Present; Emond, Mako and Edwards. Absent; Friedges and Jensen. 73.595 Motion by Emond seconded by Edwards to accept the minutes of the.November 12, 1973 meeting. Emond, Mako, and Edwards."aye", motion carried, 73.596 Motion by Emond seconded by Msko to pay the claims against the Village with the exception of 1©685. Mako, Edwards and Emend "aye", motion carried. 73.597 Motion by Emond seconded by Mako to pay the claims against the Liquor Store. Edwards, Emond and Mako "aye", motion carried. Dale Harvego was sworn in as a member of the Water and Sewer Comuaittee. The Planning Commission minutes for Nov. 8, 1973 were presented. Mel Erickson presented a. statement with his reasons=for requesting a three chair beauty shop in his home. 73.598 Motion by Emond seconded. by Edwards to accept this statement and make it a part of the records. Emond, Mako and Edwards "aye",..motion carried. 73.599 Motion by Emond seconded by Mako to grant Mel Erickson a conditional use permit for'the period of one gear to operate a three chair beauty parlor in his home at 210th St. Mako, Edwards and Emond "aye", motion carded. .Mrs. Julian Sauser appeared with five letters from her neighbors who approve of the beauty shop in her home. 73.6f)Q Motion by Mako seconded by Emond to accept these letters and make them a part of the records. Edwards, Emond and Mako "aye", motion carried. 73.601 Motion by Emond seconded by Edwards to grant Julian Sauser a conditional use permit for the .period of two years to operate a beauty shop in his home at 8~~5 190th St, W. Emond, Mak® and Edwards "aye", motion carried. 73.602 Motion by Emond seconded by Mako to follow the Planning Commission recommendation and grant Charles H. Rgnonti a variance -to garage. size, 26' x 30', at his home at 2030 Judicial Road. Mako, Edwards and Emond "aye", motion carried. The Water & Sewer minutes for ATov. 7, 1973 were presented. 73.603 Motion by Mako seconded by Emond tc~ turn the recommendation re lot size in platted areas where there is no water and sewer over to the Village Attorney for his review and so that he may bring in a sale ordinance. .Edwards, Emond and Mako "aye", emotion. carried. The Chief of Police, Richard Radermacher, presented a request for an internship program at Inver Hil~.s Junior College in which law enforcement students would like to participate for either 6 or l5 credits. They would work in different areas f.n a com~aruxiity service officer training. program. He said that the liability insurance of the Village will cover this program at no extra cost to the Village. There are no other costs involved. 73.60+ Ntotion by Matra seconded by Ernond to approve this program and authorize the participation of the police department in this program with Inver Hills Internship and Law Enforcement program. Emond, Mako and Edwards "aye", motion carried. 73.605 Motion by Mako seconded by Edwards to accept Mr. Radermacher's energy crisis and send copies to'all other departments and request an energy crisis policy by the first meeting i.n December. Mako, Edwards and Emond~"aye", motion carried. ~1) • VILLAGE OF LAKEVILLE COUNCIL MEETING NovE~ER 19, 1973 A discussion was held with. Mr. Laddusaw regarding the use of another engineer to reduce the costs of his project on Highview.<Avenue. 73.606 Motion by Mak© seeondea by Edwards to amend the minutes of the Nov. 15th meeting to include the attached resolution ":Resolution ordering sanitary sewer and water main extensions to Jacquard and Iteri Avenues, Village of Lakeville, .Minnesota". Edwards, Emond and Makc> "aye", motion carried. A letter from Instant Homes requesting a street light on Cedar Avenue at the entrance to Ardmor Mobile Home Park was read. 73.607 Motion by Emond seconded by Edwards to refer this request to LISP and Willard Ackerman for a x°ecommendation. Emond, Mako and Edwards "aye", motion carried. 73.64$ Motion by Emond seconded by Edwards to authorize the budgetary aeeounting program for the Village records. Mako, Edwards and Emond "aye"', motion carried. 73.9 Motion by Emond seconded by Mako to accept the resignation of John Hrkai from the Park and Recration Committee and to send him s letter thanking him for his years of service and to commend him on his service t'.o the eommaanity. " Edwards, Niako and Emond "aye", motion carried. 73.61E M®tion by Edwards seconded by Ma~so that the Village authorize the Village engineer to hire an outside firm to terrace the North drainage easement in Valley Park immediately with the bill to be paid by Vern Donnay and furtherrm~?re to request a meeting with the Donnay Co. to be apprised of the present and future status of the Valley Park and Green Meadows development subject to legal counsel as to Village liability and that the mayor be empowered to call this meeting.
