The meeting was called to order at $sO0 P.M, by Mayor Jensen. Flag pledge
followed. Present; Brander, Mako, Jensen, and Er~nd. Absent; Clarkson.
A7.$o present; Richard Hogan, City Administrator, Robert Frigaard, City
Engineer and Roger Knutson, City .Attorney.
74.655 Motion by Brander seconded by Emond to accept the minutes of the November 12,
1974 meeting as presented. Brander, Mako, Jenson and Emond "aye", motion
carried.
Mr. Clarkson arrived at $:O7 P.M.
74.656 Motion by Elnond seconded by Mako to pay the claims against the City. Mako,
Jensen, Emend, Clarkson and Brander "aye", motion carried.
74.657 Motionby Mako seconded by Brander to pay the claims against the Liquor Store.
Jensen, Emond, Clarkson, Brander and Mako "aye", motion carried.
74.658 Motion by Mako seconded by Emond to follow the recommendatign of the county
assessor .and grant Jason L. Lamont an abatement for parcel ~ 20288-H. Emond,
L Clarkson, Brander, Mako and Jensen "aye", motion carried.
74.59 Motion by Brander seconded by Mako to follow the reepmmendation of the county
assessor and grant the .abatement on parcel #22715 for Glenn J. 0letzke.

74.660 Motion by Emond seconded by Clarkson to grant the abatement to Anton C. Hack on
parcel #2E)484 A. Brander, Mako, Jensen, Emond and Clarkson "aye", motion carried..
74.661 Motion by Mako seconded by Brander to acknowledge. the petition from Mrs. Harold
Malmanger, R. D. Whitman and Donald Bargee for a street light in frt~nt of
17433 Kodiak Ave. Mako, Jensen, Emond, Clarkson and Brander "aye", motion
carried..
74.662 Motion. by Emond seconded by Clarkson to refer the petition for a street light
at 17433 Kodiak Ave. to the Fublic Works Director. Jensen, Emond, Clarkson,
Brander and Mako "aye", motion carried.
74.663 Motion by Mako seconded by Emond to grant Enggrens Inc. an off sale beer license
for the new Tom Thumb Store on 214th St. Emond, Clarkson, Brander, Mako and
Jensen "aye", motion carried.
74.664 Motion by Emond seconded by Brander to accept the resignation of Paul Oxley.
Brander, Mako, Jensen and Emond "aye", Clarkson "nay:', motion carried.
74.665 Motion by Emond seconded by Brander that the City send a letter of commendation
to Paul Oxley for his years of service and for establishing the Civil Defense
Program and also to present Mr. Oxley with the City Flag. Brander, Mako, Jensen,
Emond and Clarkson ,'aye", motion carried.
Establishing a Traffic Violation Bureau was discussed but it was decided to wait
for a recommendation on whether or.not the City could get by without an election
thisyear..
The joint meeting with the Erzreka Town Board and the Airlake people was discussed.
Eureka has agreed to allow Lakeville to go ahead with the annexation of the six
and one half acres and .the petition must be filed with the Municipal Commission.
Motion by Mako to give preliminary approval to the Industrial Revenue Bonds sub,jeet
to the filing of the petition with the commission and the acceptance by the City
Council of the conditions in the lease agreement. The motion was withdrawn.
74.666 Motion by Clarkson reconded by Mako to adopt the "Open Meeting" ordinance.
Mako, Jensen, Emond, Clarkson and Brander "aye", motion .carried.
Mr. Steve Michaud presented a report regarding the establishing of snowmobile
and skiing trails in Ritter Farm Park... Many interested citizens were present.
Mr. Len Nelson gave a resume of the action on this xx~aaatter at the last Park
and Recreation meeting.
Mary Ann Curry presented a proposal on how .differences of opinion on this. matter

74.667 Motion by Clarkson seconded by Jensen to place this matter of trails in Ritter
Farm Park on the December 2nd agenda. Jensen, Emend, Clarkson, Brander and.
Mako "aye", motion carried.
74.66$ Motion by Brander seconded by Emond to adopt the resolution for preliminary:
approval for Industrial Revenue Bonds for Audio Research as presented. by the
attorney. Emond, Clarkson, Brander, Mako and Jensen."aye", motion carried.
The ordinance to increase the-.salaries of the Mayor and Council was read.
74.b69 Motion by Brander seconded by Emond to approve the change in the Deferred
Compensation Plan for the administrator. Clarkson, Brander, Mako, Jensen.
and end "aye", motion carried..:.
A letter re charges for reviewing industrial bond. requests was discussed.
74.b70 Motion by Clarkson seconded by Mako to authorize the financial consultant
to obtain a bond rating from Moody's Investors Service.Brandes,,Mako, Jensen,
IInond and Clarkson. "aye", motion carried.
74.671 Motion by Mako seconded by Brander to adopt the resolution .setting the sale
of $1, 475,00 bond issue forthe 16th of December at 7:30 P.M. Mako, Jensen,
~nond, Clarkson and Brar~des "aye", motion carried..
74.672 Motion by Mako seconded by Emond to adopt the resolution setting the sale of
the ~32a,o4o. bond issue for the 16th of December at ;7:30 P.M Jensen,
Emend, Clarkson, Brander and Mako "aye", motion carried.
Mr. Pulseher said that a review of the connection charges is needed for
repayment of the bonds. He also discussed the Capital Impravement Program.
Mr. Hogan discussed'the newsletter and a revieed street indez plan for the City...
Motion by Clarkson seconded by Emond to adjourn carried unanimously.
