Neighborhood Meeting Notes
7:00 PM -Tuesday, March 28, 2000
City Hall. Council Chambers
Staff Present: City Administrator Bob Erickson, Acting Community & Economic Development
Director Daryl Morey, .City Attorney .Roger Knutson, Associate Planner Frank Dempsey,
.Associate Planner Ron. Mullenbach, and .planning consultant David Licht of Northwest
Associated Consultants. (Planning Commissioner Jerry Comer was also in attendance.)
Planning Commission Chair Karl Drotning opened the neighborhood meeting at 7:12 PM and
welcomed all those in attendance. Mr. Drotning then introduced. staff in attendance and stated
that the purpose of the meeting was to review the draft zoning ordinance and. draft zoning map.
(A copy of the draft zoning. map and a comparison of the current and proposed zoning districts
.was distributed to those at the meeting.)
City Administrator Bob Erickson stated. that some people in attendance had concerns related to
the 2020 Transportation Plan and the. proposed extension of Ixonia Avenue north of 185th Street
that was contained in the "Citizen's Guide to the Comprehensive Plan". Mr. Erickson .met with
those residents outside. the Council Chambers regarding their concerns.
David Licht of Northwest Associated Consultants, the City's planning consultant, reviewed the
Zoning Ordinance for those in attendance. The Zoning Ordinance has three basic sections, the
• administrative sections, performance standards, and zoning districts.
Mr. Licht explained that the City will be utilizing a new RAO, Rural/Agricultural Overlay Zoning
District to identify those areas in the Staged MUSA Expansion Areas. These areas will have
their underlying urban zoning, but. will not be eligible for urban development. until the property is
brought into the MUSA and the RAO overlay district is removed.
The new zoning ordinance will also use new nomenclature for existing zoning districts. Current
R-2 lots which were. pla#ted after January 1, 1994 will be zoned RS-2 and be subject to the
same lot standards. Current R-2 lots platted prior to January 1, 1994 and current R-2A lots will
be zoned RS-3 and be subject to the same lot. standards. Anew RS-CBD residential.. zoning
district will be applied to residential lots in the historic downtown area. The RS-CBD District will
have reduced lot standards to bring more of the existing lots into compliance with the .Zoning
Ordinance.
Mr. Licht also explained that except for the Central Area, the PUD zoning district will no longer
be used for areas guided for low density residential land uses on the 2020 Land Use Plan. The
PUD will be able to be used in areas guided for low/medium, medium, medium/high and high
density residential, commercial and industrial land uses.
Wally Potter, 10691 - 202"d Street, asked that it be clarified where the PUD will be allowed. Mr.
Licht stated that except for the Central Area, the PUD zoning district will no longer be .used for
areas guided for low density residential land uses in the 2020 Land Use Plan. The PUD will be
able to be used in areas guided for medium. and. high density residential, commercial and
• industrial land uses,
Mike Behrendt, 18610 Jasper Way, asked why the PUD will be allowed in the Central Area and
if it will. mean that areas guided for low density residential land uses will be allowed to develop

• as non-single family uses. Mr. Licht explained that the natural. characteristics of the area and
the City's desire to achieve a unique development is the reasoning for the PUD zoning. Areas
guided for low density .residential land uses will still have single family uses, but lot standard
flexibility is needed to achieve preservation of a greenway corridor and other open spaces in the
Central Area.
Rebecca Sterner, 18728 Dodd Boulevard, asked why her property which was at one time
proposed for low density residential land uses is now guided for medium density residential land
uses. and proposed to be zoned RM-1. Mr. Erickson explained that the property was originally
proposed to be guided low density, but was changed at the request of the Planning Commission
during the comprehensive planning process.
Dawn Morrison, 16640 Fieldcrest Avenue, asked whether property guided for low density
residential. land uses could be developed for multiple family housing or for a church use. Her
specific concern was in relation to the Elias property on Dodd .Boulevard. City. Planner Daryl
Morey explained that the Elias property had been conceptually laid out into 13 single family lots
as part of the Dodd Valley Estates plat. Development of the Elias property would require the
connection of Fieldcrest Avenue and Firestone Path. Staff would not support a comprehensive
plan amendment needed to develop the property for multiple family housing. Churches. are. a
conditional use in all residential districts. With the required street connections, there is not a
sufficient contiguous lot area to accommodate a church building and parking lot.
Dave Zimmer, 10060 208'" Street, asked whether multiple family housing would be allowed in
the Central Area adjacent to the existing Lakeview Heights development. City Administrator
• Bob Erickson stated that development under the PUD zoning proposed for the property would
be guided by the 2020 Land Use Plan, which .identifies low density. residential land uses
surrounding the Lakeview Heights subdivision. The PUD zoning would allow flexibility in lot
area standards in exchange for desired public benefits, such as a greenway ,and protection of
environmentally sensitive areas.
There being no further questions, the meeting was adjourned at $:35 PM. Mr. Licht invited all in
attendance to speak individually with staff members regarding their site specific concerns and
questions.
