Present; Friedges, Mako, Jensen, Emond and Edwards. Also present; Robert Frgaard, Village E~?gineer. 73.521 Motion by Mako seconded by Priedges to accept the minutes of the Det. 1, 1973r meeting as written. Friedges, Mako, Jensen, E~?ond and Edwards "aye", motion carried. 73.622 Motion by Emond seconded by Friedges to accept the minutes of the Special Cet. 4, 1973, ffieeting as written. Mako, Jensen, Emond, Edwards and F'riedges "aye", motion carried. Mr. Ackerman presented his building report for September, 1973• The lights in Clay's Acres and the drainage ditch in Valley Park were discussed. Mr. Prigaard presented his report-and a preliminary report for sewer and water extensions to Jacquard and Iteri Avenues. 73.623 Motion by Emond seconded by Mako to accept the preliminary report for sewer and water extegsions to Jacquard and Iteri Avenues and to set a public hearing. for Nov. 5, at 9s3~ P.M. Jensen, Emond, Edwards, F'riedges and Mako "aye", motion carried. Mr. Pulacher recommended that the council held a sale on bonds the 5th of Nov. at 7s34 P.M. and also suggested that aerating be obtained from Moody's Investors Service, Inc. 73.524 Motion by Mako seconded by Friedges to follow the recommendation of the financia3 consultant to ebtain a rating from Moody's and to set the sale for Nov. 5 at 7a3f P.M. The P1 Com~.ssion minutes for Sept. 27, 1973, were presented. .73.625 Motion by Friedges seconded by Etsuand to follow the recommendation of the Playing Gommi.ssion and grant Jeanne M. Helstrom a conditional use•-permit for a beauty shop at 715E) 157th Ct. W. in Valley Park_.with the stipulation that this be a one-chair operation and the time limit for this permit be t years. Edwards, Friedges, Mako, Jensen acid Emond "aye", motion carried. 73.626 Motion by Emond seconded by Edwards to follow the recommendation of the Planning Commission and great Process Control Corp variance to height ordir~anee to build ttac~ st~arage .silos 50 feet high. on property named by ITT. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.62'] Motion by Friedges seconded by Agako to grant a building permit for an addition to The Place. Mako, Jensen, Emond, Edwards and F'riedges "aye", motion carried. The hearing on the proposed budget was opened at ~s45 P.M. Various questions were asked by Harry Clarkson regarding the increased amounts for the different departments. He also asked if this building fund could not be used for afire station in Valley Park. 73.628. Motion by Emond seconded by Mako to approve the budget as presented, copy attached.. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. The hearing for the closing of the road in Orchard Lake was opened. Bruce Person and John E. NePage, property owners abutting this road were present and showed the council various snapshots of this property. They are in agreement about closing this 34 foot easement and. did not want this to become an access to the lake for boats, eta. 73.629 Motion by Emond seconded by Friedges to table this matter for one weeks Emond, Edwards, Friedges, Mako and Jens®n "aye", motion carried. ~l~ s' VTLLA.GE OF r.au~vrr:r.F COUNCIL MEE'TI1V0 oc~BER 9, 1973 73.630 M®ti0n by Emend seconded by Friedges to follot~ the recommendation of the ~lanr~i.ng C9mm3.ssian and approve the preliminary plat of '6d©~dbury .AdditiAn witch: the revisions as recommended by Mr. Frigaard and with the stipulation that no building permits be granted until Hghview Avenue is constructed. Edwards, Friedges, Mako, Jensen, Emend "sye", motion carried. 73.631 F~©tion by Friedges seconded by Edwards to grant Mr. Laddusaw an excavatz.~ag permit. for work pis Woodbury Addis. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried:. Mr. Frigaard showed the council the width of a road that wc~u].d. be needed tc> service the Ben,~amin Peterson property. He felt that the road would be too steep abd that too many trees would have to be cut for this road. He felt that some other means of access should be explored. 73.632 Motion by A2ako seconded by Emond tc~ deny this request ©f Ben3amin Peterson to open 169th Avenue in .Orchard Lake. Matra, Jensen., Emond, Edwards and Friedges "aye", motion carried. Louise Phillips, speaking f®r herself and Marie He11er, asked the council what must be done for property they own on H®lyol~e Ave. to make it presentable and acceptable to the V1Z~,ge. It was decided that Mr. Ackerman would review this matter. with the owners this week. 73.633 Motion by Matra seconded by Edwai°ds is continue the hearing on. the 215th St. assessment until the 15th of act. Jensen,°Emond, Edwards, Fredges and Mako "aye", motion carried. 73.63 Motion by Friedges seconded by Emond to follow the clerk's recommendation and order the ccm~lete check prcateetor and signer fxrom ~ & E Check Protector Co. for X860.®0 with a 10;~ discount. Bids are on file in clerk's office. Emond, Edwards, Friedges, I~ako and Jensen "aye", motion carried. 73.635 M©tion by Mak4 seca~ndsci by Fredgss to authorize the mayor tp siga the mutual aid agreement between Burnsville and Lakeville as recommended by .the fire chief. Edwards, Friedges, Mako, Jensen and Emond "aye", motion carried. 73.636. Motion by Emend seconded by Edwards to approve the new rates as prsse~ated by the engineer.
