VILLAGE OF LgifEVILLE COUNCIL MEETING

The meeting was called to order at $ P. M. by Mayor Jensen. Flag pledge
.followed.
Present; Friedges, Mako, Jensen, Emond and Edwards.
Also present; Pat Farrell, Village attorney and Robert Frigaard, Village engineer,
73.56+ Motion by Friedges seconded by Mako to accept the minutes of the Sept. 10, 1973,
meeting as presented. Friedges, Mako, Jensen, Emand and Edwards "aye", motion
carried.
73.565 Motion by Friedges seconded by Ernond to pay the claims against the Village.
Copy. attached. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried.
73.566 .Motion by Emond seconded by Friedges to pay the claims against the Liquor store,
copy attched. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried.
Mr. Farrell reported that he had an agreement for Weisner's Lake Addition
and the developers would have to pay ~75U0 for .street bonds and Mr. Ruedy
stated that he would pay the park donation.
73.567 Motion by Emond seconded by Edwards to approve the final plat of Weisner's
Lake Addition and authorize the mayor to sign the development contract.
Emond, Edwards, Friedges, Mako and Jensen "aye", motion carried.
Mr. Farrell also advised the council that it would not be a good idea to reopen
the alley for Wayne Tonsager. He felt that it would be better for Mr. Tonsager
to obtaineasements from the neighbors.
73.568 Motion by Mako seconded by Emond to dexzy the request of Wayne Tonsager
to open the a11ey in Block B, Thompson Addition. Edwards, Friedges, Mako,
Jensen and Emond "aye", motion carried.
73.569 Mention by Friedges seconded by Mako to reset .the assessment hearing date4;as
Oct. 1973: starting at 7:30 P.M. Friedges, Mako, Jensen, Emond aad Edwards
"aye", motion carried.
Mr. Glenn Langord, the plumbing inspector, reported on septic systems and how
some soils are very poor and do not drain we11. It was felt that percolation
tests should be taken before building permits are issued for these areas.
73.570 Motion by Jensen seconded by Edwards that the building inspector and plumbing
inspector require a percolation test before building permitsare issued. Mako,
Jensen, Emond, Edwards-and Friedges "aye", motion carried.'
Ed Korba and Bill: Larson presented a $1000 check to the Village for the Softball
Associan's share of the fence i.n Aronson Park.
Bruce Person presented a petition .for the closing of a street at Orchard Lake.
73.571 Motion by Emond seconded by Friedges to accept the petition for closing of street
as presented by Bruce Person, copy attached. Jensen, Emond,p Edwards, Friedges

73.572 Motion by Friedges seconded by Edwards to set a hearing .for closing of the road
in Orchard Lake for 9 P.M. ens 9th of October. Emond, Edwards, Friedges, Mako
and Jensen "aye", motion carried.
73.573 Motion by Mako seconded by Emond to .follow the road and street committee's
recommendation and approve the specs .for the maintenance truck and to trade
in the old truck. Edwards, Friedges, Mako, Jensen and Emond '''aye", motion carried.
73.57+ Motion by Jensen seconded by Edwards to set a bid letting date for the
maintenance truck for Oct. 15th`at 8:30 P.M, Fredges, Mako, Jensen, Emond
and Edwards "aye", motion carried.

73.575 Motion by Friedges seconded by Mako to permit Paul Clark to hookup tc~ sewer
"subject to obtaining a private easement from Prairie Investment Co. to cross
their land. Mako, Jensen, Emond., Edwards and Friedges "aye", motion carried.
Mr. Gralow asked the council if-there is something that can be done to
remove the junk cars around the I-35 Truck Stop.
73.576 Motion by Mako seconded by Friedges to bring the junk car problem before the
Planning Co~nission with Joe Maarek, Pat Farrell and Richard Radermacher present.
Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried.
Bill and Robert Stewart appeared before the council to request when it will
be possible to plat land that-they own on County Road #7Q and 35-W. They were
advised that soil conditions conducive to septic systems would have to be
checked out and that they also could petition for sewer and water with other
developers in that area..:.
73.577 Motion by Edwards seconded by Friedges to adopt the amendment Ord. No, 16,
attached, Emond, Edwards., Fredges, Mako and Jensen "aye", motion carried.
73.578 Motion by Ernt~nd seconded by Friedges to adopt the ordinance for the installation
of underground utilities. nnond Edwards, Fredges, Mako and Jensen."aye",
motion carried.
73.579 Motion by Mako seconded by Friedges to adopt the ordinance regulating the
labeling, sale, advert~.singeand display for sale of milk, .copy attached.. Edwards,
Fried~es, Mako, Jensen and Emond "aye", motion carried.
73.580 .Motion by Edwards seconded'by Jensen to adopt the land use and control measures
i.n flood: plain areas resolution, copy attached.. Friedges, Mako, Jensen,' Emond and
.Edwards "aye", motion carried.
Mr. Bentson and the council discussed the purchase of Antlers Park.
73.581 Motion by Edwards seconded by Jensen adopting the resolution authorizing the
condenmation of .the. Antlers. Park property. Jensen, Emond, Edwards and Friedges
"aye", Mako opposed, motion-carried.
73.582 Motion by~;J:ensen seconded by Edwards to approve the top ten candidates residing.
in the Village of Lakeville as they appear on the list for .the .Lakeville
Police Department Police Reserve Applicants. Jensen, Emond, Edwards, Friedges
and Mako "aye", motion carried.
Mr. Mako was excused at 10:35 P.M.
.73.583 .Motion by Emond seconded by Jensen to approve the settlement of $1900 as 2'rall
settlement to Albert & Evelyn Krejce. Emond, Edwards, Friedges and Jensen "aye"',
motion carried....
73-58~+ Motion by Emend seconded. by Friedges to approve the utility permit for
the CentralTelephone Co. for the installation of buried cable on Kaparia Ave. south
of 215th St. Edwards, Friedges, Jensen and Emond "'aye", motion carried.
73.585 Motion by Edwards seconded by Emond to approve the plans and specs for the water
and sewer extensions to the new restaurant and the ones to Aquarius Sing Pool Co.
and to set a bid letting date for 0et. 18,.1973,. at P.M., Edwards, Friedges,
.Jensen and Emond °aye", motion carried.
The final payment to Fischer Construction Co. for: the work done in College. Park.
"The attorney reeominended this payment be made.
Motion_by Friedges seconded by Emond to adjourn carried unanimously.
