~ • VILhAGE OF L~AKEVILLE COUNCIL NlEETI1~tG sEPTn~Ex lo, 1973 The meeting was called to order at 8 P.M. by Mayor Jensen. Flag pledge followed. Present; Friedges, Mako, Jensen, Emondand Edwards. Also present; Robert Frigaard, Village engineer and Pat Farrell, Village attorney. 73.546 Motion by Mako secondedby Friedges to accept the minutes of the Sept. 1973, meeting. as corrected. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. The Building Inspector presented his report for August 1973. An alley in Block B, Thompson Addition, closed in 1954 but never recorded. at the county xaas discussed. Mr. Wayne Tonsager would like to build a two ear garage at the back of his property and use this alley for access. .This .matter was turned over to the building inspector and pillage attorney for review. Mr. Frigaard presented his report. The Planning .Commission minutes of Aug. 30, 1973 ~rere presented.. 73.547 Motion by ~nond seconded by Mako to follow the Planning Commission recommendation and grant the Acorn Lodge Motel a vara:aa2ee for the height of a sign. This sign .will be 29' high. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried. 73.548 Motion. by Friedges seconded by Emond to follow .the Planning Commission recommendation and grant Richard Storlie a variance to build a garage larger than 600 sq ft. at 12393 W. 205th St. Jensen, Eanond, Edwards, Friedges and Mako "aye",:motion carried. 73.549 Motion by Emond seconded by Edwards to, refer the final plat of Weisner's Lake Addition. to the attorney for a development contract and to the. engineer for street bonding provisions. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. 73.550 Motion by Friedges seconded by Mako to grant a building permit to Austin Products. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.551 Motion by Mako seconded by Friedges to grant Harry S. Johnson a building permit. Mako, Jensen, Emond, Edwards and Friedges "aye",.motion carried.. 73.552 Motion by Mako seconded by Edwards to grant approval of the industrial bonds for the Harry S. Johnson building subject to the review of the financial consultant and the attorney. Jensen, Emond, Edwards, Fredges and Mako "aye'+, motion carried. 73.553 Motion by Friedges seconded by Emend to approve the certificate of correction to plat of Airlake Industrial Park lst Addition as presented by the attached certificate. Emond, Edwards, Friedges, Mako and Jensen Faye", motion carried.. 73.554 Motion by Friedges seconded by Edwards to follow the recommendation of the Planning Commission :The Village Planner will be present in the Village offices two. half days per month for consultation by land developers.. Edwards, Friedges, Mako, Jensen .and Emond "aye", motion carried. 73.555 Motion by Mako seconded by Edwards that the planner have a report for the Council by the 31st of December for the work he has done. Friedges, Mako, Jensen, Eanond and:Edwards "aye", motion carried. The continued hearing on the water & sewer extensions to the new. restaurant on Highway 50 was opened. Mr. Fredrickson,. Chairman of the Water 8c Sewer Committee, said that they recommend that the sewer come in from the 'west to the new restaurant. All property owners .approved this method. Mr. Frigaard stated that the cost summary was approximately X9000 or $10 per foot for sewer.. ~1) ' ~ VILLAGE OF OUNGIL MEETING . sEPT~a~ER 1©, 1973 73.556 Motion by Errand seconded by Edwards to follow the Water & Sewer Committee's recommendation that the sewer come in from the west and order the water and sewer extensions to the new restaurant on Highway 50 and authorize the plans and epees to be prepared by the engineer. Ma]co, Jensen, Emond, Edwards and Fri.edges "aye", motion carried. Mr. Fredrickson stated that the Water & Sewer Committee also recommended looping the Village water system at this time by extending the water main along Highway 50 to Hamburg Avenue and south with the cost to be charged to the. trunk system. The lateral benefits would be charged at a later date. Mr. Maynard Johnson and Mr. Berard Grubs~eh of Airlake Park stated that this would be alright with them. 73.557 Motion by Mako seconded by Emond to follow the recommendation of the Water & Sewer Committee and loop the Village water system at this time and authorize the engineer to prepare the plans and specs. Lateral benefits will be charged at the time of connections. .Jensen, E~nond, Edwards, Fried~es and Mako "aye':, motion Carried. The sewer problem at the police station was discussed. Richard Nordling showed a drawing of the proposed sewer line and stated .that Mr. Fredrickson would do the work for ~2~+00. Mr. Frigaard recommended that the council give this work. to Mr. Fredrickson as it was a very reasonable price. 73.55$ Motion by'Mako seconded by Jensen to have Fredrickson ~ccavating put in the new sewer line for the police station at the cost of ~2~+00. Emond,` Edwards, Fri~edges, Mako and Jensen "aye", motion carried. Mrs. Donald HamDner presented the council with various leaflets regarding oak wilt and discussed what she had learned about the diseases of trees from meetings she. had attended. She also presented a copy of the Apple Valley ordinance. This ordinance wall be discussed at the Oct. 1, 1973, meeting. Robert Montey a resident of Valley Park 5th asked the council to post speed limits on 169th St., Lower 169th and Florin Ave. Mrs. Germaine also asked that "slow children" signs be erected. Mr. Jensen will talk to the maintenance department about installing these signs. Bill Ridgeway of Jackson Heights 1st Addition asked the council if anyythng could be done-to alleviate the problem of his septic system overflowing. The building inspector stated that the reason for this was that the lot was too low and that-if Mr. Jackson would fill his lots and Mr. Grohoski would fill the remainder some of this problem would be remedied. It was decided to meter this house to see how much water runs through the pipes and to ascertain if there is a spring running into this septic system. 73.559 Motion by Mako seconded by Friedges to approve letting the contract for the work on 215th St. to the low bidder, Fischer Sand & Aggregate, Inc. whose bid was $20,032.87. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. 73.5 Motion by Edwards seconded by Friedges to accept the petition for sewer and water on Jacquard Ave, W. Friedges, Mako, Jensen, Emond and Edwards "aye" motion carried. 73.561 Motion by Emond seconded by Edwards to refer the petition for sewer and water on Jacquard Ave. W. to the Water & Sewer Committee. Mako, Jensen, Emond, Edwards and Fredges "aye", motion carried. 73.562 Motion by Jensen seconded by Friedges to include a sum of money in the budget adequate to hire a Public Works Director. Jensen, Emond and Friedges "aye", Mako and Edwards. opposed,..motion carried. 73.563 Motion by Mako seconded by Emond to set aside money in the budget to hire a Village Administrator about July 1, 197. Emond, Edwards, Friedges, Mako and Jensen "aye",.motion carried.
