The meeting was called is order at 8aC0 P.M. by Mayor Jensen. Flag pladge
followed. Present; Friedges, Mako, Jensen, Emond and Edwards.
Also present; Robert Frigaard, Village Engineer and Pat Farrell, Village
Attorney.
73.611 Motion by Emond seconded by Mako to accept the minutes of the Nov. 19, 1973,
meeting. Friedges, Mako, Jensen, Emond and Edwards."aye", motion carried..
73.612 Motion by Mako seconded by Friedges to pay the claims against the Village.
List attached. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried.
Art Christofferson was: sworn in as a member of
the Water and Sewer Comani.ttee.
The Park & Recreation minutes of Nov. l~F, 1.973 were presented.
The Water and Sewer minutes for Nov. 21, 1973 were presented. The committee's
recommendation that Hrka1's Addition be: approvedsubjsct to publ3~s.-:-water ..sand
sewer being. available was duly noted.
Mr. Frigaard reported that the Federal Safety Act provided for a traffic sign.
inventory at no cost to .the Village.
73.613 Lotion by Friedges seconded by Edwards to authorise-the engineer to proceed
with the necessary inventory study of the traffic signs and also to cheek on
international signs. Jensen, Emond, Edwards, Friedges and Mako "aye", motion
carried.
Mr. Farrell advised the council that if the drainage ditch in .Valley Park has
been accepted by the Village, this could be handled the same as any other
project with public hearings and notices to residents. If thin h~a not been
accepted, Donnay could be charged for the work do~ae to improve the easement..
This will be checked out in the Village records.
Mr. Farrell also advised the council about the meeting which was held with
the representatives of Donnay and Donnay's creditors. IIe said the situation
is one of uncertainty but it is hoped that two of the holding eompar~.es can
supply the assets to get Valley Park construction moving again. Another meeting
will be arranged with Mr. Donnay.
73.614 Motion by Mako seconded by Friedges to authorize that the contract for the
sewer and water extensions for project 73.5, which was awarded to Erickson
Brothers be executed. Emond, Edwards, Friedges, Mako and Jensen "aye",
motion carried.
73.615 Motion by Emond seconded by Edwards to authorize the Lake Marion water and
sewer extension contract awarded to Keller Construction be executed.
Edwards, Friedges, Msko, Jensen and Emond "aye", motion carried.
73.616 Motion by Emond seconded by Friedges tc> grant Joseph J. Schweich an excavating
permit ,as per attached request, _ subject to Mr. Aekerman's approval.
Friedges, Malco, Jensen, Emond and Edwards."aye", motion carried.
73.617 Motion by Emond seconded by Edwards to adopt a resolution to have the Christmas
lights turned on between the hours of 5 F.M. and 8 P.M. from the 15th through
the 25th of December. Mako, Jensen, Emond, Edwards and Friedges "aye",
motion carried,
Mr. Dale of Brookview Park, Inc. appeared before the council in re-their
request for approval of the general concept of this development. Mr. Farrell
advised the council that he had reviewed the contract and liked the idea
very much but that the ordinance would have to be amended.

Mr. Dale explained that he felt that this concept would make the plan more
flexible than is now permitted.
Mr. Edwards is opposed to this concept as he feels that the Council would not
have as much control over the development as it progresses. Fie would prefer
the PUD to remain the same.
73.618 Motion by Emond seconded by Mako to adopt the resolution as written by Mr.
Farrell, attached, giving geners,~. approval of the proposed development
of Brookview Park. Jensen, Emond, Friedges and Mako "aye", Edwards opposed,
motion carried.
73.619 Motion by Emond seconded by Edwards to set a public hearing f®r the 27th of
December to amend the Zoning 4rdinanee and Subdivision Ordinance. Emond,
Edwards, Friedges, Mako and Jensen "aye", motion carried.
73.624 Motion bar Emond seconded by Friedges tc,~ set a canvassing meeting for Wednesday,
the 5th of December at 7 P.M. Edwards, ~'riedges, Niako, Jensen anal Emond
"aye"', motion carried.
73.621 Motion by Fredges seconded by Mako to accept the price quote of Midwest
Asphalt for X544 yards. of gravel ~ X1.45 per cubic yard. All other quotes ,
attached to these minutes. Friedges, Mako, Jensen, Emond and Edwards "aye",
motion carried.
73.622 Motion by Emond seconded by F'~iedges to accept the proposed energy crisis
policies of the street and utility departments. Mako, Jensen, Emond, Edwards.
and Friedges "aye", motion carried.
Motion by Fredges seconded by Mako to adjourn carried unanimously.
