Also present; Robert Frigaard.,,Vllage Engineer and Pat Farrell, Village .Attorney.. 73.589 Motion by Make seconded by Friedges to accept the minutes of the Sept. 17, 1973 ,meeting. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.590 Motion by Emond seconded by Mako to accept the minutes of the special Sept. 1973 meeting. Mako, Jensen, Emond, Edwards and Friedges "aye",.motion carried. 73.591 Motion by Emond seconded by Make to aeeept the minutes of the special Sept. 2b, 1973 meeting. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. The Lakeville Police Reserve officers wars sworn in. The minutes of the Sept.. 13, 1973, Planning Commission were presented. 73.593 M©tion by Mako seQOnded by Emond to follow the recommendation of the Planning Commission and grant George Beaumaster a variance to build a garage 5;feet from the propertyline, 8525 208th St. W. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. variance for height of fence for Mr. T. Carlson is not necessary as he has decided to build a conventional height fence. 73.59 Motion by Emonci seconded by Edwards to refer the preliminary plat of Woodbury Addition to the engineer for a recommendation. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.595 Motion by Friedges seconded by Mako to set a public hearing for the extension of Highview Avenue for November 5 at g P.M. MakO, Jensen, Fond, Edwards and Fredges "sye", motion carried. 73.596 Motion by Friedges seconded by Emond to grant Richard Schultz a permit to 'build a storage shed.. Jensen, Emond, Edwards, Friedges and Mako "aye", m~ation carried. No .action was needed on the sub-division of lots for Leonard Gephart and Thomas Ferber. The Water anal Sewer minutes for September 1$, 1973, were presented.. 73.597 Motion by Etnond seconded by Edwards to follow the recommendation of the water and Sewer Comm3.ttee not to take over the sewer and water for the Green Meadows townhouse project. Emond, Edwards, Friedges, Mako and Jensen "aye" motion carried. 73.598 Motion by Mako seconded by Edwards to follow the recommendation of the Water and Sewer Committee and hold a hearing for water and sewer extensions on Iteri Ave. and Jacquard Ave. and authorize the engineer -to prepare a preliminary report. Edwards, Friedges, Rgako, Jensen and Emond "aye", motion carried. 73.599 Motion by Emond seconded by Friedges to approve the certificate of correction for Oak Shores Second Addition. Peterson to open and maintain roadway iri Liberty Heights and .instruct the engineer to give a recommendation-on whether or not this road can be built along the dedicated portion. Jensen, Emond, Edwards, Friedges end Mako "aye", motion carried. Mr. Ward Stienstre from the Universitq of Minnesota discussed the methods and programs necessary to cantxrol Oak Wilt and Elm Tree disease with the Council. He also elained the costs that other eomtuurdties are incurring to ¢oAtral`these dffiaases. Mr. Curt Gunderson and Felix Tillges were interested persons takingpaxt in this discussion. A~Ir. 3tienstra informed the council that there are some advisory personnel wh© avoid do the surveq work but. other personnel would have to be utilized t,® do the other work. Keller Construction Ca. whose bid was X415,916.54.
