Work Session

The Planning Commission and Parks. & Recreation Committee work session
commenced at 7:40 p.m. in the City Hall Council Chambers_
Present: Planning Commission: Karl Drotning (Chair),. Dave Bellows, Jerry
Comer, Dale Detjen, Tom Michaud, Wendy Wulff, and Jim
Puncochar.
Parks and Recreation Committee: Jeff Larson (Chair), John Berg,
Larry Lulf, Kevin Manias, Pat Messinger, and John Volimas.
Staff: City Administrator Robert Erickson, Community and Economic
Development Director Arlyn Grussing, Parks and Recreation Director
Steve Michaud, and Assistant Community Development Director
Daryl Morey.
Developers: Mike Burton and Jon Scalzo representing Lundgren
Brothers Construction (The Greenway), Joe Miller, Ron Dahlen and
Bob Weigert representing County Joe, Inc.: (Spring Hill); Jeff Hultgren
representing J.C. Holdings (Shady Oak Grove);. Don Patton
representing D.R. Horton (Dodd Marsh Highlands); and Kelly Murray
representing Wensmann Realty (Century Ridge).
Community and Economic Development Director Grussing introduced the
developments proposed in the Central Area PUD adjacent to the greenway
corridor identified in the 1998 Comprehensive Land Use Plan Update and the
2000 Comprehensive Park, Trail and Open Space Plan. Mr. Grussing stated that
staff felt it was important to present to the Planning Commission and the Parks
and Recreation Committee the current developments proposed in-the Central
Area prior to each plat being reviewed individually by the two advisory
committees in order to identify the greenway corridor location on a larger scale.
Mr. Scalzo presented a composite plan showing: the Greenway, Hilla/Swenson,
Spring Hill, Shady Oak Grove, Dodd Marsh Highlands, and Century Ridge
developments and the proposed greenway corridor through or adjacent to these
properties. Mr. Scalzo stated that the proposed. greenway corridor follows the
north branch of the. South Creek tributary and is at least 75 feet wide through
most of these developments.

Planning Commission Chair Drotning stated that it is important for the Planning
.Commission and .Parks and Recreation Committee to work together to achieve
the Central Area greenway corridor as identified in the 1998 Comprehensive
Land Use Plan Update and the 2000 Comprehensive Park, Trail and Open
Space,Plan.
The advisory committee members did not recommend any modifications to the
location proposed for the Central Area greenway corridor.

Chair Drotning .called. the work session to order at 8:30 p.m.
Mr.-Morey stated that Community and. Economic .Development Department staff
have. received comments from developers regarding the exterior building finish
requirements in the RM-1 and RST-2 Districts. Mr. Morey stated that staff is
requesting clarification from the Planning Commission on the intent of the
exterior building finish requirements with respect to: 1) utilizing different types of
vinyl siding(i.e.lap, shakes, and/orscallops) to achieve a diversity of exterior
finish, and 2) utilizing wood decks and/or porches on the rear or sides of
• townhouse buildings to .achieve a diversity of exterior finish..

Mr. Patton and Ms. Murray presented samples of vinyl lap, shake and scallop
siding they are currently using on townhouse buildings in other cities. They
pointed out that the vinyl shakes and scallops give the appearance of finished
cedar'when viewed from a distance but don't require. the regular maintenance
that cedar siding requires..
The Planning Commission.. agreed that a combination of vinyl: siding and textured
vinyl shakesor scallops could be utilized #o meetthe Zoning Ordinance
requirement that, excepf for brick„stucco and/or stone, no townhouse. building
shah have more than 60% of all bui ding facades of one type of exterior finish...
The Planning Commission also agreed that a wood deck or wood porch would
also meet this requirement..
It was,agreed that Community and Economic Development Department staff will
prepare for Planning Commission consideration a memorandum of
understanding defining exterior finish materials for townhouse buildings in the
RM-1 and-RST-2 Districts.
The work session was adjourned at 9:10 p.m.
