Present; Friedges, Mako, Jensen and Emond. Edwards arrived at 8:15 P,M. .A7.so present; Robert Frigaard, Village Engineer and Pat Farrell, Village Attorney. 73.6+7 Motion bg Mako seconded'bg Emond to accept the minutes of the December 10, 1973, meeting. Friedges, Mako, Jensen and Emond "aye", motion carried. 73.6+8 Motion by Friedges seconded by Mako to pay the .claims against the Village. Mako, Jensen, Emond and Friedges "aye", motion carried. 73.69 Motion by Emond seconded by Fredges to pay the claims against the Liquor Store. Jensen, Emond, Friedges and Mako "aye", motion carried. No bids were received for .gas and oil for 197+. 73.654 Motion by Fridges seconded by Mako to close the applications for a Public Works Director. Emond, Friedges, Mako and Jensen."aye", motion carried. 73.651 Motion by Emond seconded bg Friedges to grant Marcg's Ceramics a special use .permit with the,cc+ndtion that a window will be made larger for an exit with a steel ladder on the inside and sub,~ect to the building inspector's approval. Friedges, Mako, Jensen and Emond "aye", motion carried. 73.652 Motion by Emond seconded by Mako to amend motion 73.651 to read special use permit granted for two years., Mako, Jensen, Emond and Friedges "aye", motion carried. 73.653 Motion by Emond seconded by Mako to adopt the resolution denying the Lakeridge plat approval,as written b3' the attorney, Jensen, Emond, Edwards, Friedges and Mako "age", motion carried. 73.65 Motion by Jensen seconded by Friedges to change from the Village of Lakeville to the City of Lakeville on January 1, 197+. Emond, Friedges and Jensen "aye", Edwards and Mako opposed, motion carried. 73.655 Motion by Jensen seconded by Friedges to require ali developers to use the Village Engineering firm in the design and preparation of plans and specs for water and sewer systems. Fredges, Mako, Jensen and Emond "aye", Edwards opposed, motion carried. 73.656 Motion by Jensen seconded by Emond to hire Randy Raymond for the 5th day of the week to work for the park department at ~z.60 per hour. Friedges, Mako, Jensen, Emond and Edwards "aye", motion carried. 73.657 Motion by Emond seconded by Jensen to approve the garage permit for Lakeville Sanitation. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried. 73.658 Motion by Emond seconded by Friedges to approve the garbage permit for Dick's Sanitation. Jensen, Emond, Edwards, Friedges and Nlako "aye", motion carried. 73.659 Motion by Emond seconded by Edwards to approve the garbage permit for Atlas Disposal Service, Inc. sub,~ect to the bond. Friedges, Mako, Jensen, Emond and Edwards."age", motion carried. ~1) VILLAGE OF LAKEVILLE COUNCIL MEETING DECEN~ER 17, 1973 73.662 Motion by Friedges seconded by Emond to grant Midwest Asphalt a gravel permit subject to bond. Mako, Jensen, Emond, Edwards and Friedges "aye", motion carried. A letter from the State Dept. of Highways regarding turn lanes was read and discussed. Two bids were received for an aircohditioning unit for the liquor store. 73.663 Motion by Mako seconded by Emond to purchase the arconditioning unit for the liquor store from Refrigeration Guarantee Corp. whose bid was $~,76~+.G0. Jensen, Emond, Edwards, Fredges and Mako "aye", motion carried. 73.664 Motion by Mako seconded by Fredges to grant the Lakeville School District a building permit for a fee of ~1. Emond, Edwards, Friedges, A4ako, and Jensen "aye", motion carried. 73.665. Motion by Jensen seconded by Friedges to authorize assessments for 24 years at 8,~ interest for the following people with the engineer anal attorney drawing up the resolution; Fred Norgaard, James Lorenzen, Brad & Audrey Johnson, Paul Clark and Mel Erickson. Edwards, Fredges, Mako, Jensen and Emond "aye", motion carried. 73.666 Motion by Friedges seconded by Mako to authorize the clerk to write the Metro Sewer Board that the Village is working on a new rate schedule but will not have it ready by ;the first of the year and to refer this ratter to the engineer and Water & Sewer Committee. Friedges, Mako, Jensen, Errand and Edwards "aye", motion carried. 73.667 Motion by Emond seconded by Mako that the streets in South Bluff be accepted sub,~ect to the receipt of a bond for ~760G from Leonard Bentson. Mako, Jensen, Emond, Ecwards::and Friedges "aye", motion carried. 73.668. Motion by Emond seconded by Friedges to adopt the resolution re Laminated Products subject to the attorney's approval. Jensen, Emond, Edwards, Friedges and Mako "aye", motion carried. 73.669 Motion by Jensen seconded by Emond to refer the letter on Classifying Forfeited Lands to the V~:11age Attorney. and building inspector for a recommendation. Emond, Edwards, Friedges, MakQ and Jensen "aye", motion carried. 73.674 Motion by Emond seconded by Friedges to .authorize the mayor to sign the. development contrast and memorandum .agreement for the 4~ak Hills 1st Addition. Edwards, Friedges, Idtako, Jensen and Emond "aye", motion carried. 73.671 Motion by Emond seconded by Edwards to approve the schedule presented by Pete Martin for the rinks and the rink attendants with the hourly rate to be ~2.GG per hour for the attendants and to have the rinks open on the 24th and 25th.
