1974, as a hearing date for the petition on public parking.
