Presents Friedges, Mako, Jensen, Emond and Edwards. ~ilso presents Robert Frgaard, Village Engineer and Pat Farrell, Village Attorney. 73.173 Motion by Friedges seconded by l+~iako to accept the minutes of the March 24, 1g73~ meeting as presented. Friedges, Hako, Jensen, Emond and.Edwards "aye", motion carried. 73.17+ Motion by Mako seconded by Emond to pay the claims against the Village. Mako, Jensen, Emona, Edwards and Fredges "aye", motion carried. 73.1?5 Motion by Emond seconded by Friedges to follow the Park & Recreation Committee recommendation and authorize the expenditures of $24©© for salaries at Crehard Lake Beach and $64Q for maintenance. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. The Water & Sewer minutes for March ~l, were presented. 73.176 Motion by Edwards seconded by Hako to refer the proposed ordinance on ceptic tanks and cess pools bark to the Water & Sewer Committee for farther review. Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried. 73.177 Motion by Mako seconded by Edwards to authorise the attorney and engineer to work together on an ordinance that all new plats have public sewer and water and storm sewer and to meet with the.. Water & Sewer Committee the 18th of April with their recommendation. They are also authorized to consult with the Village planner regarding this ordinance. Edwards, Mako, Jensen and Emond "aye", Friedges opposed, motion parried. 73.178 Motion by Edwards seconded by Emond to place a moratorium on any new plats being accepted for ~+5 days while the ordinance is pending. Fr3e dges,Mako, Jensen, Emond and Edwards "aye", motion carried. Sidney Mohn requested that the council authorize the fire department to take over more sections in New Market Township. 73.179 Motion by Jensen seconded by Friedges that this proposal be accepted if approved by the firemen. Mako, Jensen, Emortd, Edwards and Friedges "aye", motion carried.. 73.1813 Motion by Friedges seconded by Emond. to follow the Plarin3.ng Commission recommendation and grant the Country Kitchen a building permit and a variance of 3 feet to height of sign. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. Mr. Ed Korba appeared to regaest approval of a permit to sell beer at .several soft ball tournaments during the summer. They need this approval to obtain the proper insurance. 73,181 A+Iotion by Jensen seconded by Mako to refer this matter to the attorney for his opinion. This will be placed on next week's agenda. Emond, Edwards, Fredges, Mako and Jensen "aye", motion carried. Mr. Gail Dav3.s appeared before the council with his preliminary plat and the final plat. Iie also showed a letter from the county surveyor that stated the easements could not be shown on the plat. 73.182 Motion by Jensen seconded by Friedges to approve the final plat of Ti+Tildwood Ponds sub~eet to the engineer's and attcarney's approval. Edwards, Friedges Jensen and Emond "aye", Hako opposed, motion carried. A deed to the pathway easements would be turned over to the Village Council by Robert Clark. Mr. Daggett presented the building plans for 1Kanders Diesel Co. 73.183 Motion by Mako seconded by Friedges to follow the Planning Commission recommendation and grant Handers Diesel Co. a building permit. Mako, Jensen, Emond, Edwards and Friedges "aqe", motion carried. A group of interested eitisens from Lakeville Hills and Jackson Heights presented a request to the council that Mr. George Grohoski be forced to make some repairs to their homes and also to finish up work -~i.at had not been done. Mrs. Chergl Moonen, spokesman for the group, requested that the council make an inspection trap to this area to check the defects and also the poor drainage of the ease pools. Barbara Asburq asked if Mr. Grohoski was not supposed to follow the ordinances which have been violated. It was decided that members of the council & Mr. Ackerman would investigate this situation. Mr. John Hrkal,representing the group who would like the council to buq lots & 5 in Jackson Heights 1st First Additon,explained that this would be combined with 2 other lobs to make a large park. Mr. Glenn Nord, representing Mr. Grohosk, stated that Mr. Grohoski owned these lots and had already sold them at least two weeks previous to this. Mrs. John Hamblett stated that the two lots that had been suggested for a park were dust being used for a dump and that there were deep holes in it filled with water. Other residents were opposed to a park next door to their property. 73.1$5 Motion by Mako seconded bq Emond that the Village does not purchase these twQ lots, Lots & 5 Block 3, Jackson Heights 1st Addition. Fmond, Friedges, Mako and Jensen "aqe", Edwards opposed, aaotion carried. 73.186 Motion bq Jensen seconded by Friedges to amend the previous motion and instruct the Fark and Recreation Committee to look for other property in the area up 20 acres, Jensen, Emond, Edwarda, Friedges and Mako "aye", motion carried. Mr. Grohoski. presented a proposed plat and asked if he would be able to go ahead with this. He was. told that he could if it complied with the council's ruling on water... 73.187 Motion bq Jensen seconded by Friedges to purchase gravel from Ilennq Dunham at 15¢ a Bard and to order x+500 yards stockpiled bq Jaq Hallett at ~1 per yard. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. It was decided to. have Mr. Ackerman cheek Aquarius about not having the pools fenced. Ackerman was also going to cheek out Cable TV to see if any work had been started. 73.188 Motion by Emond seconded by Friedges to hire Robert Christiansen for the Utilitq Depart~nant. Friedges, Mako, Jensen, Emond and Edr~ards "aye", motion carried. 73.189 Motion hY' Friedges seconded by Jensen to accept the preliminary report of the Clay's Acres street improvements and set a hearing for April 16, 1973, at 8x30 P.M. Mako, Jensen, Emond, Edwards and Friedges "aye" e motion carried. It was mentioned that Mr. Loken should post a bond for the few lots in Logarto Addition which are in Lakeville.. 73.190 Motion bq Jensen seconded bq Mak© to a~eept fihe correction of Weiehselbaum's First Addition.
