Also present; Robert Frigaard, Village Engineer and Pat Farrell, Village Attorney. Lane Esswein presented Valley Park Snow Festival buttons to the council.. 73.59 Motion by Friedges seconded by Emond to accept the minutes of the, January 15, 1973 meeting as presented.. Friedges, Mako, Jensen, Emc>nd and Edwards "aye", motion carried. 73.64 .Motion by Emond seconded by Mako to pay the claims against the. Village with the exception of 9395. Mak4, Jensen, Emcand, Edwards and Friedges "aye", motion carried. Copy of claims attached. The .Planning Commission minutes of January ll, 1973, were presented. 73.61 Motion by Mako seconded by Friedges tca follow the P'lar~ni.ng Commission:...: recommendation and .grant-Rev. David D. Sluka a conditional use permit tc> conatxuct a church on property just east of Hwy ~j~ on 195th St. subject to the Planning.Commissioa approval of temporary structure, Jensen, Emo~td, Edt~ards, Friedges and Mako "aye", mcti®n_carried. The Planning Commission minutes for Januatry 25~ 1973 were presented.. 73.62 Motion by Emond seconded by Mako to follow the Planning Commission recommendation and grant-.David A SkoYan a variance to lot size for Lat 11, Block 1, Liberty Heights. Emend, Edwards, Friedges, Mako and Jensen."aye", motion carried. 73.63 Motion by Friedges seconded by Mako to follow the Planning Commission recommendation and grant Qerald J. Godwin a conditional use permit to operate a gun shop for repairs and sales.. at .16669 Foliage .Ave. Edwards, Friedges, Mako, Jensen and Emend "aye", motion carried. 73.64 Motion by Friedges seconded by Mako tc grant Bernard Schweich a mabi~e home permit to place and keep a mobile home on his property on Dodd Blvd. Friedges, Makca, Jensen, Emond and Edwards ".aye", m©tion carried. The Park and Recreation'minutes for Jannaxy 10, 1973, ware presented. 73.65 Motion by Emend seconded by Edwards to follow the Park and Recreation recommendation to prohibit snowmobiles from utilising all parks except Aronson Paxk excepting when this park is posted. All snowmobiles will be allowed to pass through parks to reach property eligible .fox snowmobiling. Jensen, Emond, Edwards and Friedges "aye", I~Iako opposed, motion carried. 73.66 Motion by Edwards seconded by Emond_to'table a decision on the appointment of a new member for the Park and Recreation Committee until the council has submitted some names for consideration at the committee's Februaryl4th m~aeting. Jensen, Emond, Edwarda, Friedges and.Malco "aye", oration carried. 73.67 Motion by Friedges seconded by Mako to add two .lights at the Valley Park pleasure rink at 167th St. at a cost not to exceed ~3GQ. Escond, Edward, Friedges, Mika and Jensen. "'aye", moti©n carried. Donald Hore3si appeared before the council tea request that something be dons:. with the flooding problem at 167th Street in Valley Park. Mr. Frigaard explained that the bigger culvert dowA stream will be watched.: so that the water could flow freely and that sand bag operations will take place if necessary. May®r~Jensen advised that the maintenance department would be on the alert to alleviate this situation when it would omeur but there is no real aolution at this time. 73.68 Motion by Friedges see®nded by Edwards to hires Gregory Grose as a member of the. police deparfiaaent~/ Edwards, Friedges, Mako, Jenssn and Emend "aye", motion carried. as oaf Feb. 6. Friedges "aqe", motion carried. The hearing on the snow remo4al ordinance was opened. Mr. Mako was not in favor of this ordinance. xe felt there would be a problem of enforcement and the fact there are no sidewalks in some areas could be a problem, Mr. Edwards feels that this is necessary beceuse the children are walying in the street in Valleq Park: to get to school. It was decided that Mr. Mako, Mr. Edwards and'Pat Farrell would review this matter and return to the council Frith a recossmendaton on the 24th of February. 73.71 Motion bq Mako seconded by Fredges to authorize the mayor to sign the "Plan of Stud for Flood FTazard Analgses, Vermillion River." FEBRUARY 5, 1973 Mr. Frigaard presented a Report on Municipal State Aid. 73.84 Motion by Jensen seconded by Mako to adopt the resolution authorising technical assistance froffi the :highway department for state:. aid. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.85 Motion by Fredges seconded,bY Edwards to approve the plans and space. .for the remodeling of the old Village garage and to set-the bid letting day for March 9, 1973, at 2 P.l~i. Mako, Jensen, E~ond, Edwards and Friedgea "ague", motion carried. 73.86 Motog by Esmond seconded by Friedges authorizing the mayor axed the clerk to .sign. the quit el~.i.m deed releasing an ®asement on Qutlot D, Lots 17, 18, 19, 2G, 21 and 22, Block 3, in Valley Parts 6th Addn. to Vern Donnay Realty. as it is not needed. Jensen, Emond, Edwards, Friedges and Mako "aye", motion. carried. 73.87 Motion by Friedges seconded by Edwards adopting the resolution accepting the Curb, gutter. and streetsin Valley Park 4th and 5th Additions. Emond, Edwards., Friedges, Mako and Jensen "aye",.motion carried. Mr. Farrell reported that the Division of Adatural Resources $ad set the Crystal Lake level at 933.5 feet. 73.88 Motion by Emond seconded by Mako to authorize the clerk to issue a check in the amount of X2,675 to Allen ~choen'berger for property purchased by the Village at Orchard Lake.
