The meeting was called to order by Mayor Jensen at 7,35 P.M. Flag pledge
followed. Present; Friedges, Mako, Jensenand Emond. Absent; Edwards..
Also present; Robert Pinscher, Village Financial Consultant, Robert Frigaard,
Village Engineer and Pat Farrell, Village Attorney.
The :bond. sale was closed and the bids were opened. Four bids were received
with the bids as stated on the attached list. Mr. Pinscher recommended that
the council award the bonds to the low hidden.
73.566 Motion by Friedges seconded by Mako to accept the bids. Friedges, Make and
Jensen.F'aye", motion carried.
73.567 Motion by Mako seconded by Friedges to follow the recommendation of
the
financial consultant and award the bonds to the low bidder, Allisan-William
Co. at a net interest cost of ~39~F,795 and a net interest rate of 5.1106.
Mako, Jensen, Emond and Friedges "aYe", motion .carried.
73.568 Mcatic~n by Friedges seconded by Emond to accept the minutes of the Oct. 15, 1973
meeting as corrected. Jensen, Emond, Friedges and Mako "aye", motion carried.
73.569. Motion by Emond seconded by Mako to accept the minutes of the special Cet. 16,
1973 meetixa.g. IImand, Friedges, Mako and Jensen "aye", motion carried.
73.570 Motion by Emond seconded by'Fredges to pay the claims against the Village.
List attached. Friedges, Mako, Jensen and Emond "aye", motion carried.
The Water and. Sewer minutes for act. 17,.1973, were reviewed.
73.571 Motion by Friedges seconded by Emond to follow the recomffieudation of the
Water .and Sewer Committee and pay Marilyn Haae1 for typing 28 pages. of
minutes. Mako, Jensen, Emond and Friedges '"aye", motion carried.
The Planning Commission minutes for oct. 11, 1973, were presented..
73.572 Motion by ~nond seconded by Friedges to follow the recommendation
of the Planning Commission and grant Paul Exley a conditional use permit
for Weatherama Weather Services at his home in Valley Park.. Jensen, EtnQnd,
Friedges and Mako "aye", motion carried.
The Planning Commission minutes for Oct. 25, 1973, were presented.
N'o one was present for the Brookview Park PIID so this waa postponed until
someone arrived to represent them.
73.573 Motion by Emond seconded by Friedges to follow the P1arnling Commission
recommendation and grant Turner Enterprises a eondition~.l use permit for
one year for outside storage on the Denny Dunham farm. Emond, Friedges,
Mako and Jensen "aye", motion carried.
73.57 Motion by Friedges seconded by Mako to accept the bids for the 73.5 project,
Aquarius and 'the new restaurant on Highway #50. Friedges, Mako, Jensen
and Emond.F'at'e", m®tion carried.
Mr. Farrell said the council would be we11 advised to accept the low bid.
73.575 Motion by Friedges seconded by`Emond tc~ accept the bid of Erickson Bros., Inc.
whose bid was ~~+5,7~+9.04 for the water and sewer extensions to Aquarius
Swimma.ng Pool Cd. and the new restaurant on Highway #5D. Mako, Jensen,
Emond and Friedges "aye", motion carried.
73.576 Motion by Emond seconded by Mako to approve the election ,judges for the
Dec. ~F, 1973, election as presented. List attached. Jensen, Ea~ond,
Fredges and Mako "aye'F, motion carried.
.73.577. Motion by II~end seconded by Friedges to approve the liquor licenses for

Honeywell Country Club and The Chart House-sub,~ect to the proper
insurance policies being presented. Emond, Friedges, Makin and Jensen
"aye", motion carried.
73.57$. Motion by Emond seconded by Mako to approve the abatements as .listed on the
attached .sheet. Friedges, Mako, Jensen and Emond "aye", motion carried.
73.579 Motion by Emond seconded by Jensen to follow the recommendation of the
engineer and grant Dakota Electric Assn. a permit for an underground
distribution system in Jackson Heights 2nd Addtion. Mako, Jensen, Emond
and Friedges "aye", motion carried.
73.580 Motion by Emond seconded by Mako to postpone the decision on the.
prelimixiary Brookvie~r Park PUD for one week and ask the Village planner
and the representative. of Brookview to be present to explain their plan.
Jensen, Emond, Fredges and Mako ",aye", motion carried.
The hewing for the street ~rovement of Highview Avenue was opened at
9sU4 P.M. 1'he legal notice was read after which Mr. Frigaard gave a
resume of the preliminary report for this project. A list of interested
property owners is attached:
Mr. Wayne Hoffman asked, why;k~e had not been contacted to sign the p~ition
for this road. Mr. R. Laddusaw explained that he felt with 8(D,~ of the
signatures of the land owners, he did not need to contact the remainder.
Mr. Frigaard explained at this time that there are no costs in the
prelimixaary report for 'replacing fences.
Mr. James Johnson and.Mrs. Robert McMillan said that they did not want.
this road separating their properties and asked who had requested the road
and were advised that there had been a petition presented.
Clint Zweber and Mr, Laddusaw's attorney requested information regarding
the method of assessing and for how long a period the assessments would
run.
Mr. Hoffman said that he is apposed tq this road.
Mr. Make felt that before a decision is rendered by the council there should
be some nvestigatQa into how many development pro3ects would be needing
the road and how soon these developments would be going in.
73.581 Mo-tivn by Mako seconded by E~ortd to continue this hearing on Highview Avenue
street improvement until the 7th of January, 197+, at 9s3G P.M. E~ond,
Friedges, Mako and Jensen."aye", motion carried.
The hearing on the Jacquard and Iteri Avenues water and sewer. extensions
was opened at 9s3~ P.M~ The legal notice was read and Mr Frigaard gave
a brief resume of his preliminary report. A list of interested property
.owners 3s attached.
Richard Sullivan asked who had signed the petition for thin improvement.
Mr. R. Biester presented a petition :signed by ten property .owners on Iteri
who are opposed to th~.pro,~ect.
73.582. Motion by Fredges seconded by Mako to accept this petition opposing the
Iteri Street improvement. Friedges, Mako, Jensen acid Ep~ond "aye", motion
carried.
Joel Frank said that .this: improvement is an economic hardship on the large
property owners anal that he felt the assessments were not fair as the land
along the south side of the road had never been assessed and property owners
east of Clay's Acres 'had not been assessed, .,.for the. water line.
Mr. Frgaard explained that the reason. the property owners south of the road
had not been assessed was because the drainage had not been determined. This
is in another drainage area. The water lines along Highway #'7fl were not
.assessed because. these are oversized lines and will be paid for when they
are utilized `'for laterals.

Mr. Frank and Mrs. Sullivan stated that they were opposed to the project
at this time .
Jim Bratseh asked if this is a package-deal. or can these streets be
ordered separately.
Duane Peterson said the geople south of him have an adequate septic system
which drains across his yard and it is impossible to sit outside in the suer
due to the smell.
Bob Willis asked how costs compared with other areas.
Robert Nordin stated that he is opposed to this project.
Mrs. Judy Hurd said .that they need the sewer badly as her septic system
runs rover and water is backing up into her basement.
Mr. Kamrad TI asked how the assessments were spread out.
Mr. Frank felt that if this improvement is constructed, the large property
owners. .should have the assessments deferred for a certain period without
interest.
Mr. Mako told the audience that this project could possibly be ordered daze
to health reasons.
73.583 Motion by Mako seconded by Friedges to continue this hearing on sewer and
water extensions to Iteri and Jacquard. Avenues until Monday, the 12th day
of November at 8:3Q P.M. Mako, Jensen, Emond and Fr.ed$es "aye", motion
carried.
73.5+ Motion by Fredges seconded,~~y Mako to approve the vacation of all that part
of a Village Road. adjacent/and lying along lot 1 Block 1, Ken Con Estates let
Addis. Jensen, Emond, Friedges and Mako "aye", motion carried.
A sidewalk at 8+02 2U7th St. was discussed and it was decided not to take
it out.
Price quotes for new squad cars were presented to the council.
73.585 Motion by Mako seconded by Emond to approve the police chief's request for
the purchase of two squad cars from the low bidder. Bids attached.
Emond, Friedges, Mako and Jensen "aye", motion carried.
73.586 Motion by Mako seconded by Fried~ges to advertise for a public works director
with the applications to be closed on Dee. 15, 1973. Friedges, Mako, Jensen,
and Emond "aye", motion carried.
Motion. by Emond seconded by Mako to adjourn carried unanimously.
