Also present; Robert Frigasrd, Village Engineer and Pat Farrell, Village Attorney. 73.153 lit©tion by Emond seconded by Edwards to accept the minutes of the March 12, 1973 meeting as presented. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.15+ Motion by Friedges seconded by Jensen to accept the minutes of .the special MarcYr- 1~F, 1973, meeting as read. Mako, Jensen, Er~ond, EDWARDS and Friedges "age", motion carried. 73.55 Motion by Friedges seconded by Mako to pay.the clais<s against the Village... Jensen, Emond, Edwards, Friedges and Mako "ays", motion carried. 73.156 Motion by Mako seconded by Friedges to pay the claims against the Liquor Store. Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried. The Village Inspector presented his monthly report. 73.157 Motion by Emond seconded by Edwards to follow the village inspectdr's recommendation and have the roof in the Village ~€a11 repaired for the quoted price of X127. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. The Planning Commission minutes of March 8, 1973 were presented. 73.158 Motion by Niako seconded by Friedges to follow the Planning Commission recommendation and grant a building permit to Fred Fredrickson sub,~ect to the building inspector's approval. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.159 Motion by Emond seconded by Mako to follow the Planning Commission recommendation and approve the final plat of Dakota Heights 5th Addition. Nlako, Jensen, Emond, Edwards and Friedges "aye", motion carried. 73.160 Motion by Friedges seconded by Mako to postpone the decision on the building permit for MaMders Diesel Repair until the next meeting. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. 73.161 Motion by Mako s~eonded by Friedges to follow the Planning Commission recommendation and grant a building permit to Don Hill to make an addition to the Hill Dil Co. building. Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried. 73.162 Motion by Emond seconded by Edwards to follow the Planning Commission recommendation and approve the preliminary plat of Kingswood Estates sub3ect to the engineer's approval. Edwards, Friedges, Mako, Jensen and EIId Y1aye", motion carried. Mr. Jerome Clay presented some petitions for blacktopping of four streets in Clay's Acres. He said that 140,E of the-owners had signed this petition. Mr. Clay also stated that only rolled curb surfacing was requested. 73.163 Motion by Friedges seconded by Emond to accept this petition for street surfacing in Clay's Acres. Friedges, Mako, Jensen, Emond and Edwards,,:"aye", motion carried. 73.16 Motion by Emond seconded by Edwards to order a feasibility stinky for blacktopping these streets from the engineer. Mako, Jensen, Emond, Edwards and Friedges "aye'+, motion carried. Mr. Tom Sloan of Northern States Power Co. showed the council a plan for the lighting of Clay's Acres but said he would have to contact property owners. if this is to be underground lighting. 73.165 Motion tiY Mako seconded by Emond to empower Mr. Sloan to contact the affected property owners to obtain their permission to run these lines on their prt~perty. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. The clerk was instructed to contact Gail Davis to come back to the council with a copy of his preliminary plat and also his final plat. A list of necessary equipment needed in the maintenance building was presented to the council by Mr. William Hoffbeck. Emond, Edwards, Friedges and Jensen "aye", Mako opposed, motion carried. 73.167 Motion by Jensen seconded by Emc>nd to authorize the council tt> sign the certificate to classify parcel 21225-Lakeville Hills as forfeited land." Edwards, Friedges, Mako, J~hsen and ESnond "aye", motion carried.. Mr. Leonard Quist asked the council if it would be possible for someone ownir~~- the last lot in Maplewood Estates to use the cul-de-sae at the end of the stx°est in Dakota Heights for an entrance to his property. 73.16$ Motion by Jensen seconded by Mako that s building permit for this lot be approved if money for construction of ~ of the road fronting this property is escrowed and that 3C1 feet of easement be dedicated if thia has not already been done. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. Martin Lute with a group of other interested personas from Valley Park asked the coutaeil to consider a feasibility study for a civic ice center. 73.169 Motion by Jensen seconded by Mako to appoint Martin Kane chairffian of the e®mmittee to study the possibilities of a civic ice center. Mako, Jensen,. Emond, Edwards and Friedges "aye", motion carried. 73.174 Motion by Mako seconded by Jensen that the Village of Lakeville Council gcaes on record opposing an elected Metropolitan Council and to inform our state. legislators this effect. Jensen, Emonei, Edwards,' Friedges and Mako "ayeT', motion .carried. 73.171 Motion by Jensen seconded by Emond to authorize the attendance of the Council at the annual state convention of the League of Municipalities and that those attending notify the clerk of this no later than 4--73. Emond, Edwards, Friedges, Make and Jensen "ay®", motion carried. 73.172 Motion by Emond seconded by Friedges to apprave the plans and specs for the street improvement in Glenn Addition and to set the letting dam as .April 19 at 2 P.M. in the new council chambers. Edwards, Friedges, Mako, Jensen and F~aond "aye", motion carried. It was suggested to the engineer and the attorney that the council would like progress reports once a month. It was decided to call ira the Cable T.V. people thi discuss the progress of this pro,~eet. Motion by Friedges seconded by Edwards to adjourn was carried unanimously.
