VILLAGE OF CIL MEETING JUNE 1973 The meeting was called to order by Mayor Jensen at 8 P.M. Flag pledge followed. Present; Friedges, Make, Jensen, Emend and Edwards. Also preserxt; Pat Farrell, Village Attorney and Robert Frigaard, Village engineer. 73.318 Motion by Emend seconded by Friedges to approve the minutes of the May 21: 1973 meeting with the correction of motion 73.309. Friedges, Make, Jensen, Emend .and Edwards "aye", motion carried. 73.318 Motion by Make seconded by Emend to accept the minutes of the Special May 30, 1973 meeting as presented. Make, Jensen, Emend, Edwards and Friedges r'at'e", motion carried. 73.320 Motion by Emend seconded by Edwards to pay. the Village bills with the exception of 9957. Jensen, Emend, Edwards, Friedges and Make "aye", motion carried.. The Park & Recreation minutes for. May 23, 1973 were presented. 73.321 Motion by Emend seconded by Edwards to follow the Park & Recreation Committee recommendation and hire Michael Larson as lifeguard and supervisor of Orchard Beach at 3 per hour and to pay .the .other lifeguards X1.75 per hour. Emend, Edwards, 'Friedges, Make and Jensen "aye", motion carried. 73.322 Motion by Make seconded by Friedges to follow the Park & Recreation Committee recommendation and look into the acquistioh of some Caspersen property. Edwards, Friedges, Make, Jensen and Emend "aye", motion carried. A meeting will be set up with two council members and the Village attorney and a recommendation returned to the council on the above matter. 73.323 Motion by Make seconded by Friedges to authorize the attendance of Bud A1ich at the Athletic Field Turf Management seminar at the University of Minnesota on June 12-13, 1973 at a cost of X20. Friedges, Make, Jensen, Emend and Edwards "aye", mfJt3.OT3 carried. 73.32+ Motion by Make seconded by Emend to grant a beer license to the new owner of Ole Piper Inn, Znc., John A. Sather. Make, Jensen, Emend, Edwards and Friedges r~ayerr~ motion carried. 73.325 Motion by Make seconded by Friedges to grant New Antlers Park an on sale beer, off sale beer license and set up license aub~ect to the ordinance. Jensen, Emend, Friedges and Mako "aye", Edwards opposed, motion carried. 73.326 Motion by Emend seconded by Edwards to authorize the mayor to sign the abatement requests on the following Village property: Parcels-21+35, 20~F~2, 20~+~1-A, 20~+~+0, 20+38, 2036, and 20~+35A Emend, Edwards, Friedges, Make and Jensen "aye", motion carried. 73.327 Motion by Edwards seconded by Friedges to accept the recommendation of the Village attorney and set the dog pickup fees at: 1. $5.00 for the first pickup in one calendar year. 2. 13.00 for the second pickup in one calendar year. 3. 25.00 for the third pickup in one calendar year. Edwards, Friedges, Make, Jensen and Emend "aye', motion carried. Bruce Person was in to request that the council sell him a 30' right of way road on Orchard Lake Mr. Farrell will .check this out to see what can. be done. Mr. Farrell advised the council that if they went to 5 sere lets in platting, they could have trouble but he felt it would be better to go to lots somewhere under five acres. He said that the Planning Commission must hold a hearing on this. This will be done. 73.328. Motion by Emend seconded by Edwards to extend the moratorium on platting until the 17th of July. Friedges, Make, Jensen, Emend and Edwards "aye", motion carried. ~l) ' ING VILLAQE OF LAKEVILLECILMF~.T • ~ JUNE 1973 73.329 Motion by Mako-.seconded by Friedges to send a letter to Apple Valley requesting that. they put up lights at the corner of County Road 46 and Pilot Knob Road and the corner of Dodd Road and County 46. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried. The hearing on water and sewer extensions to the east side of Lake Marion was continued. Tom Rasmussen and Douglas Meyer asked various questions regarding roads and the placement of-the water and sewer lines. There were some questions .asked about the low lots on the lake and about the lift stations. 73.33© Motion by Mako seconded by Emond to order the sewer and water extensions to the area in and around the eastern shoreline of Lake Marion. and to authorize the engineer to prepare the plans and specs for the same. Jensen, Eanond, Edwards, Friedges and Mako "aye", motion carried. 73.331 Motion by Friedges seconded by Mako to authorize the installation of three more street lights in Park Terrace Addition as recommended by the NSP representative. Emond, Edwards, Fredges, Mako and Jensen "aye", motion carried. 73.332 Motion by Edwards seconded by Friedges to install 18 street lights in Clay Acres. These are the same type of .lights as those installed in Park Terrace. Edwards, Friedges, Mako, Jensen and Emond ".aye", motion carried. .73.333 Motion by Jensen seconded by Friedges to pay for 1/2 of the installation costs of the lights in Valley Park 8th Addition with Vern Donnay paying for the other 1/2. ..Liquor Store funds will be used to pay for this expenditure. Friedges, Mako, Jensen, and Emond "ayei°, Edwards opposed, motion carried. 73.334 Mo'~ion by Emond seconded by Fredges to approve beer and set-up licenses for Dr. Jerome W. Kaufer for Sea Girt Inca. Mako, Jensen, Emond, Edwards and Friedges " aye", motion carried. Ed Asbury reported that Mr. Grohoski had not fu11y complied with the necessary finishing work on the houses in Lakeville Hills. He also asked for information regarding junk cars in regard to the I-35 Truck Stop. Martin Kane reported to the council that-there is not enough interest at this time -tc> support the building of an ice arena and turned in his information for filing i.n the Village records. Mr. Robert Laddusaw presented a petition for the extension of Highview Avenue. There .are seven names affixed. 73.335 Motion by Friedges seconded by Mako to accept the petition for the extension of Hghview Avenue. Jensen, Emond, Edwards, Friedges and Mako "aye", rdotion carried.... 73.336 M©tion by Mako seconded by Friedges to instri:et the engineer to prepare a feasibility study for the extension of Hghview Avenue. Emond, Edwards, Fredges, Mako and Jensen "aye", motion carried.. .73.337 Motion by Emond seconded by Fredges to pay checks #'s 9945 and 9968. Edwards, Friedges, Mako, Jensen sand Emond "aye", motion carried. 73.338 Motion by Emond seconded by Jensen to approve the expenditure of X254/s~xic'~. authorize,, the attorney to obtain an additional 30' of right of way for the widening of Jacquard Avenue. Fredges, Mako, Jensen, Emond and Edwards "aye'", motion carried. 73.339 Motion by Jensen seconded by Mako to approve the $10 expenditure for the Lakeville Human Rights Commission to become~oting member of the League of Minnesota Human Rights Commissions. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carra.ed. 73.340 Motion by Mako seconded by Friedges to acl~owledge the claim of James Robinette for damage to yard and driveway. Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried. 73.32 Motion by Jensen seconded by Emond to include this street in the public hearing and on the engineer's feasibility report. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. A letter from the Minnesota Dept. of Manpower Services was read. 73.33 Motionby Emond seconded by Jensen to grant Gerald Guptil an excavation permit. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried. 73.3~+~+ .Motion by Friedges seconded by Mako to authorise the mayor and clerk to sign .application. forms for the Industrial Revenue 3onds for the ITT building... All bi11s will be reimbursed to the Village.. Mako, Jensen, ~mond, Edwards and F'riedges "aye", motion carried. 73.345 Motion by Edwards seconded by Emond to have the clerk write the Manpower Services acknowledging receipt of their letter and program and explaining that the Village would. like all recruiting of personnel done in the Village and .that the Village wi11 supplement this program with their share which wi11 be $181.36. This expenditure will be taken out of the budge; of whichever department utilizes this service. Jensen, Emond, Edwards, Fredges and Mako "aye", motion.~arred.. 73.3+6 Motion by Jensen seconded by Friedges to approve renting Satellites for the Panaprog Celebration. Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried.. 73.3+7 Motion by Emond seconded by Jensen to adopt the amendment to Ordinance 32 and the amendment to Ordinance 25 as recamrnended by the Village attorney. Edwards, Fredges, Mako, Jensen and Emond "aye", motion carried. 73.3+8 Motion by Friedges seeonded,by Mako to set June 17,1973 at 2s3~ P.M. for the dedication of Aronson Park. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. It was reported that Mr. Grohoski wants to build on 2 lots in Lakeville Hills for which the engineer had recommended that no building permits be issued. The purchase of six acres of land from Mr. Quist was discussed. 73.3+9 Motion by Jensen seconded by Edwards to have the police department make an inspection of these lots/and make _a report to Mr. Farrell who would then take the proper action to get these cleaned p belonging to Mr. Grohoski Mako, Jensen, Emond, Edwards and Friedges "aye",emotion carried. 73.350 Motion by Emond seconded by Edwards to instruct the attorney to get. an appraisal of the six acres of land needed. from Mr. Quist. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. Emond, Edwards, F'red,ges, Mako and Jensen "aye", ..:motion carried. 73.352 Motion by Emond seconded by Fredges to award the bid to the low bidder, Northwest Bituminous whose bid was $31,824.00. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. 73.353 Motion by Emond seconded by Edwards to approve the plans and specs for Street Improvements in Park Terrace 3rd Addition.
