Absent; Mako. Also present; Robert Frigaard, Village Engineer and Pat Farrell, Village attorney, 73-215 Motion by .Edwards seconded by Friedges to accept the minutes of the April g, 1973, meeting as read. Friedges, Jensen, Emond and Edwards "aye", motion carried. 73.216 Motion by Fredges seconded by .Edwards to pay the claims against the Village. The clerk was instructed to keep track of all the claims for 215th St. Jensen, Emond,,Edwards and Friedges "aye", motion carried.. 73.217 Motion by Emond seconded by Friedges t€3 pay the claims against the Liquor Store. Emond, Edwaxads, Friedges and Jensen "aye", motion carried. Mr. John Wren and Airs. Dorotr Gannon presented the Loyalty Day Proclamation to the mayor for his signature. Gary. Qlenna was .sworn ~..n as a member of the Water & Sewer Cor~i.ttee. 73.218 Motion by Friedgea seconded by Je~.sen to reconsider motion #'s .73.118 and 73.119 regarding Woodbury Plat rezoning and preliminary approval of the plat. Edwards, Friedges, Jensen and.Er~ond "aye", motion carried. 73.219 Motion by Jensen seconded by Edwards to consider the rezoning for Woodbury plat and the preliminary approval for the Woodbury Plat in 60 drys if it has not been brought in before that time. Friedges, Jensen, Emond, Edwards "aye", motion eaxried. The hearing on Clay's Acres was opened at 8s3C"P.M. A list of interested property. owners is attached. Mr. Frigaard gave a brief summary of the streets that would be paved. Robert Nicholson asked why J'aequard had not been included in this report and whether or not the driveways from the street-to the property line was included in the cost estimate. He was advised that Jacquard Ave. had no water & sewer and ~,hs.t the _ dri:~reways were not included in the cost estimates. 73.224 Motion by Erm3nd seconded by Friedges to order the/s.-Lmpero ement in Clay's Acres and to Dreier the engineer to prepare the plans. and specs for .this project. Jensen, E~nond, Edwards and Fredges "aye", motion carried. Mr. Robert Leuth of the Soil Conservation District presented a movie showing the different soil types and the -topography of the Village. He also showeel some map overlays that had been prepared so that the different soils were shown in different colors. Other persons present for .this presentation weret Gunnar Isberg, County Planaaer, Norman Allen from the Soil Conservation District and Joe Stinchberg. Lee Starr, consulting planner for the Village of Lakeville, recommended that the Village order 6 general soil overlay maps snd 3<other overlay maps. 73.221 Motion by Emond seconded by Friedges to table a decision on this mapping until the first meeting in I~ay. Emond, Edwards, Fudges and Jensen "aye", mativn carried. Mr. Farrell explained to the council that he felt that the Lalsevi3le Softbe~ll League could be granted a beer license as long as they have officers and belong to a state orgar~3.zaton. He r~QOmmended that the appropriate insurance requirements be set and polieiessubmtted for review. Tie also felt that the association should set some specific dates .for the use of this beer license and that the pollee department could make a report after the first use and that the license could be reissued upon the recommendation of the police. This matter was continued until a later meeting. ~l) vILLaGE 4F L~AI~VILLE C4UNGIL MEETING APRIL 16, 1973 73.222 Motion by Emond seconded by Jensen to approve the preliminary plat of T~tei~sner's Addition subject to the follourng restrictionsa Lots 1 and 2 in Block 2 shall have. self contained sewage system or public sewer. Fredges, Jensen and Er~ond "aye", Edwards opposedi motion carried. Mr. Frigaard presentee a prel3.m3.nazy report on Iberia Avenue, 73.223 Motion by Emond seconded by Fredges to set a public hearing on the Iberia Avenue.Street improvement for.May 1~+, 1973, at 9 P.M. Friedges, `'ensen,~ Emond and Edwards "aye", motion carried. A decision on the Metro Rate authority was postponed until May 7, 19'T3• Mr. Farrell said he w©u1a like to have a meeting with all the conaerr~ed parties for the road in Orchard Gardens. 73.22 Motion by Emond seconded by Edwards to acknowledge receipt of the summons and complaint of H. Gertrude LYden. Jensen, Emox~d, Edwards and Friedges "aye", motion carried. Various letters were presented -to the council. The letter from Honestroo and Assoc, regarding the fire truck will be forwarded to the General Safety Co. 73.22 Motion by Emond seconded bq Friedges to accept the petition signed by 24 homeowners in Park Terrace Addition regarding businesses, Emond, Edwards, Friedges and Jansen "aye", motion carried. 73.226 Motion by Friedges seconded by Emond to pay the $x+344 expenditure of the park equipment from the Revenue Sharing Funds. Edwards, Fredges, Jensen and Emond "aye", motion carried. 73.227 Motion by end seconded by Edwards to approve payment of the Libbg Electric bill in the amount of X2,394. Friedges, Jensen, Emond and Edwards "aye", .motion carried.. 73.228 Motion by Edwards seconded t7y Friedges to approve the proposal of the Dakota Electric company for the lights in Valley Pare Jensen, Emond, Edwards and F'riedges "aye", motion carried. $th Addn. The purahese of a tractor was discussed. 73.229 Motion by Friedges seconded by Edwards to hire Carl Rice for the street department as of the let of May. Emondi Edwards and Friedges "aye", Jensen opposed, motion. carried. The building inspector was to be instructed to inspect the homes in Lakeville Hi11s for compliance of the building codes.. The matter of a second liquor st€~re was discussed. Duane Plowman requested that the. coueil do something about a drainage ditch problem by his home. Mr. Jensen advised him that -this matter would be remedied with the installation of a culvert under Dodd Blvd. Mr. Makos reported that the Baseball Association would like to install some fence which would cost approximately X2200. The Association would pay the-'$1040 if the~illage would pay therema.inderrand also furnish some cement and sand. in Aronson Park 73.230 Motion by Emond seconded by Edwards that the Village pay the additional expenditure of approximately X1250 for the fence and sand anri Dement. This sum will be taken from the Federal Revenue Sharing Fund. Gene Reisinger presented his building plans. 73.232 ..Motion by Priedges seconded. by Edwards to follow the recommendation of the Planning Commission aaad grant a building permit to Gene Reisinger subject to his presenting a sate plan and placing a decorative fronton the building. Jensen, Emond, Edwards and Fr.edges "aye", motion carried.. 73.233 Motion by Edwards seconded by Emond to acknowledge receipt of the claim From Harry Clarkson for the damage to his driveway by the construction. trucks.
